Neuman, Committee, Atlan ta, Xia: Gentlemen— l very deeply regret my InaDility to accept the kind invi tation tendered me by your commit tee to be present ana participate in the torchlight procession this even ing, in honor ol the election of Gov. Tilden to the office of President of the United States, and of Gov. Hen dricks to the position of Vice Presi dent,and to deliver an address at the Markham House on that occasion. During the time I was engaged in attempting to secure a fair count of the vote in Florida, I was token with pneumonia in my left liing, from which I suffered very severely. And my physicians advise me that I would be in danger of a relapse if I should expose myself to any extent in the night air, or attempt to deliv er an address in the open air. Under these circumstances I am obliged to deny myself the very great pleasure it would have afforded me to partici pate with you in these exercises and in the general rejoicing which our people must all feel in the prospect of an early deliverance from the tyranical military administration of the government under which we now live. We are, in my opinion passing through a very critical and trying period. The Democratic candidates for Electors for President and Vioe President no doubt carried the States of Louisiana, South Carolina and Florida, as fairly as they carried New York though not by so great a ma jority. But in each case, a Canvass ing Board of unscrupulous Radicals has counted in the Hayes Electors by tbrovnUg out Democratic counties and precincts under the most shallow pretexts, sufficient to change the re sult. If this sort of Injustice and un fairness is to be tolerated by the peo ple of the United States, ana the can didate who was fairly defeated is to be inaugurated by military authority, and the country should acquiesce in such an outrage, the whole character of our Government is changed, and in the future it cannot be denied that we live under a military despotism. If ori the other hand these fraudulent decisions are set asideand the will of the people is respected, and the Dem ocratic candidate who has been fair ly elected is peaceably inaugurated, we shall soon see the Administration returning to the old landmarks of the fathers. The military will then be subordinated to the civil authori ty iu times of peace, and local self government and constitutional liber ty will be guaranteed to us and our posterity. Under these circum stances no patriot can feel uncon cerned when he contemplates the great Issue before tls, and tno mighty interests which hang upon a correct decision. I have great fiiith that, the illegal outrages which have been perpe trated in Louisiana, South Carolina and|Florida will be exposed by the Congressional Committees sent to those States; and that the Congress of the United States will find no difficulty in reversing these fraudu lent decisions and counting the votes for the Democratic candidates who were fairly elected by the people. In Florida we left a mass of evidence in the hands of the Democratic Central Committee of that State to be laid before the Congressional Committee, which will I trust enable them to come to a correct conclusion without much delay. It however the just expectations of the country should be disappointed, and the Senate of the United States should adhere to and sustain the fraudulent acts perpetrated by the Radical boards in the three States above mentioned and should attempt to count the vote given in each of those States lor Hayes and Wheeler, on the ground that they have no right to go behind the certificate of the Governor and the great seal of the State; then the couutry will still be relieved by the application of their own rule in the case of the State of Oregon, where one vote is given to THden and Hendricks, with all the sanction of the Governor’s certificate and the great seal, that are required, or given in any other State. If we count this vote, we have the 185 necessary to a choice, and Tiiden and Hendricks are legal- Jy If the Radical Senate insists on going behind the certificate of the Governor and the seal of the State in the case of Oregon, the same rule must be applied, and would be insist ed upon, by the House of Represent atives in the case of the three South ern States above mentioned. And the result would necessarily be the rejec tion of the votes cast there for Hayes and Wheeler,.because they were Ille gally and fraudulently cast. Under these circumstances I do not see how even the Radicals can escape the just conclusion that Tiiden and Hend ricks are fairly.eleoted. If the Democracy of the North and the House of Representatives in Con gress stand firmly by the right, and unflinchingly maintain thejusticeand legality of the election of the Demo cratic candidates, the South will stand at their back, and they will quietly inaugurate Tiiden and Hen dricks, and peace and prosperity will be restored to the country. Believing that this will be the re sult, andfeehug that It gives us great cause for congratulation and rejoic ing, I sincerely unite with you in the joy to which you will give expression on the present occasion. Humbly trusting that the rights and liberties of the people which, by the favor of a kind Providence, were transmitted to us by our revolutionary fathers of 1776, may be petmetuated to the latest generation ; ana that the old Demo cratic flag of the Union, with consti tutional liberty and local self-govern ment inscribed upon its folds, may float forever in the ascendant, I am, with grateful respect, Your fellow-citizen and ob’t sv’t, Joseph E. The following is an extract from a description, published in the New York Tribune, by the wel known agriculturist, Solon Hobinson: All the farmers were of the "woll to do" sort, aud some of them, who have turned their attention to fruits and market gardening, have grown rich. The soil is loam, varying from sandy to clayey, and surface gently undulating, intersected with small streams and occasional wet meadows, in which deposits oi peat or muck are stored, sufficient to fertilize the whole upland surface, after it has been exhausted of its natural fertility. It is certainly one of the most extensive fertile tracts, in au almost level position, and suitable condition for pl<mnant farming, that we know of this side of the Western prairies. We fonnd some of the oldest farms apparently Justus probably productive as when first cleared of forest fifty or a hundred years ago. The geologist would soon discover the cause of this continued fertility. The whole country is a marine deposit, and all through the soil we found evident#!; *of calcareous substances, generally in the form of indurated calcareous marl, showing many distinct forms of ancient shells, of the tertia* ry formation; and this marly substance is scattered all through the soil, in a very comminuted form, and in the exact condition most easily assimilated by such plants as the farmer desires to cultivate, ' „ M.
