CLEVELAND AND WHITE
COUNTY CELEBRATE
To the little mountain city of
Cleveland, in White County, the Ladi¬
no Clover Festival to be held there
Aug. 22, marks a rejuvenated atti¬
tude tjiat has been responsible for
that town and county being placed
high up on the list of progressive
communities of the State.
It has been only a comparatively
short time since Cleveland gave the
appearance of a decrepit little cen¬
ter in its last throes of usefulness.
Vainly the city fathers sought for
improvement. They wanted industries,
small industries, naturally, but even
those turned a deaf ear to their
pleadings.
It was then that Cleveland leaders
went into a session of soul-searching.
And some time ago they came up
with the answer. Cleveland, they
judged, needed a general cleati-up
first of all. Regardless of the nu¬
merous other advantages which in¬
cluded an adequate labor supply, a
fine location and good people, no in¬
dustry wanted to locate in a town
that presented an unkempt appear¬
ance.
The clean-up campaign went over
big. It wasn’t one of those superflu¬
ous jobs that paint up and patch up
in a few obvious places. This cam¬
paign involved every man, woman
and child in the town. It cleaned the
weeds and debris from the back lots
and it brought new store fronts and
paved streets. *
Today, Cleveland is one of the tidi¬
est towns in the State. And it is the
proud home of several small indus¬
trial plants, not to mention a Bap¬
tist junior college.
All these have come not, perhaps,
as a direct result of a clean-up cam¬
paign, but certainly as the natural
fruit of a revised attitude which first
manifested itself in a determination
to make the town attractive.
And the farmers of the county
have kept full pace. White heads the
list of all counties in the nation par¬
ticipating in the Soil Conservation
program, 700 of th‘e county’s 900
farmers being enrolled. And 350 of
those farmers have planted ladino
clover and grasses where cattle can
graze 10 or 11 months a year even
in the mountain climate. That is why
the Ladino Clover Festival wall be a
big day in Georgia. White County have
Cleveland and
established an enviable record which
will be a spur to other Georgia com¬
munities.—Editorial in The Atlanta
Constitution, Aug. 16, 1947.

Dr. HUGH H, BENNETT
Chief, Soil Conservation Service
WARNING
Ivan B. Tannehill, chief of the j
government’s Weather Bureau fore¬ 1
cast division, warns that the nation’s
warm-weather trend since 1875 re¬
versed itself seven years ago and
we are headed for a new cold- weath¬
er cycle.
An old man going a lone highway,
Came, at the evening, cold and gray,
To a chasm, vast and deep, and wide,
Through which was flowing a sullen
tide.
The old man crossed in the twilight
dim j
The sullen stream had no fears for
him;
But he turned when safe on the other
side, j
And built a bridge to span the tide.
“Old man,” said a fellow pilgrim,
near,
“You are wasting strength with
building here;
Your journey will end with the end¬
ing day;
You never again must pass this way;
You have crossed the chasm, deep
and wide,—
Why build you the bridge at the even
tide?”
The builder lifted his old gray head:
“Good friend, in the path I "have
come,” he said,
“There followeth after me today
A youth, whose feet piust pass this
This way- chaasm, that has been naught
1
to me, ,
To that fair-haired youth may a pit¬
fall be.
He, too, must cross in the twilight
dim;
Good friend, I am building the bridge
for him.”

LADINO CLOVER FETE
FOR WHITE COUNTY
By Ralph T, Jones
It i_s seriously to be doubted if
there is any one development in this
country of more vital import for its
future wealth and welfare than the
Soil Conservation program, led by
the Soil Conservation Service at
Washington.'
Too few Georgians know, however,
that a comparatively small Georgia
County tops all Counties in the
United States in participation in the
Soil Conservation program. That
County is White, in North Georgia
and Cleveland is the County seat.
Out of 901) farmers in White Coun¬
ty, 700 are co-operating with the
'■oil Conservation Service. Among
these, 350 have planted ladino clover
and grasses to make improved pas¬
tures. Pastures which can be grazed
front 10 to 11 months out of the year
and pastures so fine that farmers
from a dozen neighboring counties
visit White to see and to learn.
So, on Aug. 22—next Friday—they
will hold the Ladino Clover Festival
at Cleveland. Several thousand visi¬
tors are expected and it is the hope
of White County that the Festival
, iff air.
FAMED SPEAKER
Topping the formal program for
the day is Dr. Hugh If. Bennett,
Chief of the Soil Conservation Serv¬
ice at Washington. For such an oc¬
casion it would be impossible to se¬
cure suitable a more distinguished or more
speaker. For Dr. Bennett is
the authority, par excellence, on soil
conservation. He will not only de¬
liver an address, but will visit a num¬
ber of White County farms to see,
in practice, the theories he first ex¬
pounded to the nation.
It was in 1905 that Dr. Bennett
Jiegan a long seriese of experiments
seeking to halt the disastrous soil
erosion which was robbing the farms
of the nation of their richness. To¬
day the soil conservation methods he
worked out are not only used all over
the United States, but* are copied in
at least six other countries, while
prominent agriculturists from many
lands are constantly seeking his ad¬
vice.
How thoroughly Georgia has turned
to soil conservation may be evi¬
denced in the words of a widely ex¬
perienced aviator who said that, of
all the States and all the countries
over which he had flown, Georgia is,
from the air view, the most beauti¬
ful, This because of the rich colors
of her soil and, even more, because
°f the contour plowing on her farms.
Such plowing is an essential factor
in any soil conservation program.
Farmers and businessmen from
every County in Northeast Georgia
will be in Cleveland on Aug. 22. That
is certain. In all probability Counties
from other sections of the State will
be well represented, too. And it would
not be surprising if several other
States sent observers to the affair.
For the fame of White County, as
a soil conservation center, is not'con¬
fined to this State. It is spoken by
farmers all over the nation.
And i can remember the time, not
so White many years ago, either, when
typical was frequently referred to
as a “backward” Georgia
Countv.
SMALL FARMS
Today it needs only a few hours’
journey along- the White County
roads, a few hours of viewing the
many small farms, to see that feu
rural communities can surpass this
County- in the speed and in the in¬
telligence of its agricultural develop¬
ment.
It is a green County. Not only- the
pastures of ladino clover, but the
fields of wheat and oats and corn
k£ep there the panorama, here ami there, richly green,
are, fields of
cotton that promise high yield of the
staple come harvest time.
And there are many herds of cat
' ■.■—beef cattle which grow fat on
Hie famed White pasture lands.
There is reason galore why White
County should celebrate with its La¬
dino Clover Festival next Friday.
And I am quite sure that Dr. Ben¬
nett himself will return to his Wash¬
ington office with renewed enthusi¬
asm for his own life work as the
apostle of soil conservation.—Atlanta
Constitution, Aug. 18, 1947.
