An Act to provide for the call of a Convention to re
duce the number of the General Assembly of the
S.ate of Georgia, and for other purposes therein
named.
Sec. 1. Be it enacted by the Senate and House of
Represent .liees of the State of Georgia in General
Assembly met and it is hereby enacted by the authority
oj the same, Tnat the tirst Monday in April, eighteen
hundred and thirty-nine, be and the same is herebv
designated aud set apart as the day on which the citi
zens of Georgia, qualified to vole for members of the
Legislature, shall, at the several places prescribed by
law for holding such elections, vote for delegates to
re-present uiem in Convention, in number equal totheir j
representation m both branches of the General As
sembly, according to tue lust census; such election to :
be conducted, managed, and ceitified under the same
law s as are of turce in respect to elections of members -
oi the Gen rat Assemnly.
Sec. 2. And be it further enacted That it. shall he
the duty of such managers to transmit to his Excel
lency the Govet nor the result of said elections under
the laws no.v o! force conducting, managing, and cer
tifying election* of members of the General Assembly,
as aforesaid, within ten days after such election :
whereupon it ? made the du.y of his Excellency th--
Governor to i .sue his proclamation, declaring the re
sult of such eotetion by notifying the individuals sever
ally elected lo represent the good people of Georgia
.Vo Convention, as con empt.-xted by this act.
. ‘"Sec. 3. Anti be it further enacted ‘I bat every cili- :
the United States shall b • eligible to a seat in
j said Convention who has at aim and ihe age of twenty
live years and been an inhabitant of tin? State three
years immediately preetd ng the day of election, and

Sec. 4. And be it further enacted. That each mem

tempt to chaug - or aiter any other section, clause, or
article of tlie Constitution of the State of Georgia,

General Assembly thereof, and that I have been a
! citizen of this State for the last three years, so help
me God. And any per-on elected to a seat in sail

for the purpose of entering upon and consurn nating |
the great objects of their convention, to wit : a reduc- j
tion and equalization of the General A.-sembiy, shall I

busin ss ; and to determine on the qualifications of
their own members; elect necessary officers and j
make all orders “ hicli they may deem conducive to
the f irilicrar.ee of ihe object for which such Convert-|
lion shall assemble.
Sec. 6. And be it further enacted That it shall bo J
theduij of ins Excellency the Governor lo give pub-;
lici'y to ihe alterations and amenibnents mile in the
Constiriri n in reference to the reduction of the num
ber of members composing ihe General Assembly;
and on ihe first Monday ii October next, after the
rising of said Convention lie shall fix on for the. ratifi- j
cation by the people of such amendments, aherations, j
or nmv ar ides as they tnay make f*r ihe objects of j
! reduction an 1 equalization of he General A -setnluy |
only ; and it ratified bv a majority of the voters who
vote on the question of • Ratification’ or • No ratifica
tion,’ then an lin dial event the alterations o by them
made and ratified shall on the people of this
State, arid not otherwise.
Sec. 7. And be it further enacted, That it shall be a
finda nenta article in the format! >u or amendments of
the onveniion, t.hat each County of the S a'e now
organized or laid out or which may hereafter be crea
ted bv law. shall be entitled to ar least one Represen
tative in the Representative branch of the General
Asseintily. The Senate shall be comp >sed of for y
stx members only, from forty Senatorial Districts, com
posed of two contiguous counties ; and in the event of
the creation of any new county, it shall be added to
some -ontiguous Senator! il District; an 1 that the
said Jonventii n shall not disturb the Federal basis in
apportioning the represen'at ion in the General Assem
bly of the Sta e of Georgia
Sec. 8. And be it further .emeted. That so soon as
this act shall have passed his Excellency the Govern
or be hii i he is hereby required to cause u to be pub
lished in the Gazettes of this S ate, once a week until
the dav fixe l on by this act far tne election of Dele
gates to said Convention; as well as the number toj

Sec 9 .And be it further enacted That the Dele--
gates to said Convention be paid at and after the same
