(ienml lirriu*n'* Krpiirl. We publish to-day the test of Gen eral Suerman’s uunuul report show ing the total strength of the army and its disposition. The combatant, force of the army, exclusive of stuff, recruiting parties, and the loug list of uon-elleotive, is 24,331 men, all of whom we arc informed, are as active ly employed ns though war existed. Their employment lain lighting lu dimis, and,as Gen. Sherman with un necessary delicacy puts it, ‘‘in pro tecting the weak ugainst the preju dices of the strong |iu coses of civil elections.” Gen. Sherman says very little about the last named duty —per haps the less said about it the beiter-but proceeds to tell, what givos its chief interest to his report, how it catno to pass that a strong force of United Htutes troops suffered such disastrous defeat at tue hands of a baud of sava ges, as that which occurred on the banks of the Rosebud to Custer and the Seventh Cavalry. In 1875 the In dian Bureau estimated the Sioux un dergoing civilization at 42,778, of which number only 3,000 were by final estimation reckoned as hostile Indians. The Commissioner of In dian Affairs reccommeuded, as the best way to deal with these, the com pulsory settlement of the Northern non-treaty Indians under Sitting Bull, and a subordinate officer of the department supplemented this advice with the reccominendation that it should be done “this winter (1875), and the sooner the better.” Adopt ing the suggestion, orders were given through General Sheridan to Gener al Crook to prepare to carry out this programme, but at the last, moment the Secretary of the Interior inter vened and declared his intention to lirst send out runners to call the In dians in to the reservations. Probably the Indians were not in want of rood or ammunition, for they treated the invitation with silent contempt and employed their time, as we know, in a totally different way. Then came the time when something more prac tical t han issuing invitatfous to come in and be good was requisite, and General Sheridan instructed General Crook “to reduce these lodiaus to subjection,” though we learn from • the report that it was easier to order the reduction than to effect it, and that the ex|>edition “was not conclu sive or satisfactory.” Since the troops havo taken the matter entire ly into their own hands, the Sioux power seems to have faded away. The greater part of the hostile Indi an forco has surrendered, and the remainder ure so hemmed in that, their captivity is merely a question of a short time. But the Custer disaster and the first unsuccessful expeditions in March afford conclu sive proof, if any were necessary, that the Indian question derives }>art of its difficulty from the fact of its management at Washington. That rascality of various kinds was rampant in this department we have well known, but we were hardly pre pared to find that the officials from whom correct information should have been received, were as ignorant as others were venal. The disasters of the summer were due, not to un due rasti ness on the part of Custer, but to the fact that the officers of the Indian Bureau were too busily engaged in their own affairs to pay proper attention to what the Indians were doing.—.V. Brownsville, Texas, Nov. 27.— A courier arrived to day from Guana juato, the native State of Iglesias, Chief Justice and e.r-ojfirio Vice- President of Mexico, with news that Is’lesiits, had assumed the powers of President of the Republic in default of a legal election, and that lie had appointed a full Cabinet and other Federal officers. The people of Gu anajuato were enthusiastic iu hissup poit and had raised a large sum of money to sustain his Government, Diaz and the revolutionists all recog nize Iglesias as the legitimate Presi dent. Matamoras is the only place east of Bierra Madre held by the partisans of Lerdo. An agent of Iglesius is here and said to bu treat ing for Its surrender to the new gov ernment and it is believed that Re ocultus, the Commander, will turn over to Iglesias. The Lerdo Govern ment ha 1 acknowledged the English debt, and is reported to have nego tiated a further loan of sl,9ortpoo, which has excited a national feeling against Lerdo. Five American citizens went over to Matamoras yesterday on a visit, and were insulted and assaulted by Mexican officers, and then arrested and thrown into prison, and were fined this morning from S2O to s&ISU each, or two mouths’ hard labor on the public works. This outrage has created profound excitement on this side, and offers of hundreds of men are coruing in to aid iu their rescue, if necessary. Unless our Govern ment takes steps to prevent a repeti tion of these outrages, there is great danger of an early conflict on this border. Price or Fall River Prists.—The Futl River (Mass.) Metes says of the market for prints: “The demand for spots and futures has been active during the week, and sales aggregate about. 200,000 pieces. Tlie week open ed with offers from printers of 4? cents cash, and closes at 4J cents cash. Some contracts have been made from January to April at 4J cents, thirty days. The sharp ad vance in cotton has added fully one eigbth of a cent per yard to the cost of goods, and manufacturers’ must realize a corresponding advance to enable them to obtain a moderate profit. The rise in cotton seems to have given a stimulus to trade on the other side of the Atlantic, and inqui ries are being made for American print cloths at a half cent per yard advance on former prices. Pont suddenly, breaks forth in devotion to “Law, and yet it permits its Washington corres pondent to publish that the Federal courts will attempt by habeas corpus to release those in prison for con tempt of the South Carolina Supreme Court, and docs not rebuke the sug gestion as revolutionary. If the Fust ever knew or could remember the case of Dorr, in Rhode Island, it would kno%v that the Federal courts attempted just that for him when he was convicted and imprisoned for treason against that State. The ef fort was made on the plea that the law of Rhode Island, under which he was prosecuted, was repugnant to the Federal Constitution and laws. The Supreme Court said it was clear there was no power at common law to releaso him, nor by any Federal Stat ute. It added: “Neither this nor any other court of the United States, or Judge thereof, can issue a habeas corpus to bring up a prisoner who is in custody under a sentence or execution of a State court, for any other purpose than to be used as a witness. And it is im material whether the imprisonment be under civil or military process.” When a State court com mils a party for a contempt, the adjudication is a conviction, and commitment ii exe cution. Tho following is an oxtract from a description, published in the New York Tribune, by the wel known agriculturist, Solon Robinson: All the farmers were of the “well to do” sort, and some of them, who have turned their attention to fruits aud market gardening, have grown rich. The soil is loam, varying from sandy to clayey, and surface gently undulating, intersected with small streams aud occasional wet meadows, in which deposits of peat or muck are stored, sufficient to fertilize the whole upland surface, after it has been exhausted of its natural fertility. It is certainly one of the most extensive fertile tracts, in an almost position, and suitable condition for pleasant farming, that we know of this side of the Western prairies. W’e found some of the oldest farms apparently just as profitably productive as when first cleared of forest fifty or a hundred years ago. The geologist would soon discover the canee of this continued fertility. The whole country is a marine deposit, and all through the soil we found evidences of calcareous substances, generally in the form of indurated calcareous marl, showing many distinct forms of ancient shells, of the tertia ry formation; and this marly substance is scattered all through the soil, in a very comminuted form, and in the exact condition most easily assimilated by such plants aa the farmer desires to cultivate. * EVERYBODY SUITED.
