it. In the main the condition of the
county according to this report, is
not bad, though their are some point?
that may be noticed as matters that
might be improved. Among t hern

hands of the County Treasurer, and
no debts unpaid. The question is
why so much money wrung from the
people to be locked up in the bands
of the County Treasure! 7 If it is to
be collected and held for future us<>
the County Commissioners should
require it to be placed in barks where

ing this large surplus, it will be re

country as we know It, mile by mile,
for a distance of a hundred miles, be

•arms impossible that the cost can
much exceed ten thousand dollars
per mile, even with steel rails. But
the great trouble with roads Is
••water.’’ It appears to be impossi

out flooding them with "water.”
They are genaraily built on a credit
•nd the stockholders not only
aspect the roads to pay them
a dividend on stock that they
have never paid tn full for, but also
to pay the interest on bonds nego
tiated at a discount, to raise the
building fund. As a proof of the cor
rectness of this view of the case, we
