In propor tion to population, records thow, more than three times as many per sons are sent to prison in cities as in the rural sections. During the last year in the citici 26 out of every 100,000 residents were sent to prisons for law viola tions ,it is aaid, while in the rural sections the number was only eight out of every 100,000 of population.
