THE WEEKLY CONSTITUTION. ATLANT. THE CAPITOL CONTRACT. If Commissioners Let the Contract In a Lamp, end the Work to be Starred in About Two Weak*??? Talks With the Bnoeetafol Bidders??? 'Coli'lo Limestone to be Used. yesterday tbo capital commissioners award ed the contract for tho erection of the new Georgia capitol to Miles & Hoen, of Toledo, Ohio. The bid agreed upon was $862,758.75. This is $200,000 less than tho best bids at the first bidding, but in spite of that the commis sion secures a capitol according to tho original plan. It will not be chahged or cheapened in any respect, and the people of Georgia may rest assured that the new state house will bo up to the standard of excellence marked out by the architects, a result that three months ago it was feared could not be accomplished. It will bo a close shave, but the controlssioa is fully alive to the importance of economy in every respect and they will watch every ex penditure with an eogle eye. The building will be of oolitic limestone txom the quarries of the Salem stone and lime company of Louiiville, Kentucky, whoso quarries are at Salem, Indiana. This is a dork grey stone, of the finest grain and will give tneabuilding a massive and imposing ap pearance. Work will begin in about two weeks and Messrs. Miles A Horn think they will find no difficulty in haviug the building ready for occupancy in. the lour years prescribed by law. mxktino or tiik commission, * The commissioners met yesterday aud cou- tir.ucd the discussion of the bias, and the comparison of the figures. Alter they wero thoroughly satisfied ou tho subject they re solved to accept the bid already named, namely, that oi Miles & Horn, who took tho entire contract in a lump at the price already stated. The contract will bo secured by a bond, satisfactory to the board, in the sum of $172,351.37. A resolution was also passed re jecting all other bids. The successful bidders were invited in, and tlio resolution was read to them, and they ac cepted the contract on the terms agreed upon. Mr. Edbrooke was theu instructed to prepare at once the contract, and i-ectssary bond, and he went at* once to that task end will have it completed to-day. In the afternoon session tho committee ap pointed by tho commission to make a sottls- mint with tho owner of the lloicombe prop erty made a finu! report and presented tho deed that they had taken from the ow.ior. The report was received and adopted, aud tho committee discharged. In the final settlement tho owners were paid the sum of $17,500 for that portion of the property needed by the commission in making tho capitol lot of tho required shape. The small portion of it which was not ueiU.vd was utuined by the owners, and $2,250 was will ten oft the judgment of tho arbitral- ???died for the Harris property has already been recorded. $3,200 was paid for that property, making $20,700 as the total amount exponded for (bo additional ground needed to get tho lot into the desired shapo. WHY THK FIOL???RKb ARK bCLOW TIIK MILLIOX. There is a misapprehension in the minds ot a great many people who do not seem to un derstand why the commission docs not go to the million dollar limit. X. 110 reason is plain. The bill requires the commission to pay every - expenditure out of the million dollars. This includes the amounts already paid on tho con- damned property, aud the incidental expenses to Lo paid during the five years, which will eggregato a hundred thousand dollars. This matter of incidental expenses includes tho payment for the plans, for tho duplicate copies cl the tame, and for all the printing of tho ???? blanks, tho specifications, tho salary of tho ??, rfliiigrt Cyfutiroi* fl re years, and the sapor- i >> indent and "fire' commissioner* for tho vi/liro time, tho clerk, postage, Sfsfcxpress, ' and all the imagitin- m < Me expenses that will come up. These all Rbavo to be paid out of tho million dollars, so 9mhot there is really only about $35,000 of the ^appropriation that is not already on its way kto no expended. Tho commissioner# will be %cry fortunate if it covers tho contingencies 1 inf unlocked for expenditures that will havo ?? be made. It, as the building nears its com pletion, there is a balance ou hand there will be ample opportunity to improvo tho interior eftbe structure. Georgia marble, or Georgia granite, as was t once foudly hoped by many, will not enter ' into tho composition of tins building to any (Considerable extent. This is the fault or the misfortune of the men thomsclve* who control these quarries. The only bids that were presented to thocotmuissiou that iu- I eluded Georgia material, was one by Pierco S: I Co., for Georgia lu&rble at $1,014,963.47, and ??? cuo by the sumo firm for Georgia granite at $1,141,181.07. If there had been no incidentil Otjxnrci, both of these bids were out of reach of the commission. It is quite interesting to know how tbo com missioners arrived at tno figures at which tho building vn* let. Miles & Horn had several 1 ids so arranged that they wero capable ot ' innumerable combination*. There wore sev eral estimates on every separate piece of work. Tbo commissioners made their selections of the styles of work, material, etc., and ad ling these itemized estimates together wero able to arrive at the figures given. In doing that* they were greatly pleased to find that they secured a building not one whit below TUB ORIGINAL DKSIO.V in any particular. Indeed the commissioners feel that they have been exceedingly fortu nate. Unm. Mile & Horn, both of whom iro here, are equally pleased at securing the con tract. They are strongly indorsed, will give the bond, and do not seem to fear that they r bave underestimated tbo cost of material and labor for which they will havo lo pay. They aro pronounced men of ample means, high character and excellent eapacity. The firm is composed of W. II. Miles and C. D. Horn, both of whom ere young men, modcht snd retiring in disposition, but clearly well informed on the business in haxd, os was shown by the case and rapidity with whieh they handled the problems ana questions that came up. They seemed to be as fully inform ed ss the commissioners themselves, and tho myriads of figures wero always at their esiy commend. They seemed to 6e as big ??s their undertaking snd were not at all muddled or harrassed by the mass of work. Mr. Miles is small in statue. He is forty-one years old, with patient brown eyes, a dark silver beard sud mustache aud a dark com* r Ionian. As was staled be is slight in build, ting live feet eight inehes lu height anl weigning 130 pounds. He is s man of very 5 mlct demeanor and in a crowd might be taken or a lawyer with a heavy office practice. Mr. Horn is the younger man. Ho is lair- ty-eix years ot age, five feet five in height ???and weighs a hundred autl sixty pound*. He I* compactly built, quips a snug chunk. He is slightly bald in front, wears a sandy mustache ana has pleasant, light grey eye*. Both are married men and wu<??n the wto* on the capitol i* fairly started, will bring their families to Atlauta to live until the work is completed. Their families are at Toledo D0 * r ??? A Constitution man asked Mr. Miles about it last night and be said: ???We expect to begin the exeavatiftn in about two weeks, say by the middle of Octo ber. Mr. Horn will be here this winter su perintending the work. 'This work will be preliminary and will be of such a character as not to require so much attention. We ex pect to get the foundation ready to commence the basement story by next spring if the win- * ter is not too bad. Then we will be able to run up two atoriea in a year, and can, ifl two and a half years, get it enclosed and the roof on. and can easily finish tbo inside In the i next year and a half. We can, without trou ble complete the building in the for years specified by law and could do it sooner." ???Where will you get your labor?" ???We will got it here if we can, and will buy ns much Georgia material as we cau." ???What proportion of the money will re main in the siitte?" ???About half a million dollars of tbo money paid to our firm will bo paid out by us to Georgiu people, provided wo cau get what wo need here. Tho limestone will cost about eighty or ninety thousand dollars in tho rough. That will go out of tho state. Tho brick will cost about $60,000, and that will bo left here. The cast iron can bo supplied here, but tbo wrought iron, I suppose, we will hove to get from beyond tho limits of the state. The lumber, what little we need, should be shipped by Georgia men, aud the foundation stone will bo secured in the state." ???You will both come to Atlahta?" SKINNKR'S SUICIDE. A Itnnk Clerk Found Dead With a Phtnl of Morphine by Ills Hedstde. New Y ork, September 22 ??? Beniamin D. Skinner,who was an ???outside bond???* clerk for Blake Bros. A <???o.,banker8,at 21st street,whero he rooms, died under circumstauces which gave rise to the suspicion of suicide. Ho went to bis room between one and two o???clock this morning. The boarding mistress found his door open at half past nine o???clock, and he was lying in bed breathing heavily. 1 Sho became alarmed and summoned a physi cian. He found Skinner iu a semi-conscious condition. Ho died a few minutes after. In tho room was n vial that had contained sulphate of morphia. A gob let stood on a table in the bottom of which were tho sediment of the poison. Money was f ??und in Skinner???s clothing. He had been iu the employ of Blake Brothers & Co., five years. It was stated at their ofliao to-day that ho had been in poor health for a long time. They do not thmk ho committed sui cide, but believe his death was due to an acci dent. The deceased was n married man, fifty- five years old,and is said to have separate'l from his wife. Ilis father is Rev. J. II. Uklnner, P.D., of Chicago. He was notified of his son???s death.
