Wc, tlio Grand Jurv of the Spring
Term of 1SS7, make these our general
presentments:
The short time allotted to Grand
Juries makes it impossible to give that
thorough examination to county
matters that should be given, and wo
have done the best tfc could. The
last Grand Jury—Fall of 1888—ap
pointed a special conimitteo to sit
timing the interim, and wo incorpo
rate their report to us and make it a
part of our records.
The able ckargo of Ills Honor,
Judge Jenkins, covering all the du
ties tho law,imposes on us, has been
of much benefit to us, and we request
that His Honor furnish us a copy for
publication.
ORDINARY. (See Report.)
The report of tills officer is here
with nnnexed. We find this olfioo
in good condition, and deem it 1111-
nccosary to remind Judge Sanford of
his duties as prescribed in our Code.
Sec. 1137 makes it his duty to examine
and audit till accounts oi‘ all officers,
having the care, management, and
keeping, collection or disbursement,
of mono;’ belonging to the county, or
appropriated for its use and benefit,
and bringing tliem to a settlement.
A strict compliance on ins part with
this law would, in our judgment,
keep all the officers strictly within
their duties, and would in a great
measure promote a prompt collection
of all taxes and a prompt and rigid
accounting of the same. We fully
reeognizo the fldelty of our Ordinary,
and we esteem and honor him and
would in no wise be understood as
reflecting upon his good intent .ous,
but matters have been allowed to run
tc<* losoely, and wo hope that the fu
ture will show that it will not bo nec-
cessarv for Grand Juries to remind
any officer ot the county as to what
his duties arc.
PUCLIC BUILDINGS,
The court house is not completed.
We hope the Ordinary will have it
finished, and recommend that it be
done at once. The room assigned for
the use of the Grand Jury is unfit for
that purpose and cannot bo used as
such. \V'p suggest that one of the
lower offices be fitted up for the ex
clusive use of tlio Grand Jury during
sessions of the court. We recom
mend that ilie court house grounds
be properly graded. We recommend
the erection of suitable water closets,
either with n the building or on the
grounds.
Wo find the jail totally unfit and
insecure and only repeat tlie many
recommendations O 1 ' past Grand Ju
ries—to have a good jail in tbps
couutv.
POOR HOUSE.
We find the Poor House and its
riinn le rneiit satisfactory. There arc
tvviiiy inmates. The farm connected
with the institution is well managed.
W i think the Superintendent, is fully
competent and the Physician well
worth his hire.
PUBLIC ROADS AND BRIDGES
The roads are in a moderately (air
condition. We hope that the Ordi
nary will entorcc the law ugainst the
various Road Commissioners. Tlio
bridges are in very fair condition
except the bridge across Fishing
Greek on Macon road, which we trust
will be put in repair at once.
COUNTY TREASURER.
(See Report.)
We have examined the books and
vouchers of this officer and find a cash
balance of $1,757.00111 hand which is
a correct balance.
The Tax Receiver is hereby request
ed to see to a proper return of pro
perty ou the part ot non-resident
dealers in mules or merchandize.
TAX COLLECTOR.
The Tax Collector exhibits his tax
receipts and a record book of execu
tions issued by him, The stubs of his
receipt hook are tlic only record ot
taxes collected. lie keeps no cash
book, but -ays ho will do so hereafter
if the law requires it. As tlio collect
or ha> not completed his settlement,
the time having been extended, we
have no written report from him.

JUSTICES OF THE PEACE.
We have examined the various
dockets of tlio Justices of the Peace
and Notary Publics, Wo find them
all correct and satisfactory. We re
commend the nppointm lit of John
G. Thomas, for the 321st District and
W. R. Feint for the 322d District as
N. P. and Ex. (). J. P.
Wc are of tho opinion, and so re
commend. that the registration no-
js of great benefit to tlio county, and
should not bo repealed, and the Ropt
resentative of Baldwin county and
tho Senator of this District, are here
by requested to see to it that this
law stands the sair.c as to Baldwin
county.
We hare had no violation of tlio
prohibition law brought before us.
We sincerely hope that tho law will
bo strictly enforced and th.it every
violator he prosecuted. A fair test
of the law is needed to prove its wis
dom, and if it is a bad law or works
injury to our public interest, a strict
enforcement of it will demonstrate it.
Wo note the good order of our com
munity and congratulate our people
upon the fact thutcrimois diminish
ing.

Bass, L. II. Compton and M. Hines, n
committee to continue the investiga
tion of county matters begun by the
last committee, ami leport to the
next Grand Jury, and wo ask Ills
Honor, Judge Jenkins to pass such
an order as will enable this commit
tee lobe obeyed and respected, as if
the Grand Jury was in session and
that, said committee bo hereby em
powered to sond for persons and pa
pers, and to have the power to sum
mon witnesses and do all tilings nec
essary to enablo them to prosecuto the
investigation to tho fullest extent.

charge and congratulate our county
and this circuit in having securod so
able a Judge.
To Solicitor General Whitfield we
are indebted for assistance and his
energetic seryices in behalf of the
enforcement of the law, deserves our
warmest commendation. lie is a
competent and faithful officer.

However, we called on him in per
son and by letter to surrender to ns
his hooks of receipts, etc., and so far
he has failed to do so. lie did ex
liibil his execution docket and pro
duced his receipts of settlement with
the ordinary in consolidated form for
the pas' years of his administration.
Tlte task of making a thorough ex
amination into the utl'airg of tho col
lector's office is indeed a difficult otto
from the fact tint up to 1885 he has
not been required to keep stubs ot
tax receipts or was not furnished by
the county with even a book from
which to take receipts. Wo find that
the issuing of receipt* lias not been
business like, but has been so loose
ly done that there now exist errors
in this part of tho county affairs.—
At the present time tho law requites
that stubs of receipts bo kept, and
it will be perhaps heroaft.er more

court is of great saving to the county.

Gentlemen : We, the committee ap
pointed by tlic last grand jury to
make an examination of the books of
the comity officials, beg leave to re
port as follows:
After careful investigation wc find
tho records of Clerk’s office neatly
kept and correct as far as we were
able to ascertain. Wo approve of his
admirablo system of indexing. We
desire to call your attention to the
necessity of having tho shelving for
filing papers, etc., in the Clerk’s office
as it stands now removed on nccount
of its not being fire-proof, and having
substituted a suitable metal shelving
that will bo sate from catchiug Are
as the room is safe iu every other re
spect except the above.
We respectfully rcccmmeud also
that tho Clerk be authorized to pro
vide himself with separate books for
issuing script for tho Superior, county
and ordinary courts.

urer’s books wo find them accurately
and neatly kept and proper vouchers

Wo find tlio Ordinary’s books kept
in his usual orderly and correct man
ner. The proper vouchers arc shown
for all disbursements. We feci it
our duty k to call your attention to the
heavy expense to which tlio county
isput in tho maintenance of the poor
house. Wo think it can be carried
on in a more economical way. The
physician’s salary, the quantity and
character of medical supplies, luxu
rious articles of food and expensive
service seem to bo unnecessarily ex
travagant.
Wo find same objection to shelving
in tho Ordinary’s office os in the
Clerk’s.
SHERIFF’S OFFICE.
As far as wc were able to ascertain
we find tho sheriff lias made all prop
er and necessary entry in his books
aud has caretully and thoroughly
guarded aud protected tho business of
the county in his hands.
TAX COLLECTOR’S OFFICE.
In tho outset of our work we found
that under the law Are had no right
to demand the books and papers of
any county officer except those of the
ordinary, clerk and treasurer. Iu
the collector’s office, the fact that he
is not required to answer to your
honorable body at this term of court
for the collodions of 1880, was anoth

at but have failed to get a showing
by the collector.
We would recommend that the
books for ifiBning tax receipts be fur
nished to tho collector by ihe county,
and bo so gotten up that tho stubs
will accurately show the amounts
paid, etc. That promptly at the time !
for closing the collector’s books be 1
closed, and that then at an early day '
thereafter he be requit ed to settle with !
the ordinary and turn over all books
for that year And that tax receipts 1
be not issued from the same book I

COUNTY COURT.
Upon investigating the books of
the county court wo found some dif
ficulty inmaking a complete examin
ation on account of tho unbusiness
like maimer of their being ' kept.
That officer has had in years past no
cash hook or plan of exhibiting de
tailed rccei[its and disbursements,and I
general vouchers for consolidated ;
amounts do not answer tlio purpose j
ot investigating committees. !
Wo think, however, that Avitli that
exception, the oflico has been well
administered, and has been a saving j
to tlio county.
TAX RECEIVER.
In this office avo find that in very
mauy instances the valuation of
pro[*jrty has been placed entirely too
low, The burden of taxation under
which foi years wo have groaned
should find some relief in a more
honest and equitable paying of tax
on property and valuables. We ur
gently call your attention to this
matter and insist that some plan be
adopted by which we can get a fairer
distribution of the tax burden than
Wo have at present.

request. It lias been my custom in the past to

To the Grand Jury of Baldwin County ad

Gentlemen—During the year 1880 there were
taught in tlte county 23 white and 28 colored
schools, besides we paid for white children
from our county in one school in Jones county,
and for colored children in two schools in Han
cock and one in Jones eounty. There were ad
mitted into the while schools 984 children, aud
into the colored schools 1,691 children.

few days ago the sum of forty-five dollars and
flffty cents, which 1 have not yet applied or
ct urged up on the racords, for the re son 1 am
not yet satisfied or decided how and “where to
apply it.
