License and Snecial Taxes.
Be it ordained by the Mayor end Aider-
men of the City ot Mllledgevllle, and it is
hereby ordained by the authority-of the
isame, That the following License and
Special Taxes shall be levied and collected
in the city of Mtlledgevilto, for the year
1891, for the purpose of raising a revenue
to meet the ordinary and extraordinary
expenses of the city :
Sec. 1. That the sum of per
cent., be imposed upon each and every
one hundred dollars, of fair market value,
of real property, within the city of Mil -
edgeville; said valuation to bo tixert by
Assessors as provided by a recent net of
the legislature amending the city charter.
Sec. 2. That the sum of per cent
be imposed upon each and every $100 of
fair market value of stock in trade, horses,
mules, and other animals, musical instru
ments, household and kitchen furniture,
watches, jewelry, money, stocks, bonds,
notes, securities and solvent debts, wag
ons, drays, carriages, buggies, und all
other classes of personal property within
the corporate limits of the city, on the 1st
day of April, 1891.
Sec. 8. That the sum of one-third of one
per cent, be imposed upon all grosss lies ot
or goods, wares and merchandise, ot e very
kind, made on and after Feb. 1st, 1891.
Returns under ttiis section to be made
under oatli to the Clerk and Treasurer
of said city, and the taxes collected at the
end of every three months, and It is pro
vided that should auy person or persons
fail or refuse to make said return, or to
pay the taxes wittiin live days after the
•same becomes due, an execution shall then
be issued against the defaulter for the
amount of their taxes, which shall bo as
sessed by the Mayor and Aldermen from
the best information they call obtain, If no
return is made under oatli. Any person or
lirm can relieve themselves of the gross
sale tax by paying $200 !u advance, per
annum.
Sec. 4. That UlC fetlm of three dollars
be imposed upon each male inhabitant of
the ci*y, (except such ns are legally ex
empt,) between the ages of 1(5 and GO, as
commutation for street tax; said tax shall
be due and payable on the 1st day or April,
1891. Provided that such person may be
relieved or said tax by laboring on the
streets of the city for ten consecutive
days under the direction of the Street
Overseer at any time the Mayor and Al
dermen may direct.
See. 6. That the sum of twenty-live dol
lars be imposed upon each Photographer.
Sec. 0. That the sum of ten dollars be
imposed upon each Baiber Shop.
See. 7. That the sum of twenty-five dol
lars be Imposed upon each Auctioneer.
Sec. 8. That the sum of ten dollars per
month oe imposed upon each Teacher or a
Dancing School.
Sec. 9. That the sum of live dollars be im
posed upon eacli Dye House keeper or
person engaged in the business of dyeing.

See. 18. A tax of lolly dollars upon each
Junk shop, All persons taking a license
for same as prescribed in this Ordinance
shall be subject to visitation and inspec
tion by the Police force, on refusal of such
person or persons, to submit to such visi
tation anil inspection such houses shall
be Immediately closed by the Mayor, and
in case any machinery or any part there
of, or any appliance to any machinery run
in our city, such as cotton gins, presses,
engines, ike., wuter works fixtures or sam
ple waste, loose cotton, grates or any part
thereof, shall be found in such owners
junk shop, without a sufficient explana
tion of same, it shall subject lit ill to a line
not to exceed one hundred dollars, or inn
piisomuent not to exceed (ih days. All
liceiis s issued to junk dealers are subject
to the provisions of this ordinance.

Beef or Green Meat Market or dealer in
green meats, or keeper of a Slaughtering
Pen.
Sec. 17. That the sum of ten dollars be
imposed upon every dealer iu Lumber.
Sec. IS. That the sum ot twenty-live dol
lars be Imposed upon each dealer in Coal or
Firewood.
Sec. 19. That the sura of ten dollars be
imposed upon each peison or linn keep
ing an Ice Cream OAlooii.

See. 44. That the sum of fifty dollars be
Imposed upon each and every person or
firm doing a merchandise or cotton,, or
other Brokerage business, and each and
every person or firm who shall purchase
or sell, ship, ororder, transfer or handle
in any way for account of others,
merchandise or produce of any kind,
including coti m futures or options,
shall lie termed merchandise or cotton
brokers and any broker or brokers receiv
ing goods of any kind on consignment or
anywise handling same for their own ac
count, shall he deemed merchants or deal
ers, and shall be subject to gross sale tax.
Sec. 45. That the sum of ten dollars be
imposed upon each and every Insurance
Company, life, lire, or co-operative doing
business in this city directly or through
nu agent, and a tax of 2'/ a percent on gross
premiums. Said 2'/, per cent to be paid
monthly.
40. That the Sum of one hundred
dollars be imposed upon eacli and every
Cotton Factor or Warehouseman doing
business in this city and each sm-b factor
or warehouseman selling plantation sup
plies, including bagging ami ties or goods
other than cotton, shall to that extent be
considered a merchant and shall pay gross
sale tax.
Sec. 47. That the sum of twenty-live
cents per ton bn Imposed upon eacli and
every person or firm dealing in commercial
fertilizers, directly or through un agent.
Sec. 48. That the sum of fifty dollars be
imposed upon each and every keeper of
aJiotel.
Sec. 49. That the sum of twenty-live dol
lars he. imposed upon each boarding house
keeper who takes transient customers.
Sec. 50. That tlie sum id' ten dollars be
imposed upon each keeper of a private
boarding house.

Restaurant or Eating Saloon in the city.

upon each and every Circus company or
other. Shows under a canvass, per
forming within the corporate limits of the

street parade if they perform out of the
city limits.

Sec. 03. That the sum or twenty-live dol
lars bo imposed upon each Itinerant Ven
dor of Medicines, Nostrums, etc., per
k or ten dollars per day.

That in case the person applying for a
license shall make oath that the business
followed by the applicant falls within the
clauses to which the ordinance fixing the
tax specifically applies, all persons resi
dents entitled to have license issued to them
under the ordinance, who do not pay same
by February 15th, 189J, or within fifteen
days alter commencing business, shall bo
deemed guilty of doing business withoul
a license and shall lie summoned before
the Mayor's Court and upoli conviction,
shall be lined in the sum of not less than
ten dollars nor more than one hundred
dollars, or put at hard labor in the City
Chain Gang not inoro than thirty days,
in Hie discretion of the Mayor.
Be it ordained. That all ordinances or
parts of ordinances militating against this
ordinance be and the same is hereby re
pealed.

city’(this Section is meant to include 1
Horse package delivery wagons.)
HfC. 36. That the sum of fifteen dollars
be imposed upon eueh and every two
horse Dray or Wagon hauling in the city.
Sec. 37. That the sum or one huudrec
dollars be Imposed upon each Livery Sta
ble Keeper or linn who enguges in the
business of the sale or the feeding ol
horses or mules and keeps horsesor mules,
carriages, buggies or other vehicles for
bite.
See. 70. Flint each person who shall own
or keep a dog in the city, whether such
dog runs ui. large or is kept iu the lot,
.-.hull pay a tax of two dollars, each dog to
be iuruishe l with a badge by the city and
every dog lound running at large without
such a badge shall be impounded in a
pound provided by the city, and all dogs
not claimed within three days, will be
killed or drowned.
Sec. 71. That the sum of ten dollars be
imposed upon earli and every shop-keeper
doing business in the city, and ull persons
carrying loss than live hundred dollars
stock iu trade shall be deemed shop keep
ers.
Section 72. 'Flint the sum of ton
dollars bo imposed upon each merchant
tailor.
Sec. 73. That the sum of live dollars be
imposed upon each tailor, shoemaker,
watchmaker, jeweler’ and carpenter doing
business on tneir own account, otherwise
than by the day.
See, 74. That the sum of live dollars be
imposed upon all retail ice dealers.
See. 75. i hat the sum of live dollars be
imposed upon each person running an Ice
cream Cart, other than a person running
au Ice Cream Saloon.
See. 76. Thai a tax of twenty-live dol
lars be imposed upon each person or lirm
representing the borrower or lender ol
money where said person or lirm trans
acts said business lor profit to themselves.
Sec. 77. That a tax of fifty dollars be im
posed upon every money broker, exchange
dealer or money lender, who loans upon
uotes or similar securities, whether lo
cated in an office or on the streets.
See. 78. A tax of lifteen dollars upon
each machine shop.
Sec. 79. A tax of live hundred dollars
upon each dealer in second-hand clothing.
See. 80. A tax of ten dollars upon each
Bo It Ordained by the Mayor and Al-
dennen of the City of Milledgeville, and
it is Ordalued by the authority afore
said, That no license for the retail of spir
ituous or malt liquors, shall issue for any
place in the city of Milledgeville, other
than on the business poitious of Wayne,
Green and Hancock streets.
2nd. The price of each license to whole
sale or retail spirituous and malt liquors,
shall lie five hundred dollars per annum.
Payable iu advance, the term to end Feb.
1st, 1892.
3rd. No license to be issued for less than
live bundled dollars, no license to retail
as aforesaid shall Issue to any person,
other than of good character, sobriety
and discretion, and regard to tins shall be
hint on each application made.
4lh. No place for which a license to re
tail as aforesaid shall have any screens,
blinds or painted glass, or other obstruc
tions of the view through the doors and
windows thereof, license shall not issue
for any place which does not front on, or
have the main entrance thereto directly
from the public street except liolel bat-
rooms.
5th, No gaining table, gaming device or
apparatus shall be kept or used at any
place for which license is granted, nor
shall any game by cards, ten pins, or olh-1
erwise lie played at any such place tor
amusement, exercise or for anything of
j value, provide I the keeping of billiard and j
pool tables and playing thereon for
amusement or exercise only, shall not be I
! prohibited m Hotels when the same are in !
in a dill - -rent room from the bar room.
6th. No person to whom license is is
sued shall permit drunken or disorderly
persons lo assemble or loiter therein.
7ih. No place for which a license is
granted shall he kept open later than 9
o'clock p. m., except Saturday night, then
in o'clock, p. in., nor open earlier than 5
o'clock, a. m.
8th. No person licensed to retail spirit
uous or malt liquors shall ke-*p open Ids
place or furnish liquors on the Sabbath
day, nor shall such retailer keep open or
furnish liquors on any public Holiday, or
on occasions where, In the judgment of the
Mayor and Aldermen, the conserving of
the peace and order of the city require
closing and they first notify dealers to
close.
9th. It shall be the duty of every retail
er of liquor to admit the Mayor, or any
member of Council or Police officer Into
liis or her premises at any time when
such permission is demanded.
10th. Each person applying for license
to retail as aforesaid, shall at the time of
application deposit with the Clerk of Coun
cil the sura of live hundred dollars, with a
written description of ttie place where he
desires to carry on the business.
llth. No license is transferable, no li-
c-nse shall protect more than one place
and that the place described therein and
no liquor snail be sold on the streets of
this city.
12th. Flic Mayor and Aldermen resen
tlie right to forfeit the license of any r
taller of either spirituous or malt liquors
whose place becomes a nuisance or of 111
repute by disorder thereat or otherwise,
to be adjudged by tiic Mayor and Aider-
men.
13th. Any person who shall keep on hand
any liquors kept ostensibly for sale at
wholesale anrl shall permit t.he division of
the same by purchasers or otherwise in
his store house, or permit the same to be
drank on tils premises, orsluill retail the
same, shall be debarred from selling eith
er at wholesale or retail hereafter within
the city limits, and iu addition thereto,
shall on conviction of either offense nam
ed in this be lined not exceeding live hun
dred dollars, or imprisonment in the city
chain gang for not less than thirty i or
more than sixty days, either or both at the
discretion of tlie Mayor.
14lh. Any person violating any of the
foregoing provisions of this ordinance,
shall for each offence on conviction there-
of be lined not exceeding live hundred dol
lars, or imprisonment not to exceed sixty
days in the chain gang, either or both at
the discretion of the Mayor.
15t.li. Each applicant for license, shall
sign those ordinances and consent to the
performance of each and every require
ment contained therein.
16th. The Clerk shall record these ordi
nances in a book kept separate trom all
other city ordinances, and require signa
tures of each person to whom license may
be granted.
17ih. All ordinances and pirtsof ordi
nances in conilict with these ordinances
are hereby repealed.

lege, 1 am of course prejudiced against
