people are the uoverelgns and the popular voice
dictates the policy of the governir ,int, it la vastly

In administrative policy ami '.be execution of the
laws. This government rj?? organised by our
fathers, prescribed the proper limits within which
the action of the federal r.ovcrmnent should be
confined, and it rucognires the reserved powers of
the states.
Tire powers conferred upon the federal gov
ernment were nccewarv to enable it to conduct
-properly all the foreign affair* of that govern
ment, all Mich Interstate affitlrs a* are beyond tbo
Iiower and control of the Individual states. The
reservation* of power by the state* were equally
necessary to enable each state to conduct local
self government and promote the public inter
est and the general welfare.
On account of the broader scope of the power*

towards encroachment upon the reserved powers

tion of one political party over all others, natur

ding to the original policy of the government were

tarn withdrawn from homestead entry, and

FORTY YEARS AGO.

Dr. Otorgo White, author of White*! Statla-
tiea of Georgia, who is now in the city on
sort of pilgrimage to bis old state after a long
abienec, tells a rather amusing story of how
he visited Atlanta the first time. Tho doctor's
locks are now whitened by the snows of more
tjian four rcore yearn, but ho is hale and
hearty, and is exceedingly interesting in con
versation.

some very pleasant meetings between them
have occurred. Dr. White lived in Savannah

Even the humblest elements of commerce may
be dignified into political issues when the cam
paign grows warm. The Charleston News and
Courier, a short time ago, upbraided New England
sharply because the Boston mackerel men were
sending mackerel, wrougly labeled to southern
merchants. Hmall No. 6???s were labeled as No. 2*s,
and small No. 2???s as No. l???s. The Hartford Couraut.
took the matter up and proved that tho southern
merchants ordered the mackerel sont falsely label
ed, and proceed* to hit tho southern people about
the old slave trade. The News and Courier re
