(Photo contributed) JCHS FCCLA visit the capitol Jenkins County High School’s Family, Career and Community Leaders of America (FCCLA) joined fellow FCCLA members at the Georgia State Capitol on Tuesday. Feb. 10. The Jenkins County FCCLA members participated in a scav enger hunt around the Capitol, visited the House of Representa tives, spoke with several repre sentatives from neighboring areas and even had their picture made with the Speaker of the House. They also visited the King Tut Exhibit at the Atlanta Civic Cen ter to view the burial remains from thousands of years ago, such as pottery, clothing, jewelry, fur niture and much more from an cient Egyptian Pharaohs’. Club sponsor Sumer Holloway stated, “The field hip was not only a fun experience for the FCCLA members of Jenkins County but an educational opportunity that will last a lifetime.” JCMS students attend FBLA Region Leadership Conference Jenkins County Middle School students who participated in the FBLA Region 4 Leadership Conference are, from left, Frank Hagins, Jenny Taylor and Donald Pennington. Not pictured is Carion Robertson. Four local Jenkins County Middle School (JCMS) students attended the Future Business Feaders of America (FBLA) Re gion 4 Leadership Conference in Swainsboro Jan. 27. They were Frank Hagins, Jenny Taylor, Donald Pennington and Carion Robertson. The conference was hosted by and held at Swainsboro High School. During the conference, middle level and high school stu dents had an opportunity to com pete in business related events, meet other FBLA members from across the region and attend work shops. The conference culminated with an awards ceremony. Three of the four students who attended received recognition dur ing that ceremony. Frank Hagins, local chapter president, won 1 st place in Business Computations; Jenny Taylor, chapter secretary, won 2 nd place in Business Spell ing; and Donald Pennington, chap ter vice-president, won 4 th place in Career Exploration. These stu dents will advance to the Georgia FBFA Middle Level Leadership Conference in Macon in March. One other student, Carion Robertson, did not compete, but represented the school well and served as the chapter photogra pher. “This is our first year of exist ence at the middle school. I am very proud of all our chapter rep resentatives this year,” said Pamela Luke, local chapter adviser. “I am delighted that these fine candidates represented Jenkins County Middle School so well.” For more than 65 years, FBLA- PBF, Inc. has helped high school, middle level, and post-secondary students successfully make the school-to-career transition suc cessfully. Region 4 of the Georgia FBLA organization includes Jenkins, Richmond, Columbia, Burke, Emanuel and several other counties. JCHS JROTC competes in Statesboro The Jenkins County High School JROTC Drill Team is still finding success at area drill meets with two first place finishes, one second and one fourth place in last week drill meet in Statesboro. With all nine teams participating in 12 events, Jenkins County con tinues to hold a strong lead in ba sic regulation platoon armed drill outdistancing South East Bulloch by 69 points. In platoon unarmed basic drill South East Bulloch outscored Jenkins by 111 points with Statesboro and Emanuel County placing third and fourth re spectfully. The War Eagles came back with a strong first in squad aimed basic drill outscoring SEB by 43 points. Swainsboro finished third and Statesboro and ECI came Birth in fourth and fifth. Squad unarmed basic drill was the most competi tive event with all nine schools participating for first place. Metter took first, thirteen points ahead of SEB; Statesboro finished third, Jenkins County fourth. Portal, fifth, Bryan County sixth, ECI sev enth, Jeff Davis eight and Swainsboro ninth. Jenkins County did not enter a color guard this week due to both color guard commanders having obligations that prevented their participation. The team is at the halfway point of Drill Season with an away meet at Swainsboro following Bryan County, then Jenkins County will host on Feb. 28. On March 7, South East Bulloch will host the Area 9 Championships with the top three teams qualifying for the State Championships to be held at Fort Gordon in Augusta on March 2. Team members are: Brianna Joiner, Marquis Moody, Tay Tay lor, Carneshia Bell, Courtney Johnson, Ra’Shon Brady, Lewis Williams, Anthony Ricks, Jerome Taylor, Ladeshia Simpkins, Latoria Wimberly, Brittany McKinney, Jared Hackworth, Paul Salter, Chris Hillis, Keondra Kelly, Andres Jeronimo, T J Flakes and Willie Watson manager. Bryan County High School is located in Pembroke, if you would like to come see your War Eagles in competition. Admission is free and concessions are available. Mr. and Mrs. John Herrington III of Perkins announce the birth of their daughter, Lillian Frances, on Feb. 10, 2009. Lilly was born at University Hospital in Augusta, weighing 8 pounds, 14 ounces and measuring 20% inches. Grandparents are Mr. and Mrs. John T. Herrington Jr. of Perkins and Dr. and Mrs. Joseph F. Griffin of Millen. Great-grandparents are Mr. and Mrs. John Thomas Herrington Sr. of Perkins. Lilly’s mother is the former Anna Frances Griffin of Millen. Hole-in-one recorded at Magnolia Country Club Sunday, Feb. 1, Nell Thomas of Millen recorded her first hole-in-one at Magnolia Country Club. Mrs. Thomas scored her hole-in-one on Number 4, 120 yards, par 3. Playing with her witness ing the feat were Pat Thomas and Wayne and June Cowart. Club Manager Tim Frawley stated that a hole-in-one is one of the rarest shots in golf. “It is a perfect shot,” he said, issuing congratulations to Mrs. Thomas. By placing an advertisement with The Millen News, the customer accepts the terms of this disclaimer. gpn9 -8A- EXHIBIT A NOTICE OF SALES AND USE TAX FOR EDUCATIONAL PURPOSES ELECTION ON MARCH 17,2009 Pursuant to a resolution adopted by the Board of Education of Jenkins County (the “Board of Education”), the managing and controlling body of the Jenkins County School District (the "School District”), on December 15, 2008, and a call of election issued by the Judge of Probate Court of Jenkins County, as Election Superintendent for Jenkins County, notice is hereby given as follows: On March 17, 2009, an election will be held in Jenkins County to submit to the qualified voters of the School Dis trict the following question: () YES 0 NO Shall a one percent sales and use tax for educational purposes be im posed in the Jenkins County School District for a period of time not to ex ceed twenty consecutive calendar quar ters and for the raising of not more than $5,258,175 for the purpose of retiring previously incurred indebtedness of the Jenkins County School District and to pay the costs of (i) construction and ren ovation of athletic facilities at the Jen kins County High School including, but not limited to, new track improvements, (ii) acquisition of school busses and oth er necessary personal property and equipment and (iii) acquisition of com puters and related technology and safe ty and security upgrades? 2. All qualified voters desiring to vote in favor of imposing the 1% sales and use tax for educational purposes (the "Educational Sales Tax”) shall vote "Yes” and all qualified voters opposed to levying the Educational Sales Tax shall vote “No.” If more than one-half of the votes cast are in favor of imposing the Educational Sales Tax then such tax shall be imposed beginning July 1, 2010 or the first day of the calendar quarter following termination of the Ed ucational Sales Tax presently in effect in Jenkins County and shall cease to be imposed on the earlier of (a) twenty cal endar quarters after the tax is imposed or (b) as of the end of the calendar quarter during which the Commissioner of the Georgia Department of Revenue determines that the Educational Sales Tax will have raised revenues sufficient to provide to the School District net pro ceeds equal to or greater than the amount specified as the maximum amount of net proceeds to be raised by the Educational Sales Tax. 3. The School District heretofore has issued its $5,050,000 in principal amount JENKINS COUNTY SCHOOL DISTRICT GENERAL OBLIGATION BOND, SERIES 2005 (the “Series 2005 Bond”) for the purpose of financing cap ital outlay projects of the School District, as authorized by a majority vote of qual ified voters in Jenkins County voting in an election held March 15, 2005. If re imposition of the Educational Sales Tax is approved by the voters of Jenkins County on March 17,2009 and imposed beginning July 1, 2010, proceeds to be received from the Educational Sales Tax of approximately $3,160,195 shall be used to pay principal of and interest coming due on the Series 2005 Bond through December 1,2015, which is the final maturity date for the Series 2005 Bond. The School District may apply interest earnings or other funds avail able in the debt service account main tained for the outstanding Series 2005 Bond to assist in the retirement of such bond. 4. In addition to the retirement of the Series 2005 Bond, the Board of Educa tion expects to use proceeds from the Educational Sales Tax to fund all or a portion of various capital outlay projects, including architectural and engineering fees and necessary contingencies throughout the Jenkins County School System, including (i) construction and renovation of athletic facilities at the Jenkins County High School including, but not limited to, new track improve ment, (ii) acquisition of school busses and other necessary personal property and equipment and (iii) acquisition of computers and related technology and safety and security upgrades. 5. To the extent available, the School District may combine available funds from the State of Georgia with proceeds from the Educational Sales Tax, and any other available funds, to pay the costs of the above described capital outlay projects. Plans and spec ifications for these projects have not been completed, and bids have not been received. Depending upon acqui sition and construction costs and avail able funds, the School District may es tablish or reestablish priorities and choose which capital outlay projects to undertake or not undertake, or to delay until additional funding is available, to the extent that proceeds of the Educa tional Sales Tax, together with other available funds actually received by the School District, are insufficient to com plete all of the capital outlay projects. 6. The last day to register to vote in the election is Tuesday, February 17, 2009. Anyone desiring to register may do so by applying in person at the voter registration office located at the Jenkins County Courthouse, Millen, Georgia, or by any other method authorized by the Georgia Election Code. 7.
