GA„ MARCH 7, 1929 Mr. Editor: “I stated in your paper last issue i should expose the paving issue that was put over in the city” I under stand some have construed this to mean that I am accusing the council of receiving benefits for their per sonal use. I assure the public there was no fuch thought in my mind, I have checked over several zones and there is nothing to bear out such thought ns every dollar expended by the city is properly accounted for. My charges are the assessment ore excessive and this excess went to re duce the cost of the intersections that the city was due to pay. The act of the Legislature granted the City of Milledgeville makes it the duty to pay the expenses on the intersections of the streets in the zone ret aside to be paved. Take the zone I live in which is No. 4. It was zoned to start on the north proprety line of the intersec tion of Greene and Jefferson streets running north along Jefferson street 210 fee. north of the north intersec tion of Montgomery street, which would give it the interjection of Jefferson and Hancock; Jefferson and McIntosh; Jefferson and Mont gomery as their expense to pave. The engineer figures the property owners have 2970 lineal feet abut ting this zone and only figures in 600 lineal feet as the city’s part to pay. On checking this zone from the blue print of the engineer I find the engineers have the property owners 2976 lineal feet in a few inches is correct, hut the 600 lineal feet he has down for the city’s part to pay for is incorect, as this should be 1554 lineal feet, therefore • the city paid for 954 lineal feet lem than they were due to pay, asse-sing the cost of the 954' lineal feet to the abutting property owners when the city should pay. The engineer only figured in the i street on the cast and west side of 'he intersections of Hancock. Mc Intosh and Montgomery and did not figure in the space between the interestcions of the park on the above streets, neither did they figure in the paving wher^ Jefferson street turns out east and west to the prop erty line of the above streets this they should include in the calcula-j The engineer has charged up on ; this assessment 748.51 for force at-! court, this expense was made by the. city renewing water pipes for indivi- ] dual*. This the act prohibits and j should not he charged on assessment, i The engineer charged in this a - j sessment for all the curb, gutters: that were used around the edge of the side walks, and around the end of the parks that extended in the j interjections, this should be paid for by the city and not assessed against | the property owner. The engineer | has charged up the concrete header curbs that were placed outside of the zone. The ordinance does not pro vide for assessments for expenses outside of the zone. The engineer calculated the ca«h to the abu’ting property owners on the following basis: 2976 lineal feet abutting property owners plus 600 lineal feet to the city makes a total of 5576 lineal feet in the zone and the total cost of en tire zone $28,071.60. So by divid ing the total cost of $28,071.60 by the total lineal feet of 3576 makes $7.85 per lineal foot. Now gmnting he entire charges are c rrect, but there are 1554 lineal feet in the zone then divide the total cost of $28,071.60 by the 1554 and we have the cost $6.20 per running foot which i» $1 ' 5 per running foo‘ in favor of the property ow to use on the square yard ba«ds, there are 7550 square yards zone of which 4960 are in front of the property owners and 2590 on tk indirections. The city only paid f 1,000 square yards and the remain ing 1590 square yards were charged un to the property owners. R. L. WALL. A RESOLUTION Resolved by the Mayor and Aldermen of the City of Milledgeville that bonds be issued in the aggregate sum of $4731.47, whiqh amount is the aggregate amount remaining unpaid of the assessments made by resolution of said Mayor and Aldermen on January 18, 1929, to cover the cost of improving of said Street Improvement Sec.ions or Zones No. 36 and 47 in said City. Said bonds shall be desigrated as “Milledgeville Street Improve ment Bonds.” Said bonds shall be dated February 18, 1929, and shall bear interest from date at the rate of six per cent per annum, payable annually. Said bonds are to be puid in ten annual ins.ailments, shall be signed in the name of the City of Milledgeville by the Mayor and have at .ached the •cal of said City and shall be payable to the bizirer and bo payable solely from assessments levied upon the lots and tracts of land of the several land owners abu.ting Street Improvement Sections No. 36 and 47.
