ers’ Educational rally next week.
There is a petition being circu
lated requesting the ordinary to
call an election, to be held not
later than FeK 15, 1009, for the
purpose of voting ‘‘Bonds” or “No
Bonds’’ to build roods, If you
want good roads and want them
built by issuing bonds for the pur
pose, sign it and when the time
comes to vote, vote for it.
Many citizens, who are taxpay
ers, have expressed their approval
of the plan advanced in last weeks
issue of the Times to build roads,
and all see to find but one object
ion to it. The objection is that
the amount of bonds mentioned is
to small and that it should be
doubled. Alright double the am
ount of bonds and the time for the
sinking fund tojdraw interest and
it will more than pay olfthe bonds
and carry ever other expense in
cident to the project. Then let
us have bo Ms in the su nof $60,-
000.00 and build roids all over
the county. Build them by con
tract and leave the convict ques
tion alone- *

The Walker county authorities
after spending sometime and thor
oughly investigating the proposi
tion of working convicts on the
roads have concluded t h a't
“BONDS ARE NEEDED FOR
CONVICTS and it will be imprac
tical to work convicts on roads by
direct taxation.
The Commissioners of the county
spent money to find this out by
sending a special committee to
various counties over the state
where convicts are being used on
the roads. They completed their
investigation, returned and report
ed as stated above. Then the
Commissioners reported on the
matter, which appeared in last
week’s Messenger, in part, as fol
lows :
“After hearing the report of the
special committee appointed last
month to visit different counties
where convicts are worked on pub
lic roads, the County Commission
ers’ at their meeting Tuesday de
cided that it was impractical to
work convicts on the roads in
Walker county, if the expenses are
to be borne by a direct tax.”
“The opinion of the commission
ers as expressed at the meeting
Tuesday was that if convicts were
employed on the road, a bond is
sue would be necessary.”
Now, if bonds are needed for
convicts, why bother with convicts
at all. If convictsi are worked the
county authorities will have to
work and maintain them, accord
ing to law, and would therefore
necessitate expense on the county
to care for them. If Dade county
has to issue bonds to build roads
why not do so and let the work
out by contract and build them
and do away with trouble and ex
pense of working convicts in con
nection.
Since the Presidential election
is over and national political ques
tions quieted for some time to
come, the most important question
now before the people •of the State
is thi.tr of good roads buikUngv-This
subject has been made pre-emi
nent in our State by the law pla
cing convicts on the public roads,
in the fut re. In some local
ities, in different; states, it has
been the all absorbing question for
several years, but not so much so
in Georg a until it was-made nec
essary to care for onr convicts in
this manner.
The questionjs so very impor
tant that tne authoi ities are strai
ing every effort to make an ec
nomical and satisfactory solutio
of it. Road conventions hnv
been held of State wide impor
tance and many counties have sent
out over the state to counties work
ing convicts on the roads, spec 1
commirtees to'investigate the su •
jtct. The next and perhaps the
most important occasion the
; subject w ill he the meeting of the
Southern Road Congress to he
held in Atlanta on Dec. 2nd am

meeting at tire instance of the At
! lanta Chamht r of Commerce.
The status of the matter as we
sec it now, having gathered < ur in
formation from reading everything
that we could gather on the sub
ject is important to the people 1 ol
this county. The concensus of
opinion of Uiot-e who have imub’
reports on it is that it is impracti
cal and t-.) expensive for the
smaller counties to work 'convicts.
Therefore we have concluded that
the Bonding plan is the bast for
Dade county without connecting
convict labor in any way whntsm v l
with it.

county there at 10 o’clock A. M.
and spend the day together in the
interest of education. He requests
that those who are now teaching,
who have heretofore taught and
who expects to teach in the future
to be present and take part in th
exercises. While it is intended to
be a teachers meeting or a teach
ers rally, every person throughout
the county who is interested in the
progress of education is requested
