Grand Jury Presentments Baldwin Superior
Court January Term 1928
To the Honorably James B. Park,
Judge of Baldwin Superior Court:
We. the jurors, drawn for the
grand jury for the January term
1928 of the Superior Court, beg to
submit herewith our report.
We wish to thank you for the
timely remarks and the excellent
charge given us defining our duties.
Aa advised, we had the Code of Geor
gia and tvetions 829 to 851 inclusive
read and it was our pleasure, as near
ly as we could, to follow the require
ments of that section.
Under instructions and as required
by sections 840-41-44-45 of the Coda
of Georgia, we have examined the
offiters records, books, vouchers,
buildings und property of the County
and the reports are herewith made a
part of our presentments.
We recommend that voters of
Baldwin county post themselves and
register for elections as provided for
in the Code.
The Code of the State of Georgia,
1911, Vol. 2, defines electors
(voters) us males arriving at the
age of 21 years, being of reason and
having paid luxe* six months prior
to elections. In 1922 females were
given franchise on equal grounds.
We wish further to call attention

Superintendents fail to return, as
quired, the lists and the ballot* they
must be presented.
We see that the tightening of law
enforcement on carrying concealed
weapons has resulted in fewer crimes
of assault in Baldwin county. We
recommend a vigorous continuation
of the policy.
We urge a vigorous enforcement
of the law on person* driving motor
vehicles on public highways while
intoxicated. Intoxicated drivers are
a menace to life and property.
We commend .the work of the
officers of the county and city in en
forcing the Prohibition Laws.
We think it would be for the coun
ty’s best interest for the court house
and jail to remain where they are.
In case this property should be turn
ed over to the state, the state should
furnish a suitable site and erect
thereon a court house und jail as
good as we Have at present.
We desire to commend the work
of our efficient Health Commission
er, Dr. Anderson, and urge our peo
ple to co-operate with him in this
We earnestly request that our
Commissioners have a yearly audit
made of all county officers books.
We recommend that these present
ments b e published in the two news
papers of Milledgeville at u cost each
of $35.00.

Committee Report—Sheriff’. Office,
Court House and Jail
We. the committee appointed to
examine the Sheriff’s books, jail and
courthouse. The Sheriff’s books we
found correct. The courthouse in
good condition as far as we are able
to ascertain. We find the jail un
safe for prisoners The bottom part
around the cages are unsafe. A
srtong man could break them with
his hands. We recommend that
something be done to secure the
prisoners.

Ordinary of Baldwin county,
the State Highway Department to
construct the new Highway from the
Chaplin’s residence at the State
Farm to the Jones county line at the
estimates of the State Engineers.
The finul estimates are not com
plete but the contract price will ap
proximate $70,000.00. This work is
now in progre.>e t a considerable por
tion of the grading has already been
done and the first payment to the
County from the Highway Depart
ment will probably be made by Feb
ruary 1st.
Preparations are being made by
the purchase of a right-of-way to be
gin the construction of the Milledge-
ville-Irwinton road from Midway to
the Wilkinson county line. It is ex
pected that this construction can be
gin with state aid sometime during
the year, 1928. Surveys have been
made looking to the relocation of the
