■\Vc, the Grand Jury, have ondonv-
ored to patiently and thoroughly
examine all matters brought before
ns. The reports of nil county oiti-
ccrs, as annexed, show that each has
discharged his duties with ability am!
correctness.
The Tax Collector, prior to 1885,
was not required by law to keep
stubs of tax receipts, and ns ho had
no cash book or other system of
showing in tabu’atod or other form,
detailed receipts and disbursements,
it seems impossible for any commit
tee or jury to report accurately the
condition of bis finances up to that
time. Since 1885 lie has complied
with the requirements of the present
law and his oflico can now be bettor
scrutinized. The report of a special
committee appointed by the last
Grand Jury to investigate the Col
lector’s and other oflices, together
with the reports of the different
county officers to our body is annexed
to tl14.se, our presentments, and made
a part of same.
ORDINARY.
We find the affairs of this office, a«
usual, in good condition, and so man
aged as to be easily examined at any
time.
rooit house.
The premises of the poor house
farm are found neat. One house is
leaky and we recommend that it be
be repaired. The iollowing is the
number of inmates: 4 white females,
G colored females, and 10 colored
males. We find 18 acreB with corn
and chufas, 3 acres in cane, garden, 4
acrc9, 19 acres in peas, and two in
potatoes; total, 57 acres under culti
vation. Tbe following stock, etc.:
23 hogs, 1 mule, 2 cows and calyos, 1
wagon, 2 hoes, 3 shovels, 1 grass
1 lade, 1 plough stock, 1 cradle.
COUNTY TREASURER.
The books and vouchers of this
office have been carefully examined
and found correct.
SHERIFF AND JAIL.
Wo find the affairs of tho .Sheriffs
office correct. The jail is in neat
condition, but not secure for holding
prisoners. Wo recommend tbat the
Ordinary pay Capt. Ennis for what
necessary repairs he has had made on
and around the jail.
CLERK.
This office, as l.ir ns we can ascer
tain, is in good order aud satisfactory.
COUNTY JUDGE.
Wo find the hooks of the County
Judge nicely kept. We also find
that he has been hiring out convicts
to persons in tbe county when, we are
informed, that there arc parties un
der contract who will not only take
tbe prisoners but pay cash for them
We recommend that no more prison
ers be hired out on credit, but that
they be turned over to the parties
who have a contract for them, aud
(hat the money should be paid over
to the Treasurer.
TAX RECEIVER.
We find this officer's books kept in
neat order, but are unable to find
whether there is an honest valuation
of property returned, on account of
the short time of the session of our
body.
JUSTICES.
We have examined the Justices’
records and dockets and find them
properly kept.
ROADS AND liRlDGES.
We find the bridge across Fishing
creek 00 the Macon road in bad con
dition, an 1 recommend that the Or
dinary inivo said bridge put in good
order before winter. We have en
quired about other bridges and our
information leads us to believe that
they are in fair condition except the
abnttimmts over Lamp creek on the
river road which needs attention.
Wo exceedingly regret, but feel it our
duty, to report on the following load
commissioners: W. 1’. Stevens, Win.
llice, Joel Goddard, of the 322ml
district, and M. A. lhirncs, Jas. Sib
ley, and W. G. Anderson, of the
:’.21st district, for non-fulfillment of
their duties in rot having the public
roads put in order according to law.
We recommend that said commis
sioners be given thirty days time in
which to put said roads in good ordei
and failiug to do so that the Solici
tor-General proceed against them as
the law directs.
Wo reconim ml the appointment
of J. P. Humphries as Notary Public
and Ex-Officio Justice of the Peace
in tho 3l9tli Hist., G. M., to fill the
vacancy now existing.
The amounts and responsibility of
tho bonds of various county officers
has received our special attention
and wo would ask that the Ordinary
have tho bond of tho Tax Collector
made stronger than it now is.
/ We congratulate tbe people of this
county on their strict obedience to
the prohibition law. While we no
tice in the public press instances of
violation and punishment of this
law in other counties in this State,
not a single person has so far been
found in this county by whom to
prove a violation of this law.
To his Honor, Judge Jenkins, we
tondor our thanks for his clear and
able charge to us, and congratulate
him on the punctual and thorough
organization and conduct of his
court. And likewise that notwith
standing the hot and sultry weather
the business of tho court has been
thoroughly dispatched.
We likewiso tender our thanks to
Solicitor-General Whitfield for liis
assistance to us, and liis able and on-
ergetic services in tho enforcement of
tho law.

Turk, Tax Collector of said county,
on account of insolvent taxes for the
year 1885, tho sum of twenty-eight
dollars and eighty-seven cents,
(828.87) which has been turned over
to the County Treasurer, as will
appear from tho records on lllo in
said office.
I also have on my hands for dis
tribution between tho State
Treasurer and County School Com
missioner, tho sum of eighteen and
02-100 dollais, which will be divided
so soon as the Commissioner gets
able to transact business.

To the foreman and members of the
Grand Jury of Baldwin county,
July term, 1887:
Gentlemen : We, the couimittoc
appointed by tho last grand jury to
ontinue tho investigation into coun
ty affairs, begun by a former com-
mlttc, having, to tho best of our
ability, discharged that duty beg to
report as follows :
From the information before us,
touching upon the conduct of the
office of Tax Collector, prior to 1886,
wc are satisfied that there did exist,
irregularities in keeping of the hooks
of this office that should not, per
haps, bo condoned. But, with the
lights before us, the insufficient data
with which to proceed in the invest
igation caused by negligence on the
ouo hand, and the mutilation of
records the other, we did notthink it
advisable to further tax the coun
ty by organizing the committee into
a court ol investigation when under
the facts ol the case tho "game
might not bo worth tho candle.”
We take pleasure, however, in
1 eporting that since 188.) tho offico
ol Tax Collector has been system-
matized, all the books required by
law to be kept, have been procured
and properly kept and that these
books now constitute a part of the
records of ho count}’.
The county Judge, though not
required by law so to do, has cheer
fully placed before us his record
which we find to be neatly, and to all
appearances, correctly kept, lie
also exhibited to the committee, a
neatly bound book, contained a
full statement of all moneys received
by him from criminal cases,
disposed of in his court, and tho
dispositions made of same with
proper vouchers with such an ac
count current thus gratuitously
made to the grand jury at each term
of court, it is needless to say there
will be uo room for misunderstand
ing in ttie future.
Tho other officers of the county
to-wit: That of the Ordinary, Clerk
of the Superior Court, County
Treasurer, and Sheriff, we have
carefully examined aud find nothing
in any of them deserving of special
cetsure, but many things In all to be
commended. Taken altogether, wo
believe we have as good set of coun
ty officers as any county in the
Ktato.
