Mr. Morris, once editor of TheMil-
ledgevil'e Chronicle, and well known
to the Georgia Press, is now a minis-
tei in Clay county, Texas. To Mr.
Morris, more than to any other man,

Association is due. It wa« the result
of an idea of his—Constitution.

Last Friday a poorly dressed man
carrying a brown valise entered the
office of Russell Sage the capitalist in
New York, and demanded $1,500,000
Of course the demand was refused.
As Mr. Sage turned away from the
madman who gave his name as II. I)
Wilson,he dropped the hag and an ex
plosion which shook the block in
stantly followed. Two persons were
killed and several others badly wonn
ded. One of the pieces of bodies pick
ed up was a head intact which proved
to be that, ot Wilson. The building
was wrecked. Mr. Sage escaper!
without serious injurv: he was blown
across the room, his l nets mainly con-
sisiedof bruises while bis face and
hands were iiiled with small cuts, as if
he had received a vollev of gravel
stones from a shot gun. The dvnaini-
ter is thought to be an escuped luna
tic.
THE WORLD’S FAIR.
Georgia's Representation in the
Hands of the Editors.
The Georgia Editors met in Macon,
by invitation, last Friday, to devise
ways and means to secure the repre
sentation of onr great and growing
State in the World’s Fair to be held
in Chicago in 1893. Under our con
stitution an appropriatiation from
tiie State Treasury cannot be made
for tilia purpose. Thus, it seems, tiie
only alternative left is an appeal to
the pride olid patriotism of our peo
ple; hence the editors are called upon
u» i-iir up 11 e hearts and minds of onr
citizens and awaken in them a proper
nppree at ion of t his important matter.
When interest is added to duty and
patriotism it would seem that the
task would not lie a hard one.
A Plan Adopted.
The following plan was adopted to
proceed to raise a fund of $100,000 to
have u. state exhibit at. tiie World’s
fair;
It was decided to appoint an exec
utive committee of one from each
congressional district, and one person
from every city ot 3,090 persons in tiie
state. Tiie executive committee is to
al-o consist of eleven honorary vice
presidents, who sliull be the congress
men in tiie several districts. The
governor of tlie State is to be the
honorary president. The executive
committee shall appoint one director
in each county who shall form a
board of county directors. Each
board shall have a treasurer and sec
retary, the treasurer to report all
funds collected to the general treasu
rerof the executive committee, who
shall be a bouded officer. Macon will
be tbe headquarters of the commit
tee. The first meeting will be held
December 15th. Tiie executive com
mittee will decide how much per cap

raise tbe fund and can devise any
other plan to raise it. Tiie member*
of each congressional district present
at the convention met and selected
tiie gentleman who is to represent
their district on tiie executive com
inittee.

AN ORDINANCE
To Provide for the construc
tion and Maintenance ok a
System of Waterworks in the
City of Milledoeville, Geor
gia, and to Establish thK Forms
and Terms of a Contract
Therefor.
Be it Ordained by the Mayor and
Aldermen of the city of Milledge-
vilie, Georgia, as follows, to-wit:
Section 1. The followi g draft
for a contract between the Mayor
nnd Aldermen of the city of Mil-
ledgeviHe. in the county of Bald
win and State of Georgia, party of
tiie first part, and Tiie American
Pipe Manufacturing Company, a
corporation organized under tiie
laws of the State of New Jersey,
parties of the second part, with all
the terms, conditions and specifica
tions thereof, is hereby authorized,
established and ordained, and the
Mayor of said city of Milledgeville
is hereby authorized and instructed
to ex cute such contract for and in
behalf of the city w itli the said par
ties of the second part, whereupon
such contract shall be binding upon
the parties thereto.
Sec. 2. The contract shall lie in
the following form and terms, to-
wit ;

tered into this Twentieth day of No
vember, A. D. 1891. by and between
the inhabitants of the city of > il-
ledgeville, iu the State of Georgia,

authorized and empowered thereto,

Company, a corporation organized
under the laws of tiie State of New
Jersey or their assigns, parties of ,
the second part.
Witnksseth, J'hat tiie party ot
the first part does hereby grant to
tiie parties of the second part, or
their assigns, the exclusive privi
lege (so far as it may be in their
power under the laws of Georgia to
grant such exclusive privilege) of i
building, maintaining and operat- i
ing a system of waterworks for tiie !
purpose of supplying tiie inhabi
tants of tiie said city of M Pledge-
ville, and the vicinity thereof, with
water for the protection against j
fire, and for domestic., mechanical 1
and manufacturing nnd other pur j
poses; and also the exclusive privi- :
lege (so far as it may tie in their
power under the laws of Georgia
to grant such exclusive privilege) of
laying waterpipes beneath and
along the surface of the highways,
streets, avenues, alleys, public
grounds and sidewalks of tiie said
city, as tiie same may now exist or
may hereafter be laid out or estab
lish'pd.
In Consideration of tiie grant
ing of the exclusive privileges afore
said, and of the further stipulations
and provisions herein contained,
the said party of the second part
does hereby bind itself, its succes
sors and assigns to build iu a com
plete and workmanlike manner,
a complete system of waterworks,
and to operate the same for tiie
purpose of supplying tiie city of
Milledgeville and tiie inhabitants
thereof and its vicinity with water
as herein set forth, all in substan
tial accordance with the following
specifications:
1. The water supply shall betaken
from tiie stream known as “Fishing
Creek," and at a point beyond the
possibility of contamination by
drainage from the city; and tiie
party of the second part guarantees
that an analysis by tiie Georgia
state chemist of the water at the
point of supply shall prove it en
tirely fit for domestic, drinking and
ull household purposes.
And the party of the second part
further covenants and agrees that
the water supply shall lie reasona
bly pure and suitable for domestic '.

reason of any impurities which may
occur in the water supply, if the
party of tiie second part shall cause 1
said impurities to be removed or
corrected within a reasonable time.
Tbe supply shall lie pumped to an
elevated reservoir or standpipe, lo
cated on property purchased bv
the party ol' the second part. The
pumping plant shall consist of
duplicate pumps and the necessary
west of the point above named at
which said five miles shall begin,
then said city siia 1 pay for said hy
drants the sum of forty-five dollars
($45.00) each, as hereinafter pro
vided iu paragraph five.
8. To place upon said five miles of
mains within the corporate limits
of the city, seventy-five hydrants of
approved pattern, each Having two
and one half it cb hose nozzles, and
to supply the same with water
ready for use etall times, excepting
during such reasonable ieterrup
tion as may be unavoidable in mak
ing needfnl repairs of and additions
to the works, it being understood
that said hydrants are to be used
for fire purposes only. They are to
he located at such points on the
aforesaid mains as the citv, by its
duly authorized representatives,

wherever the said Mayor and Aider-

hundred and fifty (450) feet of mains
contained in such extension, and

(i. To repair all damages accruing
to the surface of streets and High
ways in tiie laying of mains, with ns
little delay as possible, and to Un
reasonable satisfaction of the party
of ilie first part, provided, however,
that during the period of construc
tion and fer a reasouabld time
thereafter the necessary crowding
of the streets over trenches may lie
maintained in order to allow the
earth therein to properly settle.
7. Tiie rates to be charged for the

2. The total amount of supply and
distribution mains to be laid within
said city to comprise five miles of
mains, ranging from ten to four
inches in diameter, and branches of
ample size shall be set at all street
junctions aud elsewhere where
fut ure extensions of tiie mains will
be liable to be needed, and an ade
quate number of va-ves provided
nnd s- t in street mains to enable
any portion of tiie works to be shut
oil for repairs or extension without
unduly interrupting the supply.

8. To build and complete the works
aforesaid ready for supplying water
to the said city for protection against
fire nnd for other purposes, within
eighteen months from tiie date of this
contract, provided, however, that
this obligation to complete the works
shall not be enforced against the
party of the second part for such fur
ther time thereafter as their comple
tion may tie delayed by strikes, or
any judicial interference, or by prov
idential or other causes beyond the
control of tiie parties of the second
part, in which case a reasonable time
shall be allowed in extension of the
time herein named as the date of
completion.
9. And the parties of the second
part, or their assigns, shall take all
reasonable precautions against dan
ger to life, limb and property by rea
son of the exercise ot the rights and
privileges hereby granted, and shall
cause all excavations and obstructions
to be properly lighted aud guarded at
night; aud after the completion of the
work for which said streets, alleys,
and public grounds and other public
places limy be used, they shall be re
stored to their former condition as
nearly as may be without unnecessary
as aforesaid.
And tiie parties tof the second part
further agree to hold said Mayor and
Aldermen of the city of Milledgeville
harmless from any liability which
may result to it by reason of any vio
lation of this contract.
10. At any time during a period of
six months next succeeding tiie expi
ration of ten (10) years after the date
of this contract, the said Mayor and
Aldermen of the city of Milledgeville
shall have the right and privilege to
purchase the entire system of water
works constructed hereunder, with all
the property, franchises, contracts,
thereto rights utid privileges thereto
pertaining. Provided it shall duly
notify the owners thereof of its inten
tion so to do at least six months be
fore the expiration of the said period
of ten years; anil in case of the failure
of the said Mayor and Aldermen so to
purchase at the expiration of said ten
years, it shall have the further priv
ilege during the period of six months
following the next and each succeed
ing term of five (5) years respectively,
pending the existence oi this contract
and prior to its termination, to pur
chase the works and property afore
said, after due notice of its intention
so to do as above set forth. And in
case the said Mayor and Aldermen
shall duly elect so to purchase, and
the parties hereto or their ussign*
shall be uuable to agree upon the
value ot said works, franchises and
other property, the sauiemay be de
termined by arbitration. The arbi
trators shall consist of three, oue of
whom shall tie chosen by the party
of the first part ana one by tiie party
of the second part. Tiie two arbitra
tors thus selected shall choose a third
and the decision of the t hree shall be
final and uinding- In lieu of the ar
bitrators aforesaid the matter may be
submitted to tune commissioners to
be appointed by the highest court of
the Sta’c of Georgia; it being pro
vided, however, that none of said
commissioners or arbitrator* shall be
sixty dollars trying to be cured bj
the treatment of physicians and tak
ing other medicines, and never rounl
any benefit from any treatment until

the expiration of this contract, or in
anticipation thereof, have the op'ion
of renewing this contract or of ex
tending tbe same upon the general
mis arid conditions herein estab
lished, for au additional- period of
thirty years.

ing covenants and agreements of the
parties of tiie secon I part, tiie party
of the first part, does hereby further 1
covenant aud agree with tiie party of
tiie second part, its heirs and assigns,
ns follows, to wit:
1. To pay in quarterly installments
on the twentieth days of March,
June, September and December in
each year, as rental for the use of
the aforesaid sever.tv (79) hydrants,
(paragraph 8) the sumo: thirty-two
hundred dollars per annum, and for
the use of additional hdrants set
up upon extensions of the pines as
aforesaid (paragraph 5) at tiie rate
of forty-five ($45.00) dollar’- each per
an'urn and for the use of additional
hydrants set.,up on the original pipe
as aforesaid (paragraph 4) at tbe rate
of forty ($40.00) dollars each per an
nuiu, all for periods of thirty years
from date of this contract.
2. In further consideration of the
benefits to accrue to the party of the
first part hereunder, and for the use
of water for the C'ty Hall, for two
public drinking fountains for man
and beasts, and also for water for
flushing sewers, provided that such
use is made through approved form
of automatic flushing tank; all of
which water the party of the second
parr hereby agree to furnish, the
fixtures thereof to be furnished by
said party of the first i art; the said
party of the first part hereby coye
nants aud agrees to pay annually to
the said party ol tne second part, its
assigns, such furtbet suui or sums of
money as shall be assessed in taxes
against it by or in behalf of the May
or and Aldermen of the city of Mil
ledgeville, from year to year during
' lie continuance of this contract.
3. The said party of the first part i
to pay the hydrant rental to the
party ’ of the second part or as-
-igns, or to any person, corpora
tion or trustee to whom the said
party of the second part, or assigns
may hereafter make assignments of
such rental, in which case a copy of
such assignment shall first be tiled
with t.lv party of the first part.
4. Said Mayor and Aldermen of
the city of Milledgeville shall from
time to time pass and enact such
ordinances, bills and orders, as shall
be found reasonable and necessary
for the protection of the aforesaid
works and property nnd the owners
thereof from damage, fraud or im
position and establishing suitable
penalties for the violation thereof,
also for carrying out all the provis
ions of this agreement.
5. A8 respects private consumers,
the owners of the aforesaid works
shad have the right to make and en
force ail needful aud reasonable reg
ulations in regard to the use of water
and pipes and fixtures for supplying
and using the same.
6. Tiie said party of tiie second or
assigns may procure or effect tiie or
ganization of a water works corpora
tion under tiie laws of the state of
Georgia or any other state, and may
assign tiie rights and privileges ac
quired hereunder and by virtue here
of to tlie said corporation; and tiie
said party of tiie first part does here
by agree and ordain that all such
rights and privileges shall thereupon
vest in such water works corporation.
And the said Mayor and Aldermen of
the city of Milledgeville shall pass
and enact such other ordinances, and
do and perform such other acts iu fa
vor of tne said corporation as may be
deemed needful to vest in and to se
cure it all the rights and priyileges
herein contained and referred to.

Mayor and Aldermen of the city of
Milledgeville, by its Mayor duly
authorized thereto, and the said
American Pipe Manufacturing Com
pany by its President, duly author
ized thereto, have set their hands and
seals of office the day and year first
above written.
