City of Mkxico, February 14???Tbe government runs a lottery, and as it iavery different 10 bear of anyone who has ever drawn a pfiza of any const quence the presumpiiou is that an immense turn is cm Dually made out of it by some one. I,oto, similar to keno, is a licensed game, tbe au thorities receiving two and one hrlf percent of the stakes for their share. There is a regular license for tbe "nymphs du pave,??? and physicians certificate issued weekly. In fact, theg.ivernments of tho re public. tbe states, or the cities get a revenue out of nearly everything, except land. The land not beingtaxea admits of tbe possession of immense tracts by individuals, thus pre venting iuimiprstiun. While begging ia prohibited here, it is doDe ail the same, ami ???for the love of God???, Spanish, is tbe plaint, to which I noticed Vesf ear was almost invariably turned. The "Monte de I???tedad??? or government lea bank notes. Money is loaned at very reasonable rates on every species of property and everything in conducted aquar- ly. Such an ins'iiuiion would he a benedt in our own country where when one is"hard up" he has a dilll ult time raising the wind on any of Ills ntovaoles except his watch or diamonds, upon which a vrry limited sum nt outrageous tales of interest, can be had. After a certain time, the articles in pawn are marked with their selling value, when n cer tain additional time ellipses without a aalo, a second aud lower value is affixed and so on until a fourth amt the laweat vuiue is placed on goods. If not sold theu an auction sale is Blade. Bonqets are considerably worn now in this city, but tbe Spanish lace mantle or veil thrown over the back of the head and falling on the sbouldera ia always worn in attending church and very often in walking as well as in carriage riding, end is stilt tbe national head gear of the Mexican lady. There are more miles of a'reet railroad in tills city than any where in the world, in pro portion to population. All tbe lines start from or near the Z tctlo aud usually go out one street and baca another to the atarting point. It ia next lo impossible to get lost, as all the ways are at right angles, though each block ia a street aud Issepurately named One coi.duciur on the street cars sells you a ticket torn Irom a ho tk, nnd another conductor takes it up. II the two should go in together the road tntglit loose more mouey tlt.n by trusting one. Tbe motive power is the Mx- lean mute, which mule can ouipnll a steam engine of small capacity. Tne lowest (are on any first class car is one media or six and a quar-er cenis These cart seem to run in con voys; oue first-class and two second class cars starling outat the same time The I???aseo would he rather too short lor a drive in the slates, but here it does very well, as lost driving is not allowed on it; aud tho close carriages with glass windows, of tbe wealthy esu pass and repass olten. It is a lovely street, wide aud heavily shaded with cauculyptus trees. Water from the large aciquias (or ditches) on each side of it is free ly sprinkled about three o???clock and by four and a half Mexico???s capital ccmmenccs to gather there. A family serms to be rated in importance here, by the elegance of Its eaui- psgss and the numbers ofiui servants. Few ol our open top latnlaus are in use. The preference for glass front carriages astonishes me, as there are some very pretty ladies to be seen. Mexicans are not walkers as is shown by the small leet of the more wealthy, which in the very high heeled and sharp pointed shoesamuunt ulmost tow deformity. Some of the ladiee can scarcely move along in these shoes, and'rrsemble in tUoir gait n person who was born with a limit It is fashionable, however, and all right. The dresses are very scant in the stir s and this with the little eboes ruins tbe walk of these naturally grace ful ladies. The tin re elegant and wfalthy fum- alies scarcely ever walk. A.carriuge, in tne court, and some.ituee more was seen through tbe grated doors of nearly every wealthy family. The Mexican houses with their large courls and rooms opening inside on it, resemble tho interior ot the oln Kimball bouse arcade with no roof above and tne arcade extending to top to that tbe sky could oe seen. Flowers and rare plants fill tlie-e courls, except under the inside balconies and g vo a beautiful air to all wiihin. In poorer bouses these courts are only paved lluors, very often It thy and sloppy. Our frout yards aod front sloops and S istxaa are unknown here. All houses are ualt with tho walk. Children are taught lo ride early, as the sight of a wealthy man???s son, apparently aoput three years of one dreu-d in leather punts and velveteen jacket with wide brim sued hat, on a little ponv, and a Mock or two further on a ragged urchin of tbe same age monuted on an old rain sheep, with rope bridle, provt d to nte. Tbe Mexican saddle with nigh pommel and back richly ho tsed with sliver trimmings and fine six shooter and holster sre daily sights. Too lunch pistol and knife in this country, ft seems to me; and especially so in this city which is one of, if not the best policed cities in tbe world. To-day at an inspection of tbe of police, number 11)80 on the cap of one of the members showed a large force. The nfghtequad, of mounted police, with their overcoat aud hood (peaked like a monks cowl) as they ride silently by makes me shud der, from their resemblance to the stories of the haunted horseman read in boyhood days, yet convey a sense of security. trn that you can buy it lower. Under no circumstances should a foreigner strive a Mexican???that is nnlrss lie wants logo to j-til; D"d a Mexican Jail Is said to be the most hor rible prisoo in the world. American paper money can beebangtd here at ahunt 15 per cent premium (above Mexican money, while American gold exchanged on New York fs rated here about one cent higher than green bucks. A good way to learn Spanish is to get.. Spanish-Kugiith twork, then find some small Shop where you can buy oigars or other ar ticles cheap, and sltow the shopkeeper your book. He will very probably be anxious to learn Eugliah and each day you can spend an hour or two with him learning the Mexican accent and teaching him that of the English. It is almost impossible to get board in a Mexican family, or that would be the best plan, DUSHKS. Smallpox ia a fashionable disease, it seems as many of tbe more elegant ladies are badly pitted. Really these people seem to pay no attention to it. No one, except a foreigner movcaon account of the disease; and patients remain at home unmolested. In no city of my acquaintance docs a had cold take a stronger grip on one than here. I caught cold kt Fort Stockton, Texes, and my ambulance and railroad trip from ElPaso to this city did not improve it. Sioce earning here my throat is badly affected and a trip to the lower lands is recommended. The altitude (7,800 feet above sea level) and the dampness of this city render it a terrible piece for thote effected with lttngor throat troubles. Ameri can tourists who come here should if they catch culd, at dnee seek the seaside of Mexico and not return to the city until fully re covered. An American circns ia run here for five months in the year. The bnliding is of corru gated iron erected on one of the public grounds and licensed. It is quite thebhing to visit it. I saw tbe American ntinis er, the Spanish minister and a French count and their fantiliee acigut or two ago. A printed programme was furnished and the show was good one. Colonel Lewis, agent in Mexico for the New Orleans World's fair,to be held at New Orleans next winter, told me that General Diaz would be commissioner general nod that tho exhibit from Mexica would be a. grand one, tint the president was anxiuus to have ltis country's great wealth in minerals, fruits and agricul tural products shown to the world. Colonel A. C. Kirby, who is largely interested In the bui'ding ol tbe Chalnir.tte house in New Orleans is here on a visit for pleasure and let these people know that they can be w taken care of. Tne ??? Two Republics,??? a daily American paper, ia doing all it can to aid " exposition. Its editor said he wanted make his paper as nect stary to Mexico as Tux t oasTiTCTiots was to Atlanta. The Mexicana are becoming much more interested in the English language and in American affairs tbe nearer the Central railroad is to comple tion. The Moxican's bouso is built for himself and everything is enclosed within four walls. In old times this was a necessity, and as many other traits this nation sticks to old customs. Americans need not flatter them- selves that they can Americanize Mexico. The Americans here are more Mexicsnlzad a few months than a Mexican would Americanized in the states in years. Tbe early cup of coffee and loaf of bread, the breakfast at noon and dinner at six, with a late supper, and the flashy riding an te and hats of the Mexicans soon capture the foreigner. The Spanish thought they had captured the native Mexican or Ax ec Indian. Not so To-day, the Mexican-lndian race rules Mexico, either pure and unadulterated or in a bli-n-ied form. In numbers the Indian or. native Mexican quadruples the Spanish descendants. Many Mexicans, ???specially females are as fair skinned as can be, with blue eyes and light hair, and when ever I see one, I think of the Mexican war and the American invaders. "Quten sabe?' He went fora policeman.^ An American who spoke matter as I very quirt hackmau was put in j voked without my going to the station. That speaks nobly for Mexico as against America. The regular Mexican bat is made of felt, usually colored grey and with from two to five coils of rope around ir, or a peculiar braid common to this country. Silver braid or gold isadtened on the brim on lop aud beneath until it weighs so h-avily as to five me a headache. The more gold and silver braid the more costly and tony the hat. This ia a riding hat for the better classes who wear derbvs and plug bats in ibis city. In the country the Mexican bat ts used by all. The lower people wear straw bale or a commoner article of felt hat Every Mexican's ambi tion is to own a splendid bat and riding salt. These suite are very costly, sometimes having doable rows of gilt end often silver buttons down each leg ef tbe pants, which are either buckskin or fine cashmere or corduroys. A Mexican on horseback in hie gaudy rig to a fine sight, and one that never tires me. The 1 adits very rarely ride horseback. One night at St. Kiltla, which Fol ks westward over the sea, we saw the af terglow assume the exact form of an aurora, with shooting and pulsating columns of pink light. Tnere Is little doubt here that tnese phenomena are connected with that tremen dous volcanio convulsions in Java which sank a range of mountains sixty miles long. A stranger to this region might easily he per suaded that tbe sun seta are normal, soabnor- mal seem some of the ordinary phenomena. Tins moon is seen so clearly that every mark on it is often vieible to tbe naked eye. The presence of a new firmament and new con stellations to very impressive and even one not much given to stargazing to likely to discover that be bad grown more familiar than be bad suppoeed with tbe heavens un der which he was bom. Tho Australian earth, too, presents a strange appearance. Between Melbourne anil Sidney one travels nearly a day amid gum trees, whose trunks, according to one's mood, may appear silvery or blanched in death. Many of them are in deed dead, girdled by the farmers. Tbe bash has a desolate look. In the gray morning a large "native bear??? was teen cl.osping a tele graph pole as our train passed. Knowing tho passion of bears for honey I believed it was a cab deluded by tbe hamming noises into the belie! that a swarm of bees was near. My theory was soon upset by discovering that the "native bear??? is no bear at all, but a mar- ???upal (Ksaia); however, it loves fruit and possibly honey. This animal his only s rudimentary tali; its thumb aud second fin ger are opposed tola other fiagers, and the innermost toe fs opposable like a thumb. It is a large.parrot but I do not think it pretty ils breast is the color of iron rust. A QUERtt CATERPILLAR. The queerest thing I have seen out here is the so called ???bulrush caterpillar??? or ???vege table caterpillar " (This also to found in Now Zealand, where tbe natives name it "Aweto Hotete,"- but l have two specimens found in Tasmania. The plant is a fungus, aspl fcria, which grows seven or eight inches above the ground, generally in a singlestem, round and curving at tbe end like a serpent Tuis end is thickly covered with brown aeed for some three inches. It grows neer the root of n particular tree, the ???rata." When pulled up its single root is found to consist of a large caterpillar three inches long, which, when dissected is found to be solid wood. Every detail of this grub is preserved. The sphteria always grows out of tbe nape of its neck. It is supiKMed that when this grub (that of a large moth) burrows in the ground, one of the seeds gels between the??? scales of the neck, strikes root and completely tarns the interior of tho creature into its own substance. Only tbe shell to left intact, no smallest rootlet ap- learing anywhere. The aboriginles also eat his pure white grub, and n friend tells me that taken raw, it to delicious. The New Zsalandersalso burn the) caterpillar root and rub it into their tattoo wounds A good many white people it is said, believes the plant act nally develops Jtlio caterpillar tform and if this be true, we cannot laugh much at those who believed in the vegetable 8cyOtian Lamb and the Mandrake man, of which spec imens are preserved in the Surgeons mnseum at London.
