They Must Oo to Africa.
Bishop Henry M. Turner of Georgia
is an enthusiast on the subject of negro
emigration—a movement with which
he has been closely identified for sev
eral years. Eventually, he thinks, the
discussion of the question will bring
about a grand exodus of negroes to
Africa. It is emigration or extermin
ation, in his opinion. He said recently
in an interview:
“Africa is the Degree’s fatherland,
aid the sooner he goes there the better
for him. Statistics show that the negro
race is dying out, and it certainly is
not growing healthier, wealthier, hap
pier, wiser or anything else which goes
to make life worth living. Africa
proffers the greatest possibilities on
earth for the negro to emigrate to, that
ia if he has any idea of being anything
this side of the day of general account
giving. Even nature is invoking the
negro to return to his God given home
The trade winds which once blew fiom
300 to 400 miles out at sea from the
west coast of Africa have mysteriously
changed their course, and are now fan
ning the shores, moderating the equa
torial climate, diminishing the heat and
humidity and driving away the death
dealing fevers and malaria. I believe
this is the work of God preparing
Africa for the reception of her children
who are suffering in this country and
who must return sooner jor later. If I
had $5,000,000 I would invest every
cent in ships, and would see that every
negro who wished to go to Africa got
there. Now, some of my people want
to knew why I do not go to Africa and
stay there. I believe I am needed
here, but the very moment I can get
50,000 or 100,000 negroes to go with
me I am oil like a quarter horse, end I
will think it the best day’s work 1 ever
accomplished.”
“Has the African emigration move
ment met with the approvnl ol a major
ity of the race?”
“No, indeed; but, on the contrary, a
lot of ignorant negroes have opposed it
lrom its very inception. They prate
about the sickness of Afripa and many
other things of which they are in dense
ignorance. The thoughtful and intel
ligent of the white race indorse the
emigration policy, and it will yet prove
a success and of untold blessing to the
negro race.
The legislature is struggling with
the tax problem and the idea is
^•lengthening among the solons that it
will be absolutely necessary for both the
public school fund and the pension list be
reduced.

negro domination. Again the Cauca-
aicn wins out and rules his home and
country; and this will continue so long
as the sun shines.

john is evidently one war department
official who is confident of his ability to
show that “the other fellow” is respon

changes hands on Jan. 1. This date
will this year fall upon a Sunday; not-
withstanding which, however, Col.
Roosevelt will be sworn in at the date
and hour named by the law. The in

Significant Instructions Sent Out by
War Department.

Washington, Nov. 1C.—There has
been remarkable activity about the war
department for several days in the way
of preparing troops for service in lands
beyond the United States.
An order was issued directing at
least ten regiments of the regular army
now stationed in northwestern forts and
posts to hold themselves in readiness
for immediate transportation for service
in tropical climates.
Most of these regiments were sent
into the northern and western posts a
few weeks ago for recuperation alter the
Cuban campaign. While holding
themselves ready for service these re
giments will now be recruited to full
strength.
Nothing is said officially as to what
the present activity means, but there
are several reasons suggested. It is be
lieved that an early movement into
Cuba is intended, somewhat sooner
than was generally believed. Another
belief sustained is that the United
States government desires to be in a
position to meet any conditions that
may grow out of the pending peace
negotiations, and be in readiness to re
sume hostilities if Spain refuses to ac
cept the terms the American peace
commissioners offer.
An intimation has got out that dur
ing the delay which has occurred Spain
has been able to form some sort ot
coalition with European powers to
back up the pretensions she has been
making in the negotiations.
Another reaaon given tor the pro
posed movement of the regulars to Cuba
is that they are to replace the regiments
which have given some trouble and
created disturbances, the laBt row be
ing reported from General Wood’s
command in the Santiago Provinces.

The organization of the Fifty-Sixth
Congress is still a good ways in the
future, nevertheless there is a good deal
of discussion of the piobable leaders of
the parlies in the House of that Con
gress. It seems to be a foregone con
clusion that Mr. Reed will be the Re
publican candidate for speaker, to suc
ceed himself, but it is by no means cer
tain that Mr. Bailey ot Texas will be
the candidate of the Democrats. How
ever, there is no shortage of available
timber on the Democratic side. There
is talk of DeArmond of Missouri and
of Stallings of Alabama, besides others;
and then, too, Mr. Richardson ot Ten
nessee may always be counted ou as a
candidate for the speakership.
