Police arrest Sylvania man for theft

Officers with the Millen Police
Department arrested Robert Allan
Milton, 48, of Sylvania on charges of
Theft by Deception after he collected
more than $10,000 from a local busi
ness owner to remodel her building
but failed to perform the work.
Milton is currently being held in
the Screven County Jail on related
charges while awaiting court action.
“Always check with the Better
Business Bureau or the Chamber of
Commerce. Definitely get a written
contract. Check references, check
licenses, make sure the person per
forming the work is insured, licensed
and bonded,” Sgt. Tony Taylor said.
“These actions can help prevent you
from having similar experiences.”
The officer added that if the worker
is uncomfortable with such a request,
that is a red flag.

Brinson Insurance Agency and
Team Insurance are now a “team.”
Team Insurance was purchased Feb.
14th by Brinson Insurance Agency,
Shana Brinson owner.
Mrs. Brinson has been in the in
surance business since 2013, having
joined One Life America, Metter, as a
tele-sales marketer for life insurance.
“So, I know all about those ag
gravating telemarketing calls that
everyone gets,” she laughs.
In 2017, she joined Harvest Insur
ance and began working in the health
insurance market.
She joined Team Insurance in
March, 2017, and left in April, 2022,
to open her own insurance agency,
located at 513 Cotton Avenue.
“I spent a lot of time at Team Insur
ance, and I just thought of the custom
ers there as my customers. So, buying
the company just seemed right,” Mrs.
Brinson said.
Her training includes a Business
Administration degree from East
Georgia College, successful comple
tion of continued education courses
related to insurance sales, and passing
the state insurance exam in 2013.
Joining Mrs. Brinson at the in
surance agency is her sister, Kayla
Shuman.
“She left the pharmacy world to
join her big sister in the insurance
industry,” Mrs. Brinson said.
Mrs. Shuman has been in the insur
ance industry since 2021 and brings
to the agency multiple years of cus
tomer service experience from her
background as a certified pharmacy
technician since 2012.

City’s 2021 CDBG
project under way

The City of Millen was awarded
a $1 million Community Develop
ment Block Grant (CDBG) project
for 2021 and work is now under way
on the project.
The target area for the project is
Palmer Row, from Gilmer Street to
Buckhead Road.
Jeff Brantley, City Manager, said
the project includes: sewer main re
placement, replacement of sewer lat
erals (from main to the residences),
water main replacement and connec
tions to the water meteres, storm water
improvements which will include
storm drains, piping and rollover curb
and gutters and road resurfacing after
the improvements are complete.
Shockley Plumbing was the suc
cessful bidder on the project.
There are also provisions in the
project for housing repairs and reno
vations for those who qualify.
The CDBG program is a federally
funded block grant to states that fo
cuses on benefitting low-to moderate-
income people by providing resources
for neighborhood, economic and
housing improvements.

results of

The annual audit of the City of
Millen shows an improvement in
the city’s net financial position over
the previous year. Patricia Hunter of
Reddick, Riggs, Hunter and Colson
presented the results of the audit dur
ing the city’s recent monthly meeting.
The audit covers the city’s financial
records for Fiscal Year 2021-2022.
The report states, “The city’s net po
sition at fiscal year-end is $ 18,563,429
as compared to $17,631,273 at June
30, 2021.” A $599,887 reduction in
debt contributed to the improvement,
according to the report.
Included in the budget’s highlights
included a reported decrease in rev-

enues of $798,670 “resulting from
a decrease in fees, fines and forfei
tures as well as intergovernmental
revenues.”
Tighter controls on spending in
multiple departments resulted in a re
duction in general fund expenditures
of $224,305.
The auditors said that housing
shortages in the city are affecting
residential growth, but noted that a
48-unit apartment complex will open
in April.
The city also received a $3,000,000
EDA grant to install a new well and
elevated storage tank for the economic
development site north of
