Some practical suggestions for
the reformation of drunkards are
made in a recent report by the
Massachusetts commissioner of
prisons. T (nit the drunkard is
any less a drunkard after the pay
ment of his fine, or the serving of
his jail sentence, no one pietends,
and in this particu.rr the purpose
of punishment, which is the pre
ventnn of crime, is not realized.
The change suggested by the com
missioner is the commitment of a
common drunkard for an indeffi
nite period , and Lis employ ment
is gainful labor for the state. To
the latter end a wav was provided
by an enactment of the legislature
in 1898 which uuthoiized the goy
ernor and council to purchase or
otherwise take in any parcel of
waste and unuted land, not exceed
ing 1000 acres in area, and to es
tablish on the land a tempoiary
industrial camp for prisoners, who
shall be employed in reclaiming
and imDroviug the land.—Ex.

A NEW FENCE LAW.
At session of’ the
Georgia legislature Representative
Brock will introduce a bill provid
ing for the sabmission to a vote
of any countv under certain con
ditions which will enable any
county to adopt a modified no fence
law.
When adopted in a county it
will mean that three straits of wire
or three planks <r poles placed at a
given distance from the ground
shall constitute a lawful fence.
It will mean:— Keep up your
hogs, sheep and goats, and whsn
adopted by popular vote, instead
of stopping hog holes you simply
stop the hog.
