A committee of our Board of Trade
and other leading citizens held an in
formal conference with Col. Machen
and party in the parlors of the hotel.
, °t Mae lien said he had supposed
that Milledgeville had all she wanted,
but he had come to hear what she
had to say. It was well, he said, to in
quire at the outset if he'was* not de
barred by the charter of the Central
road, from the privilege of bringing
his road through Milledgeville? An
auswer to this first question was not
ready, and while Judge Sanford and
Capt. Crawford were searching the
authorities, the committee took occa
sion to give to Mr. Machen Informa
tion in regard to our city. Milledge
ville hasapopulationof 5,000 or 6,000.
Her cotton receipts are from 12,000 to
15,000 bales and her trade in Merchan
dize amounts to $700,000. With Geor
gia's great charity, the Lunatic Asy
lum; the best, patronized branch of
the Suite University; and tlie Geor
gia Normal aud Industrial College
for girls; with its Oil Mill, Ice Factory,
wagon shops, grist mills, ginneries,
machine shops, und one of the largest
Brick Manufactories, within the State;
and rock quarries and virgin timbers
of pine and hard wood adjacent, Mil
ledgeville is the most desirable point
on the proposed grand trunk road.
Mr. Machen thought the induce
ment# were ample, and if a survey
should prove favorable to it# construc
tion, and the right of way was secur
ed through the county and city, be
would be glad to glv# Milledgeville
the road if he was not debarred by
the charter of the Central railroad.
The investigation showed that the
Eatooton branch enjoyed the same
privileges as the Central railroad,
whose charter forbade the building
of a parallel line in twenty miles. Col.
M. said if this difficulty could be over
come by our people, he thought they
could get the road. Since receiving
telegrams from our Board of Trade he
bad changed his plans, and would be
gin work at the Savannah end of the
road. He was now at work at Cov
ington going towards Atlanta. The
gap between Eatonton and Sanders-
viiie would be left open to give the
people of Milledgeville an opportuni
ty to find out if arrangements could
be made to overcome this difficulty.
The people of Milledgeville are in
no way responsible for the scheme to
build the Middle Georgia and Atlau
tic road—they had no hand in getting
its charter or planning its route. The
Georgia and Central toads had given
us satisfactory freight rates and we
were content. We desired the estab
lishment of new industries more than
we did increased railroad facilities.—
When, however, it became evident
that a new road was to be built, and
that it would pass ten or twelve miles
east of our beautiful and growing city
our people were aroused. They couic
not sit quietly down and see the trade
of a territory that belongs naturally
to Milledgeville, diverted into other
channels. It seems that the Central
railroad holds the fate of our city, in
her hands, to a considerable extent,
as it is impossible for the new road to
get here without paralleling her line
from Eatonton. She has enjoyed
liberal patronage from this place for
many years. In the condition in
which our fair city is placed it remains
to be seen how Gen. Alexander will
view the situation. Will lie have the
magnanimity to allow a competing
line to come to our city? Can he pre
vent it? If the new road is to be built,
Milledgeville wants it, and she wants
it bad, und will leave no stone un
turned to get it. Failure means per
manent injury, if not ruin to our
trade.
The Board of Trade held a meeting
Friday afternoon, at which nearly all
the leading business men of the city
were present. Ringing speeches were
made by Mayor Cline, Messrs. B. T.
Bethune, W. S. Brooks, Adolph Jo
seph, C. P. Crawford, G. D. Case and
others. It was unanimously agreed
that the first, thing to be done was to
confer with the President of the Cen
tral railroad. A resolution to appoiut
ajeommittee of twenty-five to go to Sa
vannah and see Gen. Alexander, was
adopted. On motion of Capt. Newell,
tlie president of the Bohrd of Trade,
P. J. Cline, was made chairman of
the committee. The committee con
sisting of the following gentlemen,
will go to Savannah when Gen. Alex
ander returns from New York : P. J.

to making other public improvements of a
substantial character In said city, as said
Mayor and Aldermen, In their discretion,
may deem best for the health and publto

Bectlon 4. Be it further, enacted, That
after the passage of this Act,the Mayor and
Aldermen of said City shall submit the

ters of said City, on a day to be fixed by
the aald Mayor and Aldermen. Notice of
said election shall be given by advertising
the same thirty days before the election, in
the paper in which the legal advertising of
Baldwin County to done; aald election to
be held in the aame manner, and under the
same rulings prescribed by law for holding
elections for Members of the General As
sembly of the State of Georgia, unless oth
erwise provided In this Act. Should the
assent of two-thirds (S) of such qualified
voters votlug at said election be received
thereto, the provisions of this Act, shall
obtain and be of full force and effect, and
said bonds shall be Issued in pursuance
thereto.
Section 5. Be it further enacted. That
those who favor the Issue and sale of said
bonds, as set forth in this Act. shall hare
written or printed upon their ballot, “For
Bonds" • and thoso who are opposed to the
issue and sale of said bonds as set forth In
this Act. shall have written or printed on
their ballot “Against Bonds.”
Section 6. Be it further enacted, That all
laws and parts of laws In conlllct with this
Act be, and the same are hereby repealed.

To provide for the issue and sale of twen
ty-two thousand dollars of City Bonds:
Whereas, By an Act passed by the Gen
eral Assembly of the Slate of Georgia, ap
proved November 4th, 1889, entitled an
Act to authorize tho Mayor and Aldermen
of the city of Milledgeville to Issue and
sell bonds not exceeding fifty thousand
dollars in tho aggregate lor the purpose of
building better sewerage and other public
improvements in said city, and to au
thorize the s:iid Mayor and Aldermen
to levy and collect a tax on the taxable
property within the limits of sakl city
to redeem said bonds and to pay the
Interest that may accrue, thereon, has
been submitted by the Mayor and Aider-
men of said city to the qualified voters of
said ctly at an election held on the 13th
day of March, 1890, and two-thirds of the
qualified voters assenting to said Act of
the General Assembly, casting their votes

the city of Milledgeville, or at the office
of the Treasurer of said city of Milledge
ville.
Be It further ordained by the authority
aforesaid, That the Mayor and the Clerk
be and they are hereby authorized to sign
said bonds as provided In said Act.
Be it further ordained by the authority
aforesaid, That said bonds shall be sold to
the highest and best bidder at the Council
Chamber In the city of Milledgeville, at 12
o’clock m., Thursday, May 15th, 1890, that
sealed bids be advertised Tor and received
by the Mayor and Aldermen up to that
time, when the sume will be opened, said
Mayor and Aldermen reserving the right
to reject any and all bids.
