Brantley, speaking for the member of the Board of Trus tee* of the State Sanitarium as a whole addressed a letter to the Gov ernor and Legislature of the State reviewing conditions and endeavor ing to point the way to bettering crowded conditions. The full text of the report sent to the General Assembly is as follows: The Board of Trustees of the Stato Sanitarium, through its Ihnjiident, takes this method of laying before you the serious and distressing con ditions with which the management of this institution has. to deal. A per capita per dwm vost of hut $0.4358 bears testimony to its tconomical management for J n this gust is included every expense con nected with the Sanitarium. The paving of a country road is an epoch in the life of the area through which it passes, for it marks the passing of the old into the new, and to m*', a changing from the old order of things is always of interest. Last fall, while making what ha* been spoken of as a "clinic journey," 1 obtained permission to drive a twelve-mile strip of newly-laid con crete through the Palos Hills coun try in Illinois. It was a beautiful roadway in a beautiful country, and I could but marvel at the thoroug h ness—the perfect contour of this “sidewalk for motor cars" to hill side, vale and woodland—it was per fect. Some miles from the convergence of thi* roadway with the main arteri al highway, a large force of work men with a score of dump trurks were making u fill. Trucks loaded with loose earth came from both directions: systematically they swung to the edge, half circled to the cen ter of toe pavement, then backed; a whistle blew, the truck stopped, the dump body tipped a* the end gate opened: another whistle, and the truck moved out and on up the road. There has been every disposition to deal generously with the needs of tiie Sanitarium, but the ability >eems to have been lacking and its needs are still not met. This serious problem can be solved in but two ways. One of these isj to add .at once to the Sanitarium’s equipment such additional building* a- will take care of its present and near future needs, and which will commit the State to its indefinite ex- panninn. The other is to found now a second hospital for the insane. This last is infinitely the wiser course, for the Sanitarium is already far be yond the safety limit in size, and for the additional reason that the most efficient work is done in small hos pitals. If such second hospital be used for the colored race, and the patient, of this race now in the Sani tarium be transferred ta it, '.ben the problem of room will be automati-j I Wear the “Friendly Five” The Best $5 Shoe Anywhere For quality and comfort you can't equal them for twice the amount—genuine calf with solid Oak soles, black, tan. and sport Tlie best there is in Men’s shoes, you can ask for nothing more.
