Extra Session Convenes to Settle Con. vict Question. Atlanta, Aug. 26.—'The extra ses sion of the general assembly of Geor gia, which was called to consider tne convict question, met at 9 o'clock on Tuesday, Aug. 2G. In the house, Representative Hold er, of Jackson, introduced the first bill of the extra passion, and had it referred to the penitentiary committee, which he is chairman. Senator Felder, of Bibb, introduced the. first measure in the senate. He tried to have it made the special or der for Thursday, but was unsuccess ful. To Consider AH Bills. The senate proposes to consider all bills looking to changing the pres nt lease system upon their individual merits, and its action in refusing to give preferential place tcr-the" bill of Mr. Felder who was chairman c-f the committee which has been making the special investigation, was considered a distinct victory for the advocates cf the Holder measure. All senate bills were referred to tho penitentiary committe •, of which Dr. Brock is chairman. He is tire au thor cf a bill embodying most of the features of the Holder bill. The proclamation of the governor calling the extra session and his spe cial message outlining his views on the legislation to be enacted were r ad in both houses. Also the re port o investigating committ e whicn has been engaged in probing the e>n v;ct system, and the report of the au ditors who examined thfe books of tno penitentiary system, wer-_- read in full in both branches of the legislature. Discuss Governcr’s Message. The effect of the governor’s message noon bills introduced was generally discussed. The advocates of the Holder bill In sist that this bill is not only the b :st solution of the convict problem yet in troduced, but that it is the only practical solution. They are oonli dent of victory. The bill of Senator Felder provides for the termination of the lease system cn April 1, 1900, the abolition of the prison commission and the appoint ment cf a board of prison dir ctors, and the purchase of property on which to establish prison farms. As the investigating committee did hot recommend the abolishment c? the prison commission, it is thought by those co liver .-ant with the sentiment among scions on both sides of the cap itr.3, that the legislature will net nuw do so. Atlanta, Aug. 2G. —Immediately af ter the opening of the senate on Wed nesday morning Senator Gordy moved that the throe bills introduced on Tuesday—those of Senator Felder and (Senator Brock, and Senators Boyd and Martin —should be withdrawn from the committee to which they were referred on Tuesday, and after being read for the second time bo then recommitted to the committee’. The motion was carried by unanimous vote, and the bills were then read for tire second time. Senators Deem and Hardman intro duced a bill to provide for the treat menc of juvenile offenders, which cadis for the separation of all juvenile crinv Inals from adult offenders in jails, penitentiaries, etc. Tho bill provides that such offenders shall bo sent to re fi rmatcries, Juvenile associations, of similar places. Immediately after the opening of the house of lepreeenUtives Wednesday morning Mr. Alexander of Deivalb county introduced a resolution em bodying a constitutional amendment carrying the following provisions: First—-Xo convicts sna.i ever be leased or farmed cut after the time txeu by the law to be enacted at tn? present session. Third—Encourage each county to Vork its misdemeanor and felony con victs upon the public roads and up <on other public improvements in tne county.
