We were glad to see this genial gentle
man upon our streets again on yesterday.
Time seems to have wrought but little
change in bis personal appearance. He
was once one ot the justices of the inferior
court ot Muscogee county. But since the
war has removed to Opelika, Ala., where
be now enjoys a lucrative practice in the
legal profession. The judge has always
advocated the cause of organised democ
racy and did good wotk for hie party last
year in Lee county. He la a line declalm
er. We copy from the Opelika Observer
the following extract from a speech made
by him at a public dinner in Russell coun
ty, Ala.:
“A Bussell county audience are no Etran
gere to me. In youth I sported on the
river that washes your eastern border,
snared the fish that swarmed along Its
currents, chased the nimble stag o’er its
bills and among its glens, and deep the
unmixed joys of early friendship. The
ashes of my ancestors sleep in the bosom
of your couuty. May vestal fires, tended
by arch angels burn about their sepul
chre—till Gabriel unfastens the silver
trumpet that hangs beside the great
white throne to summon all to their final
account.”

New York beats anything that I have
heard of lately, but It waa exactly right;
because a man la rich is no reason why
he should not serve his country in that
way as well as the poor man. It does me
good to see them take them down a but
tonhole when they get too big for their
breeches. I don't believe that it 18 beet for
a man to have too much money, for its
more than apt to turn him a fool, and
make his neighbors hate him. But for
all this I like to have it, and am never so
happy as when I have a stuffed wallet.
When Aaron Burr was a wandering exile
In France he said that two half pence were
better than one pence, for one may hear
two half pence jingle and refresh himself
with the music. Fine thought, sweet
sound.
Poor Burr the finest specimen of hu
manity in natural gifts the world ever
produced, and yet the most vilified, so
scorned, bo hated, that the Blab that
marks his resting place had to be placed
there etealthily by night. He had faults,
grievous ones, but history has done him
wrong.
Well, the investigation of the sheriffalty
contest Is over, and it now remains for
Marse, Alex to pass judgment. No <Uy
has been fixed for the argument, as the
“government" 1b eff this week. He is all
brains and whatever he does is generally
right.
Last Saturday was justice court day,
and we had a lively time all day. I goto
Pine Knot to-morrow to measure arms
with Carey, and I txpect a lively tussle.
He is no dwarf in Intellect or body, and
he is hard to fling. You ought to have
seen him down here last week smiling on
and visiting the fair Bex. Somebody said
he was an "adventurer.” Ask him about
it.
We have the beet country school in lhe
state. It numbers eighty scholars. Prof.
Murphy Is a wheel-honse In the way of a
teacher, and Miss Julia Allums can’t be
heat the world over. The discipline Is ex
cellent, and everything goes on in apple
pie order. Their praise Is on the lips c!
every patron and there has not been a
dissenting voice.

Meeting of City Connell.
The city council met last night. Pres
ent a full board. Rules were suspended
and the tax ordinance was taken up on
its second reading.
On motion of Aiderman Dillingham, th 1 '
taxon real and personal propelty was
fix’d at 1 par cent, instead of 1%.

Noes.—McEachern, Jordan, Brannon,

The motion of Al Irman Everett to
change tax on flying jennies to $lO per
quarter was lost.
The motion of Aiderman Everett to strike
out the special tux on merchants was
lost.
Aidermen Allen and Everett voted aye,
and the others no.
The motion of Alderman Allen to re
duce special tax on merchants to $3), S2O,
$lO respectively, was lost.
The motion of Alderman Behue-slea to
make the tax on builders and contractors
as follows: Those taking contracts under
$3,000, $10; between $3,000 and SIO,OOO, S2O;
over SIO,OOO, S3O.
The tax on real estate agents was con
strued to Include all persons who received
rents or rented property lor compensa
tion.
The ordinance was then adopted.
The proposed contract with the Vas
company was taken up.
On motion of Aiderman Scheussler, the
word "exclusive" preceding "privilege
and franchise to open streets,” etc., was
stricken out.

court house square was granted.
The petition of several citizens of the
Sixth ward for a lire hydrant at the inter
section of Troup and Fulton streets was
referred to committee on water works
with power to act.
The petition of W. A, Swift, to erect
posts in center of Broad street for stretch
ing electric wires was granted. The work
to be done under the direction of street
commmittee.
The meeting then adjourned.

WASHINGTON LETTER.

Wa-HINGTON, Feb. 12. 1883.
In spl’e the inclemency ot the weather,
it being, according to the oldest inhabit
ant, the worst weather known at the cap
ital, congress is in remark ibly good
health. This seems all the more remaik
ble when it is known that both
houses have been holding night sessions
which are not unusually protracted until
eleven o'clock. But, herein lies the se
cret of the robust health of congress.
While winter rages wrhout In east wind,
snow and sleet, the vast capitol of the
Uult id States has the climate of Florida,
and members and senators, tut off from
their accustomed saturnalia of late eup
pers and drinking bouts are enjoyit g the
good health which regular h ure, ab
stemiousness, andtempera .ee bring.
Still harping on the tariff is what may
ba said of both the house and senate. They
are near the end of debate on this subject,
because they are near the end of the ses
sion, but it cannot be said they are any
nearer the solution ot this vexed question
than they were one week ago.
As for society, dear mealy mouthed
society, she is now trying the pious dodge
and devotional racket. She arises early
and goes to church every morning, and in
the afternoon, she goes to vespers—then
In the evening she goes to the theatre, or
pulls down the blinds and has a game o 1
cards or a dance at home, Wbat a beau
tiful thing is religion with ail the latest
improvements and novelties:! The lenten
season is ob erved more formally In
Washington than In any cl y’of the
United States. Many society people, and
especially those of the army and navy are
Catholics, and th y are very punctual In
their observance of this season, it is plain
even to a casual observer that the Catho
lics have made a great effoit to establish
themselves firmly in Washington. They
have no less than nine church edifices
here, as well us an university, convents,
schools, asylums and hospitals.

hours. Notwithstanding the too large
number of clerks employed, government
work Is so much behindhand that a num
ber of the chiefs ot the different offices

sect. I feel very indignant at this worse
than rotten state ot things. I have seen
so much of it. It Is such an outrage on
the p ople of the United States who are
taxed to support it, that I desire to
contribute my mite towards mous
ing public sentiment against a
wrong that voters remote from Wash
