THE CONGRESSIONAL CONSCIENCE.
When John Wesley Gaines, of Ten
nessee, asked his colleagues in impas
sioned tones: ‘‘Why do we sit here like
a lot of cowards ar.d raise everybody
else’s salary and not raise our own?”
Mr. Sims of his own state responded
earnestly: ‘‘Because we want to come,
back here.”
That is the cohsoience, and about the
only conscience that makes cowards of 1
all congressmen. There is no one in i
Congress now who experienced the j
wrath of the people when, a generation
ago, under the lead of that valiant raid- j
er of the treasury, Benjamin F. Butler,
congressman raised their salaries and
made the increase retroactive for the 1
two years they nearly completed

A HUMBLE HEROINE.
ThroivinK Mnd.
Unless words %\ithout meaning are
used a person’s vocabulary must be
bounded by his knowledge. Many
years ago I was teaching a class of
poor children in the school connected
with the Church of St. Paul’s, C’ovent
Garden. One day I exhibited a picture
of a hayfleld with men carting hay.
I asked the children what the men
were throwing up Into the cart. They
answered, without a moment’s hesita
tion, ‘‘Mud!” It then occurred to me
for the lirst time that these children
had never scon a bayi'cld or the cart
ing of hay, but the scavenger’s cart,
carting mud, they were quite familiar
with, and hence they spoke within their
knowledge.—London Notes and Que

The Word “Tar."
Why is the word “tar” a synonym
for ‘‘sailor?” .Some dictionaries say
’c of which began the instant the other ] that the allusion is to the seaman’i
ended.
i ho officers and employes of Congress
are the personal friends of members; in
he matter of salaries and leaves and al
lowances they are treated with a con-
mderation that no other employe of the
government can hope for. Congress
. hicks it is wasteful of the public money
tarry hands and clothes—the “savour
of tar” of Stephano’s song In “The
Tempest.” Burns uses “tarrybreeks”
as equivalent to “sailor.” But it is re
garded as much more probable that
“tar” is short for “tarpaulin,” since
Clarendon and other writers colloquial
ly use “tarpaulin” to signify a seaman.
Of course, this ultimately gets back to
when it gives a man $3,000 a year for tar, a tarpaulin being a tarred “pall-
Q j *• 1 Inc” or covering (the same word as
being a consul on the other side ot the J"*”- w °
klobe, and it will give a committee clerk
$500 or $l,UO0 more, and a man who is
employed to sit in front of a door four
or live hours a day for less than half the
months in a year will get $1,200, while
a large proportion of the departmental
clerks, including men who have to be
possessed of legal or other technical or
professional training get more.
If congressmen do not do still more
for themselves, and their friends the
reason is expressed by Mr. Sims—they
want to come back.—Exchange.

Mother Mary Teresa anil tlie Cronn of
the I.<oprion of Honor.
Some years ago in a city in France
all tho soldiers were drawn up on the
plaza. A woman in the habit of char
ity was called out in front of the gov
ernor general, and this is what he said:
“Mother Mary Terqsa, when you
were twenty years of age you received
a wound from a cannon bull while as
sisting one of the wounded on the
field at Bnlaklava. In 1859 tho shell
from a mitrailleuse laid you prostrate
in the frouf ranks on the battlefield of
Magenta. Since then you have been in
Syria, in China and in Mexico, aud if
you were not wounded it was not be
cause you have not exposed yourself.
“In 1870 you were taken up in Reis-
choffen covered with many saber
wounds. Such deeds of heroism you
crowned a few weeks ago with one of
the most heroic actions which !•' “cry
r • : .«. A mad > ! 41 r.’ .! ■ am
bulance which v . • c.a ler your charge.
You took up the grenade In your nrms;
you smiled upon the wounded who
looked at you with feelings of dismay:
you carried it a distance of eighty me
ters. On laying it' down you noticed
that it was going to burst. You threw
yourself on the ground; it burst. You
were seen covered with blood, but
when persons came to your assistance
you rose up smiling, as Is your wont.
You were scarcely recovered from your
wound when you returned to the hos
pital whence I have now summoned
you.”
Then ^ho general made her kneel
down aiid, drawing his sword, touched
her lightly wjtli it three times on the
shoulder naff pinned the cross of the
Legion of Honor on her habit, saying:
“I put upon you the cross, of the
brave in the mime of the French people
And army. No one has gained it by
more deeds of heroism nor by a life so
completely spout In self abnegation for
the benefit of your brothers and the
service of your country. Soldiers, pre
sent arms'."
The troops saluted, the drums and
bugles rang out, the air was filled with
loud acclamations, and all was jubila
tion and excitement as Mother Teresa
arose, her face suffused with blushes,
and asked:
“General, are you done?”
“Yes,” said lie.
“Then I will go back to the hospital.”—

ever was a time when musicians were
in demand, yet such was really the
case. "In the fifteenth century,” says
Mr. Henry M. Brooks In his “Old

more recent times seamen had to suf
