Important Post Office Regulation.
It will be seen from the following, that af
ter tlio Ist November all unpaid domestic let
ters sro to be sent to the Dead Letter Office :
P. 0. Department. Oct. 8, 1860.
Whereas, by act of 3d March, 1865, the
postage on ull letters, except such a* are *.u.-
titled to pass free between places in the Uni
ted States, is required to be prepaid; and
whereas, the Department, through courtesy,
ha* hitherto, at considerable labor and ex
pense, notiffed the parties addressed, in all in
stances in which the writer failed to prepay,
that their letters would be ferwardod on re
ceiving the postage due thereon; and where
as, iustead of diminishing, the number of such
letters continues to increase, thus (bowing that
the omission to prepay is intentional, it is
therefore ordered that, from and after the Ist
day of November, 1860, all each unpaid let
ters bo sent to the dead Letter Office, to be
disposed ot in a like manner as other dead
letter*.

How the Slate* Uleel.
Each State in the Union fixes its laws with
regard to the election of Presidential Electors.
Georgia we are informed is the only Stat<-
ihat requires a majority of the whole vote to
elect. Massachusetts a few years ago ha<i
the sama law that Georgia has now but the
running of abolition tickets in that state led to
•o much confusion that the law was altered ;
and now a plurality elects. In the other
states, if our information is correct it makes no
difference how many tickets are run, the high
est vote elects except in Siutb Carolina, where
the people do not vote at all, the electors by
the legislatur*.— American Union.

‘hit’ at the Bell and Douglas fnsiou,
was got off by our old friend, “Uncle
Pete,” at the hotel in this place. iJnv
orl gentlemen were at Wells’s, and their
conversation naturally turned upon p-di-i
tics. Udicle I’ele, (who. by the way, is !
known to tuke a “ wee dlirop too much,” I
sometimes,) chanced to “ stagger” in
about this time, being full “ thtee sheets
in the wind.” After gome casual remarks
had been addressed to Uncle Pete, one
ol the gentlemen asked him what party
he belonged to— if he was for fusion, or
auti fusion ? To which he replied :
“ Wall, gintlcmcn, (hie) I ain’t at all
partic’lar, (hie.) Fact o’ the business is, i
(hie) gintlcmcn,—to tell you (hie) the j
truth, for my part, (hie) I can’t pco one
cent’s difference in the two men 1”
