Not that we do not agree with
the President in his belief that

Congress has acted unwisely.
The President was right to veto
the $1-7 billion military con¬
struction bill because it unduly
cut back Pentagon power to
close down unneeded facilities.
Similarly, we feel that the
President was right when, in
reluctantly approving $1 bil¬
lion in military pay raises, he
said that this was too high.
But the old saying that
“what’s sauce for the goose is
saue for the gander’’ has some
application here, Time and
time again this year the Presi¬
dent has led, capoled or driven
Congress to pass new and
revolutionary bills with multi¬
billion dollar price tags. In¬
deed, this is clearly one of the
spendingest peacetime sessions
of Congress which ever sat.
As any housewife knows, ex¬
travagant spending tends to
become a habit. And Congress
(indeed, especially Congress) is
just as likely to wish to spend
money to attract votes as is
the administration. Had the
President successfully sold
economy on the White House’s
own bills, he would have had a
stronger arguing point with
Congress when it came to the
latter’s extravagance on the
two military measures.
While the President is right
in believing that these two bills
would cost the country hund¬
reds of millions of dollars un¬
justifiably, it is equally true
that an even larger number of
recent administration bills will
cost the country far more and
with little more justification.
The aid to education bill, the
omnibus housing measure, the
antipoverty program, medi¬
care—to name but some—are
all open to the charge that
they could have been drafted
more thriftily.
If the White House sets an
example of thrift—but not of
parsimoniousness — this will
have a powerful effect not only
on Congress but on the country
as a whole. And the opposite
is equally true. Thriftlessness
in one direction will engender it
in another.
With its many monumental
and inescapable obligations
both at home and abroad, the
United States Government can¬
not avoid spending colossal
sunn of money each year. Nor
is it possible to foresee any
early reduction in these obliga¬
tions. Yet this very fact is a
powerful argument for econo¬
my where economy is possible.
And it is possible in far more
instances than the administra¬
tion apparently has recognized.
