Washington Letter.

< Congress has been wrangling all
week over the money bills which pro
vide for running the Government dar
ing the next Fiscal year. The sub
ject sounds like a dry one, but the
Congressional debates have not been i
dull. Appropriation bills always pro-;
voke much disagreement and aiford
an opportunity for discussing the |
comparative extravagance of the two
parties.
The Nation's balance sheet has just j
been drawn up again. The Govern
ment’s bookkeepers have footed up
their accounts for the fiscal year that.)
came to an end on June 30th, and the !
figures are even more satisfactory’
than could have been expected. The*
receipts exceeded the expenditures
by $00,528,546. Tlie receipts and ex- j
penditures for the fiscal year com par-:
ed with the last preceeding one, show j
an increase of revenue of about $12,-
500,000 and a decrease in the expendi- j
tures of about .814,500,000. Customs
are some $11,000,000 better,

that this immense work lias been per
formed with a force of clerks less by
over 100 than for the three previous,
there seems to be sufficient reason for
congratuating the present Commis-
sioner of Pensions, Genl. Black upon
retrenchment in his office.
At a recent Cabinet meeting the
question of how many telephones
were in use at the several executive
departments of the Government in
this city came up. The President
asked each of his Secretaries liow
many the department over which he
presided used. Tlie Attorney Gener
al said two. Secretary Lamar gave
what he thought was his number, and
so on around. They made up about
fifty altogether. The President ask
ed them to look into the matter and
to report at the next meeting. They
did and Attorney General Garland
was the only one who had made a ,
correct return. The total was one j
hundred and fifty. The average cost :
of each telephone—because the de
partments have a number of special
wires—is $100 a year.
Thus for telephonic service for the
departments in this city alone, the
Government pays nearly $15,000 a
year. This was thought to be too
high by the Cabinet officers and re
trenchment iu this line has begun.
Fifteen telephones have already been
taken out of the Treasury department
leaving only one on each floor.
The salaries of Government clerks
comes cut of the Legislative, Execu
tive and Judicial Appropriation bill.
The failure of Congress to pass it by
the close of the old fiscal year caused
an unusual outlook for the new.

overnuient clerk, “that must be
nffirtable." He showed no anxi
ety on the subject however. Said lie,
“the pay of members of Congress is

1 am all right. Every Congressman
will see that 1 am provided for in
time.'’
It was Senator Riddleberger who
introduced the Gill to reduce the sala
ries of Congressman and certain high
officials twenty-five per cent. This
reminds me of the difficulty of getting
good business men to take the respon
sible places m the department.* There
is no trouble at all in getting mere
politicians for these places, but it lias
been the President’s idea to get good
businessmen. Such men comehereoc-
casionally tempted by the allurements
of office, although they can do much
better in private life. For instance,
the V. S. Treasurer, Mr. Jordan, has
a standing office in private life of ex
actly double what lie receives in his
present official position. He is con-,
sidered, by the way, the ablest treas- 1
urer that 1ms filled that office since it
was first created.
