pledges made our citizens four years
ago. On taking office four years ago j
we found the City with a floating j
debt of S85.000.00 dollars, interest
past due, bonds and interest on
the j bonds due and no provision made to
lebration take care of same, the City credit
was gone, our bonds was selling be
low par and no buyers. The first
thing my administration did was to
got on a cash basis and have the
books of all departments audited. We
spent something like $7,000 or $8,-
000 thousand dollars having the
books audied and puting in a com
plete new set of records, now this
looks like a great deal of expense,
but I am sure that all will agree that
this was the best money this Admin
istration has spem, we know where
we stand and can at any time on a
few minutes notice give you the
the standing of any department. We
have set up a special account for all
departments and during the four
years of my administration not one
penny has been spent except as sot
up. We have been able to reduce
the 'floating debt something over
50 per cent, we have made improve- j
ments that amount to over $20,000,
we have paid all bonds due and
interest on same and my adminis
tration will not carry over one cent I
of debt made by this administration |
except the Dec. bills which are paid
on the 10th of each month. We have
paid all City employees on the first
and 15th of each month and we
look with pride that not
day was missed during the four
years cf this administration. It
with great pleasure and pride to
know {hat City of Milledgeville
bonds are to day priced at $17.00
above par. It is with a great deal of
satisfaction to know we have been
able to accomplish the above with
21 1-2 per cent less money than the
1830 and 1031 administration.
I wish to extend my best wishes
to our new Mayor and Council.
