Grand Jury indicts 19
The Jenkins County Grand Jury convened in Jenkins County
Superior Court last month and handed down the following
indictments and accusations.
Jacqueline Dorris Rivera - Possession with Intent to Dis
tribute Marijuana and Crossing the Guard line with Contra
band.
Richard Jeremy Johnson - Fleeing or Attempting to Elude
a Police Officer, Driving Under the Influence, Obstruction of
an Officer, Failure to Maintain Lane and Possession of Drag
Related Objects.
James Edward Merritt - Burglary in the First Degree.
James Washington Thompson - Burglary in the First De
gree.
Perce Morrell - Aggravated Assault.
Dakota Edward Farrow - Burglary in the Second Degree
and two counts of Theft by Taking.
Phillip Darwin Price Jr. - Terroristic Threats, Cruelty to
Children in the First Degree, Obstruction of an Officer, Driv
ing Under the Influence and Endangering a Child While Driv
ing Under the Influence.

The annual Fair-on-the-Square is scheduled for Saturday,
Oct. 4th on the Jenkins County Courthouse square from 9 a.m.
until 4 p.m.
The Fair parade will begin at 10 a. m. The Fair also will
include a classic car cruise-in, food and craft booths and plenty
of rides for children.

Flower Show
Millen Garden Club will sponsor a Small Standard Flower
Show Oct. 4 at the Jenkins County Memorial Library entitled
"Magnolia Springs.” Visitors will be treated to designs de
picting the Majestic Pine, Picnic in the Park and Dessert for
Two at the Casino Restaurant. There will also be Youth de
signs entitled “Nature Walk" and horticulture specimens will
be featured. The show is free and open to the public during the
hours of 12 noon and 4 p.m. After visiting the Fair-on-the-
Square, visit the Flower Show at the library.
City selects
architect for
Scenic By-Way
project

The City of Millen recently approved the firm of Carter
Watkins Associates Architects, Inc. as its Scenic By-
Way Grant architectural firm.The federal grant will be
used to construct a Visitor’s Center on the site of the
old Soc Station on Winthrope Avenue. This

The site of the old SOC Station on Winthrope Avenue,
across from the Jenkins County Courthouse, may soon have
an improved appearance. During a recent meeting of Millen
City Council, the firm of Carter Watkins Associates Archi
tects, Inc. was approved as the city’s Scenic By-Way Grant
architectural firm.
The city received notification in 2012 that it was the re
cipient of a $667,477 federal grant to be used to construct a
Scenic Bi-Way Visitor’s Center on the site. The City must
contribute 20 percent in matching funds, which may be in
the form of in-kind services, under terms of the grant.
Plans for the project include the construction of a Visitor’s
Center to include office space for use by Main Street Millen,
formerly known as Millen Better Hometown, and the Down
town Development Authority for tourism promotion, and a
vending area that could be utilized by citizens attending
court proceedings at the Jenkins County Courthouse.
Greenspace landscaping with trees, sidewalks and benches
and additional parking areas are also included.
In other business, Council approved a building permit
for the construction of a solar farm by HSN, LLC (Cantsink
Manufacturing) to be located off East Winthrope Avenue
on property owned by the Jenkins County Development
Authority. The project will be a Medium Scale, 1 mega
watt, solar project with 100% of the solar energy generated
by the facility to be purchased by Georgia Power.
Hiller Spann appeared before Council and answered ques
tions about the city’s involvement in the "Qualify of Life”
initiative. This program will focus on improvements in the
areas of education, recreation, housing, infrastructure, re
tail business development, medical services and promotion.
Council approved a motion to contributed $25,000 to the
program for the next two years.
After some discussion, Council approved a business li
cense application for Claudia Williams’ billiard room. The
city manager was instructed to gather additional informa
tion in order for Council to set the license fee for this type
of business, as required by City Code.
City Manager Michael Felts informed Council that the
city had received approximately $66,000 from the Georgia
Emergency Management Agency for reimbursement of ex
penses incurred from the 2014 ice storm.
Absentee voting
underway in
November elections

Absentee voting by mail is currently underway for the Nov.
4 th General Election and the Special Election to elect the seat
of Jenkins County Tax Commissioner.
Applications for Absentee ballots are available at the office
of the Jenkins County Registrar at the Jenkins County Court
house. Voters may also request an application by mail, fax or
telephone. The last date to make an application for an Absen
tee ballot and for a ballot to be mailed is Oct. 31 st .
Advance (in-person) voting will begin Oct. 13 th and con
tinue through Oct. 31 st . Voting will take place at the Jenkins
County Courthouse 8:30 a.m. - 5 p.m. Monday-Friday. Vot
ers may also cast their ballots 9 a.m. - 4 p.m. Saturday, Oct.
25 th .
The last day to register to vote in the election is Oct. 6 th . It is
also the last day voters may make a name or address change.
