AT FAIR-ON-
THE-SQUARE
The annual Fair-on-the-Square held Saturday drew a large crowd to
the Jenkins County Courthouse Square. The event, sponsored by Millen
Better Hometown, featured arts and crafts booths, entertainment, rides
and games for the children, a parade and a variety of food booths.

Grand jury
indicts one
for murder

A Jenkins County Grand Jury has handed down indictments against
Joshtavie Dwon Waters, 19, Washington Street, for the July 15
murder of Jackie Young, 60, Hiltonia Road. Waters is facing indict
ments of murder, aimed robbery, two counts of aggravated assault
and second degree arson.
Young’s body was found lying several feet away from his burn
ing vehicle on Lincoln Street around 2:30 a.m. July 15. Waters was
subsequently arrested by the Georgia Bureau of Investigation.
Other indictments and accusations handed down by the Grand
July include the following.
• Henry Mick Leonard McGee, three counts of burglary.
• Roger Wayne Wilcox, two counts of aggravated child moles
tation, incest, child molestation and statutory rape.
• Brian Michael Blake, possession of cocaine, possession-manu
facture-distribution of marijuana, receipt-possession or transfer of
firearm by convicted felon, fleeing-attempting to elude an officer-
felony, obstruction of oflicers-misdemeanor, open container viola
tion, driving under the influence of alcohol, driving while license
suspended or revoked and speeding.
• Rae OBrian Winn-Young, possession of cocaine, possession-
manufacture-distribution of marijuana, obstruction of officers-mis-
demeanor and open container violation.
• Tracy Tarver, fraud in obtaining public assistance.
• Timothy Jesse Williams, homicide by vehicle, driving under
the influence of alcohol, open container violation, no proof of in
surance and operating vehicle without valid tag.
• Frank Williams, aggravated assault, possession of firearm/
knife during crime/attempted crime and cruelty to children in the
third degree.
• Travon Jones, forgery-second degree and financial identity
fraud.
• Larry Dean Suggs, theft by taking, reckless conduct and crimi
nal trespass.
• Gregory Tremone Griffin, two counts of aggravated assault.
• Kristi Danielle Lane, two counts of violation of the Georgia
Controlled Substances Act and possession of marijuana-less than an
ounce.
Early voting
begins in city
election

Early voting, by mail or touch screen, in the City of Millen
General Election to be held Nov. 8 will begin Oct. 17 and
continue through Nov. 4 in the office of the Jenkins County
Registrar at the Jenkins County Courthouse. Business hours
are 8:30 a.m. until 5 p.m.
Applications for Absentee Ballots may be made now at the
Registrar’s Office. The ballots will be mailed as soon as they
become available.
Those who are not already registered to vote in the election
may do so through Tuesday, Oct. 11. Voters who desire to
make changes to their addresses or other voter information
may do so through Oct. 11.
Candidates who have qualified in the election are: Mayor -
Incumbent A. King Rocker and Bobby Anthony; Millen City
Council, District #1 - Incumbent Lee Ward Williams, Edna
E. Golf, Hamp Scott and Robin Scott; and Millen City Coun
cil, District #2 - Incumbent Darrell Clifton.
Commissioners discuss plans for new EMS building

The county’s Emergency
Medical Services (EMS) De
partment will soon have a new
home. Plans for renovation of
the recently purchased building
on Winthrope Avenue to house
the department were discussed
at a recent meeting of the
Jenkins County Commissioners.
EMS Director Henry Young
and Alvin Burke presented a
floor plan for the building for
the commissioners to examine
and discuss. Chairman James
Henry requested additional in
formation and requested that Mr.
Young return to the meeting
when the information was avail
able. Mr. Young returned later
with the information and was
instructed to use the plans to get
price quotes for renovating the
building.
Sheriff Robert Oglesby pre
sented three checks to the com
missioners in the following
amounts, reporting on each ac
count: $5,246.87 from "Special
Fees Account”; $6,898.35 from
“Fees Account”; and $45,396.22
from “Old 2009 Monies Ac
count.”
Sheriff Oglesby requested
that the board allow the Jenkins
County Family Enrichment
Center to use some of the “Drug
Funds” to conduct a Teen Maze
program for Jenkins County
High School students. The re
quest was approved in the
amount of $2,500.
Sheriff Oglesby reported that
he had ordered two new vehicles
for his department at a cost of
$45,020. An additional cost of
$6,098 would be for department
striping. Special Purpose Local
Option Sales Tax #5 funds
would be used to purchase one
of the vehicles and other would
be purchased with donated
funds. The purchase of vehicles
and additional striping charges
was approved.
Other actions taken by the
commissioners included the fol
lowing:
• Approved a motion that

Williams be deputized and
granted authority to write cita
tions for illegal littering/dump
ing by citizens;
• Approved employee health
insurance Option #4 offered by
Coventry at a monthly rate of
$554.79 for each employee;
• Approved repair/replace
ment of courthouse elevator,
noting costs may exceed
$100,000;
• Approved Remaining Ca
pacity Contract with Stantec
Consulting at a cost not to ex
ceed $5,000;
• Approved law care contract
with R.C. Lawn Care Services
for new EMS building at a cost
of $50 per month;
• Rejected sound system bid
of $5,295.99 for football fields
as too costly;
• Approved the naming of the
road running off Pine Avenue
into the Jenkins Correctional
Center as Hilltop Road; and
• Approved senior citizen
meal contract/grant with
C.S.R.A. Regional Commission
in the amount of $40,947.12
with the county’s matching
share to be $4,229.28.
