A PKMACOOUK COMPARISON. This subject is of deep Interest to the laboring men ol the north. With tbo southern democracy triumphant in their states and In the nation, the nigrowill be compelled to work for Just such wages ns tho whites maydewiro???wages which will amount, ss did the supplies of the slaves, to a bare subsistence, equaJ in cosh, porhspi, to thirty-five cents per day, ss an average f r.tlre south, Tbo white laborer in the north will raon feel tho effect of this upon his own The republicans have already seen, from the oar* llcst i??jK of reconstruction, that waqcs in tho r onth must be raised to the Just racoon pen o of the Is borer, or wage* Id the north ruiuoudy low ered, and the party have steadily worked f- formcr result. The mere differ dice in tho eolor of tho skin will not Mifilco to maintain an entirely dliferout star dsrd of wage* In rootfgiiou* and adjacent Maks, and they will be com polled to yield to it. Forcsitpletely have the colored nien In tho south been already deprived, by the democratic pirty, of their constitutional and legal rights as eitlsen* of the United States, that they regard the advent of that party to national power ns tho signal of their downfall, and aro affrighted because tiicy think sll legal protection for them Is gone. A I'RANTIC WAVS OP THR RLOoliY HllfP.r. Few persons in the north realise how complete ly the chief* of the rebellion wield the political lower which has triumphed In the lato election, It Ik b portentous fact that tho democratic sena tors who come from tho state* the late confederacy-all???and I moan all without a single exception, personally ptrUcipM* cd in the rebclllou against tho uational gnroru merit. It Isa still more slguilldiiit fact that In these states no man who was loyal to the United States, no matter how strong a democrat ho may c to-di-y, has the slightcM chnnco of poUtinul prominence. Ono great avenue to honor In that stctlon Is a record of xea oiu servico in the war sgsiust the government. It is certainly an astound ing fact that tho section In which friendship for the union In tho day cd Its trial kii??1 ajonyls ???till a political disqualification, should be called now to rule over tho union. All this took plaoo during the lifetime of the generation that fought the war and elevated Into practical command of tho American govern mint, the Identical men who organized for its de struction, and plunged us Into the bloodiest oon to t of me di-in times. I have spoken of thesonth placed by the late election In possession of the government, and I mean all that my words Imply, iiir norm in control ov tiikoovkbnmhnt, 1 lie south furnished nearly thro?? fourths of tho h* total vottR that defeated the republican party, and they will step to tho command of the demo crats ss unchallenged and ns unrestrained as they h*Id the same position for thirty years before the civil war. Gentlemen, there cannot be political in*quality Against citterns of n free republic. There fShnot bo a minority of white men south ruling tho majority of white men In thr north. Patriotism, sclf-ro* pert, pride, protection for person and safety for country all cry out against it. Tho very thought of It Mira the blood of men who Inherit equality from the pilgrims who first stood on Plymouth rock, and from tho liberty loving patriots who came to Delaware with William Penn It become* the primal qtitstlou of American manhood. It demands a hearing and a scttlrraeqit, nud that setthment will vlndlrato the equality of Ameri can citizens in all personal nud civil rights. It will, at least, establish the equality ol the whlto ure n under tbo national government, and will give to the northern man who fought to preverve thr union as large avolro In its government ns mry to exercised by the southern man who fought to dektroy tbo union.
