School beauty pageant
to be held March 7
The “Miss Jenkins County
Schools Pageant” will be held
Saturday, March 7, in the new
Jenkins County gymnatorium.
There will be three competi
tion categories: elementary
school, grades 3-5; middle
school, grades 6-8; and high
school, grades 9-12. All contes
tants will be judged solely on
formal wear, except for the high
school students. In addition to
formal wear, high school stu
dents will answer an interview
question. Trophies will be
awarded for first, second and
third places in each age cat
egory.
Applications may be picked
up at the offices of the Jenkins
County Elementary School,
Jenkins County Middle School
and Jenkins County High
School by Feb. 23.

erty taxes down and make sure
that reassessments are fair.
Aside from property taxes,
there were also two important
announcements this week. The
House Agriculture and Con
sumer Affairs Committee an
nounced the creation of a new
special subcommittee. The sub
committee will take a broad
look at the overall agricultural
standards in the state of Geor
gia. After the recent problems
at the Peanut Corporation of
America plant in Blakely, Geor
gia, I am happy to see the House
take this proactive step. This
subcommittee will ensure that
Georgia remains a leading pro
ducer of agricultural products in
the country. I am proud to be
part of this committee.
Also this week. Governor
Sonny Perdue, Lt. Governor
Casey Cagle and Speaker Glenn
Richardson announced their se
lections for members of
Georgia’s regional water plan
ning councils. These 10 regional
councils will create regional
water development and conser
vation plans for each of
Georgia’s major river basins. It
is my hope that these regional
councils will make certain that
our water resources are used
wisely as we continue to imple
ment water planning and con
servation strategies.
As the economy worsens, un
fortunately crime in Georgia is
increasing. HB 140 relates to
the Georgia Bureau of Investi
gation and would create a state
wide blue alert system to in
crease the apprehension of vio
lent criminals who kill or seri
ously injure local, state, or fed
eral law enforcement officers.
This bill is in the House Rules
Committee and if passed would
ensure the protection of our of
ficers in Georgia and would
make certain that violent crimi
nals are apprehended.
This past week in the House
was one of serious scrutiny as
we carefully consider the best
avenues for balancing our bud
get. Just as every family in
Georgia is facing tough deci
sions about paying bills with
less income, as legislators we
must be responsible and me
thodical in our approach to mak
ing decisions regarding our
state. My responsibility to you
is my concern and I will keep
you informed as the legislative
session proceeds. Every legis
lator is accountable to the
people he or she represents and

On Thursday, the Senate
passed a proposed constitu
tional amendment that would
restrict future midyear budget
appropriations to education
funding, additions to the state
reserve fund or repayment of
state debt. No other new spend
ing would be allowed without
two-thirds approval of the leg
islature. SR 1 would apply
when economic growth results
in higher-than-expected rev
enues, which is certainly not the
case this year, with the state fac
ing a nearly $3 billion revenue
shortfall. As a constitutional
amendment, the proposal still
needs two-thirds approval by
the House of Representatives
and majority approval by Geor
gia voters in the 2010 general
election.
The Senate also voted 49-4 in
favor of legislation that would
enforce the state’s seat belt laws
for pickup truck drivers and
passengers. Pickup trucks are
currently exempt from seat belt
requirements, costing Georgia
millions of dollars each year in
federal highway funding. Un
der SB 5, which now goes to
the House for its consideration,
an exception would still be
made for trucks while they are
being used for agricultural pur
suits.
In response to the case of the
Peanut Corp. of America plant
in Early County, a Senate com
mittee has approved legislation
that would require Georgia
manufacturing plants to regu
larly test their products and re
port any findings of contamina
tion. SB 80, which came out of
the Senate Agriculture & Con
sumer Affairs Committee, is in
tended to raise a “red flag” if a
manufacturer finds salmonella
or another type of contamina
tion in its food products.
Under the bill, the state De
partment of Agriculture would
launch its investigation earlier
in the process and the company
would be required to keep
records of the tests for two
years. SB 80 now moves to the
full Senate for a vote.

NOTICE OF SALES AND USE TAX
FOR EDUCATIONAL PURPOSES
ELECTION ON MARCH 17,2009
Pursuant to a resolution adopted by
the Board of Education of Jenkins
County (the “Board of Education”), the
managing and controlling body of the
Jenkins County School District (the
"School District”), on December 15,
2008, and a call of election issued by
the Judge of Probate Court of Jenkins
County, as Election Superintendent for
Jenkins County, notice is hereby given
as follows:
On March 17, 2009, an election will
be held in Jenkins County to submit to
the qualified voters of the School Dis
trict the following question:

() NO
Shall a one percent sales and use
tax for educational purposes be im
posed in the Jenkins County School
District for a period of time not to ex
ceed twenty consecutive calendar quar
ters and for the raising of not more than
$5,258,175 for the purpose of retiring
previously incurred indebtedness of the
Jenkins County School District and to
pay the costs of (i) construction and ren
ovation of athletic facilities at the Jen
kins County High School including, but
not limited to, new track improvements,
(ii) acquisition of school busses and oth
er necessary personal property and
equipment and (iii) acquisition of com
puters and related technology and safe
ty and security upgrades?
2. All qualified voters desiring to vote
in favor of imposing the 1% sales and
use tax for educational purposes (the
"Educational Sales Tax”) shall vote
"Yes” and all qualified voters opposed
to levying the Educational Sales Tax
shall vote “No.” If more than one-half of
the votes cast are in favor of imposing
the Educational Sales Tax then such
tax shall be imposed beginning July 1,
2010 or the first day of the calendar
quarter following termination of the Ed
ucational Sales Tax presently in effect
in Jenkins County and shall cease to be
imposed on the earlier of (a) twenty cal
endar quarters after the tax is imposed
or (b) as of the end of the calendar
quarter during which the Commissioner
of the Georgia Department of Revenue
determines that the Educational Sales
Tax will have raised revenues sufficient
to provide to the School District net pro
ceeds equal to or greater than the
amount specified as the maximum
amount of net proceeds to be raised by
the Educational Sales Tax.
3. The School District heretofore has
issued its $5,050,000 in principal
amount JENKINS COUNTY SCHOOL
DISTRICT GENERAL OBLIGATION
BOND, SERIES 2005 (the “Series 2005
Bond”) for the purpose of financing cap
ital outlay projects of the School District,
as authorized by a majority vote of qual
ified voters in Jenkins County voting in
an election held March 15, 2005. If re
imposition of the Educational Sales Tax
is approved by the voters of Jenkins
County on March 17,2009 and imposed
beginning July 1, 2010, proceeds to be
received from the Educational Sales
Tax of approximately $3,160,195 shall
be used to pay principal of and interest
coming due on the Series 2005 Bond
through December 1,2015, which is the
final maturity date for the Series 2005
Bond. The School District may apply
interest earnings or other funds avail
able in the debt service account main
tained for the outstanding Series 2005
Bond to assist in the retirement of such
bond.
4. In addition to the retirement of the
Series 2005 Bond, the Board of Educa
tion expects to use proceeds from the
Educational Sales Tax to fund all or a
portion of various capital outlay projects,
including architectural and engineering
fees and necessary contingencies
throughout the Jenkins County School
System, including (i) construction and
renovation of athletic facilities at the
Jenkins County High School including,
but not limited to, new track improve
ment, (ii) acquisition of school busses
and other necessary personal property
and equipment and (iii) acquisition of
computers and related technology and
safety and security upgrades.
5. To the extent available, the
School District may combine available
funds from the State of Georgia with
proceeds from the Educational Sales
Tax, and any other available funds, to
pay the costs of the above described
capital outlay projects. Plans and spec
ifications for these projects have not
been completed, and bids have not
been received. Depending upon acqui
sition and construction costs and avail
able funds, the School District may es
tablish or reestablish priorities and
choose which capital outlay projects to
undertake or not undertake, or to delay
until additional funding is available, to
the extent that proceeds of the Educa
tional Sales Tax, together with other
available funds actually received by the
School District, are insufficient to com
plete all of the capital outlay projects.
6. The last day to register to vote in
the election is Tuesday, February 17,
2009. Anyone desiring to register may
do so by applying in person at the voter
registration office located at the Jenkins
County Courthouse, Millen, Georgia, or
by any other method authorized by the
Georgia Election Code.
7. The election will be held on Tues
day, March 17, 2009. The polls will be
open from 7:00 a.m. until 7:00 p.m.
This December 16, 2008.
