The following list contains the
names of Indigent Soldiers of your
County, paid Pensions of Sixty Dollars
each for ^1902, under Section 1254 of
the Code. No person is entitled to
such payment except, by reason of
poverty and infirmity, be is unable to
earn a support for himself, and it is
your duty, under Sections 1269 and
1270, to see that improper payments
are not made. You ure earnestly
urged and requested to make a
a thorough and sifting examination of
the list, and report, as provided in
Section 1270. A failure on your part
not so to do is an injustice to the State,
and especially to those worthy appli
cants who cannot be paid because the
fund is limited at a fixed 6um which
cannot be overdrawn. It may be an
unpleasant, but it is an imperative

There has been no serious illness
among the inmates during the half
year, and the one death was from old •
age and chronic incurable diseases.
I respecttully call your attention to'
the case of Mrs. M. A. Hughes, an in
mate of the poor bouse, who although
pronounced insane on May 31st, is still
there. And while there may be no
danger so tarns doing-bodily harm to any
one,l have been told that she frequently
wanders affout the place at night with
a light wood torch. If such is true,. v
there might be danger of fire from It.
I therefore respectfully recommend .
that she be sent to the State Sanitarium
for the insane at the earliest opportu
nity. The inmates are all well fed,
clothed, housed, etc., and seem in the.
main perfectly contented.

County Physician’s Report.

To the Hon. Commissioners of
Roads & Revenues for Baldwin Co.,
Ga.;—Gentlemen:—Since January 1,
last, there lias been a total of only nine
inmates in the County poor house or
pauper farm, viz:
Amos Banks, negro, male, 30 vrs.
old—admitted January 20th, $885.
Both legs off below the knee.
Irving Turner, negro male, 80 yrs.
old—admitted Alarch 29, 1896. To
tally blind.
Gentlemen—The misdemeanor cons
vicls at work on the public roads have,
had comparatively no sickness during
the last hall year. Trueirf the early part
of year we had an epidemic of influenza
among them, with two light cases of
pneumonia, hui it did not amount to
anything serious. On the second Sun
day in May, “Huckle-A-Bucx” alias
Andrew Johnson, a negro convict, while
attempting to escape was shot bya guard,
which kept him from work for a little
over five weeks, but he recovered and
has done good work since, This
is the first case where a convict was
wounded by a guard sufficiently to re
quire my attention since I have been
treating them.
The couvicts are well fed; kindly
treated and taRen care of, and there
fore have enjoyed remarkly good health.

visited the Poor Farm. At that time
there were 0 inmates, one white fe->
male, one colored female, and four col
ored males, Everything Shout the
farm, building,- implements, furnish
ings, etc,, are in good condition.
135 acres planted in corn and peas
several acres devoted to minor crops,
potatoes, cane. etc. A large amount ot
fine folder was saved and the corn
crop will approximate 1,090 bushels.
A large part of the cultivation ot the
crops was done by convict labor. The
County Commissioners by this plan ob
tained from the farm 70') or 800 bushs
els ot corn and 10,000 pounds of fods
