License and Snecial Taxes.
Be tt ordained by the Mayor and Alder
men ot the City ot Mtllocl«»>ville. an<l It la
hereby ordained by the authority of the
same. That the following License -and
Special Taxes shall be levied and collected
in the city of Milledgeville, for the year
1891, for ihe purpose or raisin*? a revenue
to meet'the ordinary and extraordinary,
■expenses of the city:
Sec. 1. That the sura of •—P° r
cent., be lraposod upon each and overy
one hundred dollars, of fair market value,
of real property, within the city of iui-
edgeville; said valuation to he fixed oy
Assessors as provided by a recent act or
the legislature amandin*? the city charter.
8ec. 2. That the sura of
be Imposed upon each and every »10u o;
fair market value of stock In trade, horses,
mules, and other animals, musical mstiu-
ments, household ami kitchen furniture,
watches, jewelry, monoy, stocks, bonds,
notes, securities and solvent debts, wag
ons, drays, carriages, buggies, and an
other classes of personal property within
the corporate limits of tho city, on the 1st
day of April, 1891. ,
Sec. #. That the sum of one-third of one
per eent.be Imposed upon all gross sales of
of goods, wares and merchandise, ol every
kind, made on and after Feb. 1st, J8.n.
Returns under ttiis section to be made
under oath to the Clerk and Treasurer
of said city, and the taxes collected at the
end of every three months, and It. is pro
vided that should any person or persona
fail or refuse to make said return, or to
pay the taxes within live days after the
tame becomes duo, an execution shall then
he issued against tho defaulter for the
amount of their taxes, which shall be as
sessed by the Mayor and Aldermen from
the best information they can obtain, if no
return la made under oath. Any person or
Arm can relieve themselves of the gross
aale tax by paying $900 in advance, per
annum. . „
Sec. 4. That the sum of three dollars
be Imposed upon each male inhabitant of
the city, (except such as are legally ex
empt,) between the ages of 14 and 60, as
commutation for street tax; said tax shall
be due and payable on the 1st day of April,
1891. Provide! that such person may t*e
relieved of aald tax by laboring on the
atreets of the city for ten consecutive
days under the direction of the Street
Overseer at any time the Mayor and Al
dermen may direct. .....

gaged in Tanning business.
See. 18. A tax of forty dollars upon oac!:
Junk shop, All persons taking a license
for same as prescribed in this Ordinance
shall be subject to visitation and inspec
tion by the Police force, on lefuoal of such
person or persons, to submit to aucli visi
tation ami inspection such houses shall
be Immediately closed by tho Mayor, and
in case any machinery or any part there
of, or any appliance to any machinery run
iuour city, such as cotton gins, presses,
engines, Jtc„ water works tlxtures or sam
ple waste, loose cotton, grates or any part
thereof, shall be found In such owners
junk shop, without a sufficient explana
tion of same. It Shall subject him to a line
not to exceed one hundred dollars, or im
prisonment not to exceed 6il da vs. All

to the provisions of this ordinance.

imposed upon each contractor and builder.
Sec. 16. That the sum of twenty-live dol
lars tie imposed upon each keeper of a
Beef or Breen Meat Market or dealer lit
green meats, or keeper of a Slaughtering
pen.
Sec. 17. That the sum of ten dollars be
imposed upon every dealer In Lumber.
Sec. 18. That the sum of twenty-five dul
lars be Imposed upon each dealer in Coal or
Firewood.
Sec. 19. That the suic of ten dollars be
Imposed upon each person or Ur re keep
ing an Ice Cream Saloon.
Sec. 20 That the suiu of twenty dollars
be Imposed upon each person or tirui en
gaged In the manufacture of bottled Soda
Water, Ginger Ale, Oitowar Jl-er, .Nerve
Tonic, Viet Tonic and other drinks.
Sec.21. That the sum of live dollars be
imposed upon each Sooa Fountain, alone
or will* olhei business.
Sec 22 That the sum of five dollars be
imposed upon each manufacturer of Tin
Ware.

Sec. 32. That the sum of ten dollars be

Agent or dealer in Machinery, such as
Puiiids, Churns, Washing Machines, Gates,
Plows. Ac.
,Sec. 33. That the sum of fifteen dollars,

press Wagon, Dump Cart, hauling In the
city; (this Section is meant to include 1
Horse package delivery wagons.)
See. 36. That the sum of fifteen dollars
be imposed upon each and every two
horse Dray or Wagon hauling in the city.
See. 37. That the sum of one hundred
dollars be Imposed upon each Livery Sta
ble Keeper or tirm who engages iu the
business of«tbe sale or the feeding of
horses or mules and keeps horses or mules,
cneriages, buggies or other vehicles for
hire.
See. 38. That the sum of forty dollars be
Imposed upon each keeper of a sale and
feed stable without livery.
Sec. 89. That the sum of twenty-five dol
lars be imposed upon each and every wug-
on yard or sale lot keeper.
Sec. 40. That the sum or twenty-jive dol
lars be imposed upon each and every per
son or linn dealing in horses or mules, and
eaen and every person or ilrm known as
horse or mule drovers or traders selling
stock within the city, except from a livery
or sale and feed stable.
Sec. 41. That the sum of twenty-live dol
lars lie imposed upon each and every per
son or Ilian operating a carriage, buggy
nr wagon repair shop including manufac-
t/jcy.
See. 42. That the sum of ten dollars be
imposed upon each person or Ilrm opera
ting a carriage, buggy or wagou repair
"sec. 43. That the sum of fifty dollars
be Imposed upon each bank or banker.
Set-. 44 That the sum of fifty dollars be
imposed upon each and every person or
tiriu doing a merchandise or cotton, or
other Brokerage business, and each and
every person or firm who shall purchase
or sell, ship, ororder, transfer or handle
in any way for account of others,
merchandise or produce of any kind,
including cott >n futures or options,
shall he termed merchandise or cotton
brokers and any broker or brokers receiv
ing goods of any kind on consignment or
any wise handling Bame for their own ac
count, shall Tie deemed merchants or deal
ers, and shall be subject to gross sale tax.
Sec. 45. That the sum of ten dollars be
Imposed upon each aud every Insurance
Company, 111**, lire, or co-operative doing
business in this city directly or through
an agent, and a tax of 2 1 /,percent on gross
premiums. Said 2 1 /, per cent to be paid
monthly. . , , _
See. 46. That tho sum of one hundred
dollars be imposed upon each and every
Cotton Factor or Warehouseman doing
business in this city and each such fuctur
or warehouseman selling plantation sup
plies, Including bagging aud ties or goods
other than cotton, shall to that extent be
considered a merchant and shall pay gross
Sec. 47. That the sum of twenty-five
cents per ton be imposed upon each and
every person or linn dealing iu commercial
fertilizers, directly or through an sgeut.
Sec. 48. That the sum of iifly dollars be
imposed upon each and every keeper of
a Hotel.
See. 49. That tho sura of twenty-five dol
lars tie Imposed upon each boarding house
keeper who takes transient customers.
Sec. 50. Th*t the sum of ten dollar* be
imposed upon euch keeper of a privute
boarding house.
Sec. 51. That the sum of twenty-live dol
lars Lie Imposed upon tne keeper or each
Restaurant or EaliugtSuluon In th<* city.
Sec. 52. That the sum of len dollars he
imposed upon each person keeping a Lunch
Stand other than ltestuurant Keepers sell
ing lunch.
Ssc. 53. That the sum of one hundred
dollars fur each performance be imposed
upon each and every Circus company or
other Shows under a canvass, per
forming within the corporate limits of the
city, and one hundred dollars far each
street parade IT they perform out of the
city limits.

Sec. 55, That; a tax of twenty-live dol
lars be imposed upon each Billiard and
Bool Table, set up and used for profit,
directly or indirectly. ,

dollars bo charged upon each Ten Bin
Alley kept for public play.
Sec. 57. t hat the sum of ten dollars be
imposed upon tire keeper of each Shoot
ing Gallery.

Sec. 59. That the sum of thirty dollars
be imposed upon ouch person or firm
operating a weekly Newspaper and Job

Sec. 61. That tire sum of twenty dollurs
be Imposed upon each Express Company
doing business iu tills city.
Sec, 62. That the sum of twenty dollurs

Sec.63. That the sum of twenty-five dol
lars be imposed upon each Itinerant Ven
dor of Medicines, Nostrums, etc., per
week or ten dollars per day.
Sec. 64. t hat transient traders in goods,
wares and merchandise of any descrip
tion or any article, whatever, by sample
or otherwise before exposing the same
for sale pay a tax to be tlxed by tho May
or and Aldermen.
Sec.65. Upon Intlnerant Agents, Can
vassers, etc., Agents for tile sale of any ar
ticle whatever— all Itinerant Physicians or
Brofessors or Vendors of Broprietory ar
ticles, canvassers selling books, maps, pic
tures ol all kinds, by subscription orotic r-
wise, a tux of not more than twenty-live
dollars anffnot less than two dollars and
a half ul tile discretion of the Mayor,
(provided that no license h r knife boards
or pane racks or any other game of
chance.)
Sec. 66. A tax of live dollurs he iexposed
upon resident canvassers soliciting orders

See. 07. That tho sum of ten dollars be
imposed upon each %ud every dealer or
linu engaged in the sale of sewing ma
chines ni rids city.
Sec. 63. That the sum of ten dollars be
imposed upon the owner of each stalliou
or jack and used for breeding purposes.
Sec. 69. That the sum of live dollals be
charged for each pair of street or wagon
scales used for the public and not solely
for private use.
Sec. 76. That, each person who shall own'
or keep a dog in the city, whether such
!»g runs at large or is kept in the lot,
m tl; pay a tax of two dollals, each dog to
uo lurnisbod with a badge by the city and
every dog found running at large without
such a badge shall be impounded in a
pound provided by the city, and all dogs
not claimed within three days, will be
killed or drowned.

doing business in the city, and all persons
carrying less than live hundred dollars

imposed upon {each tailor, shoemaker,
watchmaker, jeweler and carpenter doing
business on their own account, otherwise
than by the day.

Imposed upon all retail Ice dealers.
Sec. 75. Thai the sum of live dollars be
imposed upon eacli person running an Ice
cream Cart, other than a person running
an Ice Cream Saloon.
Sec. 76. That a tax of twenty-live dol
ars lie imposed upon each person or tirm
representing the borrower or lender of
money where said person or tirm trans
acts said business for protit to themselves,
Sec. 77. That a tax of fifty dollars beiui
posed upon every money broker, oxehaug'
dealer or money lender, who loans upon
notes or similar securities, whether lo
cated in an office or on the streets.
Bee. 78. A tax of iitteen dollars upon
each machine shop.
Sec. 79. A tax of live hundred dollar
upon each dealer iu second-band clothing.
Sec. 80. A tax of ten dollars upon each
eating house kept for colored people only.
Sec. 81. A tux of ten dollars upon euch
gas liter or plumber.
See. 82. A tax of live dollars upon each
dealer In linages made of plaster of p»ris
or other compositions.
Sec. 83. A tax of live dollars upon eacli
Piano Tuner.
Sec. 84. A tax of ton dollurs upon eacli
and every Broker In stocks and bonds
alone.
Sec. 85. No license to be issued at any
time for less than tiro amount specified in
the Section Imposing the tax.
Sec. 86. Each license provided for in the
foregoing ordinance shall be in the name
of tlie person or firm or agent to wtloru
the same is Issued aud said license cannot
be transferee!, used k>r operated under, by
another. Each tax levied by tills uidl-

nance, shall to a registered tax due and
payable on the 1st day of February, 1891,
except as otherwise provided, and the li
cense issued thereunder, shall explreFeb-
ruary 1st, 1892.
That in case the person epplying for a
license shall makeoath that the business
followed by the applicant falls within the
clauses to wlllch the ordinance fixing the
tax specifically applies, all persons resi
dents entitled to have license Issued to them
under the ordinance, who do not pay same j
by February 15th, 1891, or within fifteen I
days alter commencing business, shall be
deemed guilty of doing business without
a license and shall he summoned before
the Mayor's Court and upon conviction,
shall tie fined in the sum of not less than
ten dollars nor more than one hundred
dollars, or put at hard labor iu the City
Chain Gang not more titan thirty days,
In tlie discretion of tlie Mayor.
Be It ordained, That all ordinances or
parts of ordinances militating against this
ordinance be and tlie same Is hereby re
pealed.
Be it Ordained by the Mayor and Al
dermen of the Cit5' of Milledgeville, and
It Is Ordained by the authority afore
said, That no license for the retail of spir
ituous or malt liquors, shall Issue for any
pln.ee In the city of MUIedgeville, other
than on the business portions of Wayne,
Green and Haucock streets.
2ud. I he price of euch license to whole
sale or retail spirituous aud mult liquors,
shall be live hundred dollars per annum.
Payable iu advance, the term to end Feb.
1st. 1892.
3rd. No license to bqjssued for less than
live hundred dollars, no license to retail
as aforesaid shall issue to any person,
other than of good character, sobriety
and discretion, and regard to tills shall be
had on each application made.
4th. No place for which a license to fe
tal! as aforesaid shall have any screens,
blinds or painted glass, or other obstruc
tions of the view through the doors and
windows tnereof, liceuse shall not issue
for any place which does not front on, or
have tile main entrance thereto directly
from tiro public street except Hotel bar
rooms.
5th. No gaming table, gaming device or
apparatus shall be kept or used at any
place for which license is granted, nor
shall any game by cards, ten pins, or oth
erwise be played at* any such place for
amusement, exercise or for. anything of
value, provided tlie keeping of billiard and
pool tables and playing thereon for
amusement or exercise only, shall not tie
prohibited in Hotels when the same are in
in a different room.from the bar room.
6th. No person to whom license is is
sued shall permit druuken or disorderly
persons lo assemble or loiter therein.
7th. No place for which a license is
.granted shall be kept open later than 9
^o’clock p. m., except Saturday night, then
10 o’clock, p. in'., nor open earlier tljan 5
o’clock, a. m

place or furnish liquors on the Sabbath
day, nor shall such retailer keep open or
furnish liquors on any public Holiday, or
on occasions where, in the judgmeut of tho
Mayoi and Aldermen, the conserving of
the peace,and order of the city require
closing and they first notify dealers to
close.
9th. It shall be the duty of every retail
er of liquor to admit the Mayor, or any
member of Couucii or Police officer Into
his or her premises at uuy time when
such permission Is demanded.
10th. Eaoti person applying for license
to retail as aforesaid, shall at the time of
application deposit with the Ulork of Couu
cii tlie sum of five hundred dollars, with a
written description of the place where he
desires to carry on the business.
llth. No license Is transferable, no 11-
c nee shall protect more than one place
and that Hie place described therein and
no liquor shall be sold on tho streets of
this city.
12th. The Mayor and Aldermen reserve
the right to forfeit the license of any re
tailer of either spirituous or malt liquors
whose place becomes a nuisance or of ill
repute tiy disorder thereat or otherwise,
to be adjudged by the Mayor and Aider-
men.
13th. Aqy person who shall keep on hand
any liquors kept ostensibly for sale ot
wholesale and shall permit the division of
the same by purchasers or otherwise In
his’store house. * r permit the same to be
drank on his premises, or shall retail the
same, shall be debarred from selliug eith
er »t wholesale or retail hereafter within
the city limits, and in addition thereto,
shall on conviction of either offense nam
ed in lids be lined not exceeding live hun-
Irod dollars, or imprisonment in the city
drain gang for not less than thirty i or
more than sixty days, either or both at the
discretion of the Mayor.
14th. Any person violating any of the j
foregoing provisions of this ordinance,
shall for each offence on conviction there-
if be lined not exceeding live hundred dol
lars, or imprisonment not to exceed sixty
days in tho chain gang, either or both at
the discretion of the Mayor.
J5th. Each applicant for license, shall
sign these ordinances and consent to the j
performance of each and every require
ment contained therein.
16th. Tho Clerk shall record these ordi
nances In a book kept separate from all
other city ordinances, and require signa
tures of each person to whom license may
be grunted, •
17th. All ordinances and parts of ordi
nances In conllict with these ordinances
are hereby repealed.
