Man shot in assault
Fair-on-the-Square
to be held Saturday

An aggravated assault has left one man injured
and another behind bars.
Officers of the Millen Police Department
(MPD) responded to a reported shooting
incident Friday, Sept. 28, at a Herndon Street
resident. Upon arrival Antonio Leevan Evans
was discovered with shotgun wounds to both
upper legs.
Justin Deboris Roper has been charged with
aggravated assault and possession of a firearm
by a convicted felon in connection with the
incident.
The MPD incident report indicates the two
men got into an argument that resulted in the
assault.
The 39th annual Fair-on-the-Square,
sponsored by Millen Better Hometown, will
be held 9 a.m. - 4 p.m. Saturday on the
courthouse lawn. The Fair will include a 10
a.m. parade, arts and crafts booths, food,
entertainment throughout the day, rides and
games for the children and a classic car cruise-
in. Everyone is invited to come to the
courthouse square, bring lawn chairs and
enjoy a day of fun-filled activities with
neighbors and friends.
Dairy Queen
The Dairy Queen of Millen celebrated its
50th anniversary last week with a variety
of activities involving the community and
schools and special deals on Thursday.
Jenkins County High School students are

JCHS announces Homecoming Court
Jenkins County High School
(JCHS) announced its 2012
Homecoming Court this
week. Representatives for the
Freshman Class are Embree
Jenkins and Jocelyn
Summers. Embree is the
daughter of Kenton and Jeana
Jenkins. Jocelyn is the
daughter Sean Summers and
Donna Wadley.
Sophomore representatives
are Dona Gay and Jenifer
Sanders. Dona is the daughter
of Don and Evelyn Gay.
Jenifer is the daughter of John
Sanders and Patricia Folson.
Junior Class representatives
are Justice Deloach and
D’Shaundra Rollins. Justice
is the daughter of Larry and
Laurie Deloach. D’Shaundra
is the daughter of Dayemond
Rollins and Darcella Russell.
Senior Class representatives
are Rubicela Guzman-
Delgado, Jonquette Sanders,
Jennifer Taylor, Brittany
Wilkins and Amanda
Williams. Rubi is the
daughter of Crescensio and

The 2012 JCHS
Homecoming Week kicked
off Monday, Oct. 1, with
many fun activities and
culminates at 7:30 p.m.
Friday, Oct. 5, with the
homecoming game against
the Portal Panthers. The
homecoming ceremony will
take place during halftime of
the game when one of the
senior representatives will be
named the 2012 JCHS
Homecoming Queen.
This year’s homecoming
theme is “To be ALL IN you
have to go ALL OUT.”
The homecoming committee
has designated a dress up day
for each day of the week.
Each grade will decorate
banners to hang around the
football field to show their
school spirit. The
homecoming parade will take
place at 6:30 p.m. Thursday,
Oct 4. Shannon Hilderbrandt,
Jenkins County Teacher of
the Year, will serve as the
Grand Marshal of this year’s
parade. The parade will start
on Cotton Avenue and will
proceed left onto Masonic
Avenue, left onto Winthrope
Avenue and then right on
Gray Street and arrive at the
high school
A community wide pep rally
is planned by the JCHS
cheerleaders immediately
following the parade. The
public is invited to come out
and support the War Eagles.

Commission meeting
Herndon Bridges project may start sooner

Replacement of the bridges
over the Ogeechee River at
Herndon could start sooner
than previously predicted.
During a recent meeting of
the Jenkins County
Commissioners, it was
reported that the appraisal
process and surveying had
begun and this could result in
the project being let for
bidding in April 2013, a year
earlier than previously
indicated. Chairman James
Henry informed the group
that the Georgia Department
of Transportation (DOT) had
given approval for the county
to proceed with the appraisal
and acquisition process “at
risk” since the DOT could not
guarantee that changes would
not be made to the project.
The county will proceed in an
effort to expedite the project.
In a related matter, the
commissioners approved a
$9,500 fee for Hussey
Johnson Appraisal Services
for right-of-way acquisitions
for the project.
The commissioners
discussed the pros and cons
of adopting a $24 annual
Emergency Service Recovery
Fee to be placed on county
property tax bills. The fee
would apply to all residences
and commercial properties
taxed in the county and would
add an additional $108,000 to
the county budget. The group
approved the fee.
It was agreed that an Excise
Tax Ordinance would be
presented to the City of
Millen, in compliance with
the process for establishing a
2 percent Energy Excise Tax.
During its last session, the
Georgia Legislature approved
a plan that exempts
manufacturers from paying
Local Option Sales Tax
(LOST) and Special Local
Option Sales Tax (SPLOST)
on energy used in
manufacturing. However, the
plan has a provision that
enables local governments to
levy an excise tax to recover
the money lost in local sales
tax. The plan must be
implemented over a 4-year
period. The commissioners
agreed to begin the process of
implementing the tax during
a previous meeting.
Fire Chief Dwayne
Herrington reported on a
program the Forestry
Department has initiated in
cooperation with the Federal
government for requesting
equipment to be used in fire
fighting. Jenkins County
would be required to fill out
an equipment list which
would go into a data base.
When a match was made, the
county would be notified and
could evaluate the available
equipment and decide
whether or not to complete the
transaction. Provisions
require that the equipment
accepted be put into service
within six months after
acquisition, with an additional
six months extension possible
if needed for budgeting
purposes. There would be a
$100 transaction fee. The
commissioners agreed to
participate in the program.
It was reported that the ATM
request for the courthouse
was being denied due to
safety issues and lack of use
since the courthouse is within
walking distance of ATMs at
BI-LO and Queesborough
bank.
