MadielJ, Chairman of the Cent ral Committee, briefly explained to the delegates assembled, "the object the Cen tral Committee had in view, ir, recom mending the appointment of delegates by the several counties in this State, and their convocation in this place. The circular ami proceed mgs of the citizens of Hancock county, held in the town of Sparta, I had previ ously seem I consider it my duty to in form you, and through you the highly re spectable citizens who composed tlie meet ing referred to, that I am duly sensible of the honor they have done me, in giv ing my ..anie a prominent place in the proceedings which have taken place at those meetings. The fundamental ob ject of those meetings, being a constitu tional reduction of the number of mem bers composing our legislature, I have no hesitation in expressing my entire ap probation of any legitimate course, which may tend to produce that result. I tmi decidedly in favor of reduction. If the prominent places assigned me by ths citizens composing these several meetings were deemed compatible with the official relation which I bear to the people, 1 should, nevertheless, he under the neces sity ot declining the honor proposed, while unceasing official duties, deep in terest to the people, occupy my entire time and consideration.— Very respect fully, &c. Gentlemen. —From the unanimity of our Citizens, relative to a reduction of tbc Legislature, we feel authorized to assure you that the county of Hall will cheerfully co-oj>erate with these fridudly to a con vemioui V*e have deemed it unnecessary toe -1 ect a delegate to represent this county at the preliminary meeting, to be held at Mliledgeville, on the first Monday in ncxl month, owing to the distance, &c. Rest assured that we shall feel prou to act in concert with any arrungeineuts made at the May meeting: and the object of this address is to request your body to give us early information of the result of your deliberations. Agreenbly to adjournment, the dele gates, with the members of the Central CoimmUee, met; The minutes of the proceedings of yes* terday, were read and approved. Col, William Jones, a delegate from the county of Lincoln, and James AU Laws, Esq. a delegate Irom the county of Rich mond, attended, presented their creden tials, which were read by the Secretary, and took their seats. Col. Rockwell, from the committee ap pointed to euquire and report whul sec tions and clauses of the Constitution, rel ative to the apportionment and equaliza tion of the members of the General As sembly, with a view to a reduction of tho number, it would be expedient to amend, &c. reported a set of resolutions and an address to the people of Georgia. The reports were read, and, on motion, ,he resolutions were taken up by paragraphs, and adopted, with the preamble, to read as follows: The committee to whom was referred the duty of ascertaining and reporting “What sections and clauses of the Con stitution, relative to the appoiuuuuieui at. *>auaiization of the members of the Gen eral Assembly, with a view to a reduction of the number, it would be expedient to amend; the day upon which it would b« advisable for the people to hold their elec* - lions for delegates to meet in couventioni for the purpose of making said amend* meats; the day upon winch said Conven tion shall assemble; the number of dele* gates to be elected from each county, and the manner of holding the elections for such delegates,” respectfully submit for their report, in part, the following resolu tions:— Resolved , That the several counties of this State, be, and they are hereby res* pectfully, recommended, to elect delegates to the Convention to be held for the pur. pose of reducing and equalizing the rep resentation of the people in the General Assembly, in number equal to the num ber of representatives in the most numer ous branch of the General Assembly, at the time of the election of the dele, gates. Ife solved, That the counties *of this State are respectfully recommended ta hold their elections for delegates to the Convention, on the first Monday in No vember next, that said elections lie held., superintended and conducted according to the manner pointed out by law for the election of members to the Legislature. .
