[From the Journal’s Correspondent. J
Washington, Sept. 16, ISS9
Over two months ago I predict©/!,
in these columns that as soon as
the Milwaukee encampment of the
Grand Army had folded its tents,
Commissioner Tanner’s official
head would be in the executioner’s
basket. The prediction was afcsy
and its verification surprised no ane
save, per chance, the corporal him
self, who wept copiously when the
president’s abrupt demand for his
resignation reached him. The cor
poral had met his Waterloo at, Mil
waukee, when the grand army ra
fused to make hia quarrel thoirs.
Viewed from a political stand
point the removal of Commission
er Tanner is a heroic measure, lha
cutting oil' a limb to save a life.
.President Harrison saw months
ago that the eoraaihaioßer must go,
and used available means to ecu
vicce hits of that necessity. With an
obstinacy cb&racterietic of his inherent
indesorotion, the ecrporal refused to
take the hint and ibo ki.k followed.
It is .vow #Uied that Mr. Tartan**
friends will demand the pnbiieatien of
vhe eorrespoadeace between Searetary
Moblfjf and him, ia which his re• ire
meat was first suggested. Should this
ba done, it can tnly be tc the corpor
al’s additional w rtifiestion, s it
ton’d undoubted y >howr that the
Charon were baeed # upon tbsoorperal’a
ift-apacity to properly parlors tho da
tic* of & high position.
I'M*. Harrison has only himself to
b aufto for tho Tinner trouble and >9
ary injury is wropght to the republi
e n party, be tfisoe h to bhtrsa. jJoiia
of the foremost politicians of kis par
ty reeotrtmended Mr. Tanner's appoint
rat at; i&dood, they want further and
protested v-g&inat it Senator Iliscock
ot New York, who, being from the
oripor&l’s own etaf®, might have bees
expected to enthusiaitically t-appert
him, would not indorse the jjomina
t* n after ii was made.
Corporal Tanner was simply too
snail for the position he ononpid. Hia
8 lectioa was due to sentiment aad the
i lea that it would plsaso the veterans
of the Grand Army, It did please
them until they dixcovared bis weak
ness and incapasity, of course, that
was enough for them, aq the members
arc too good citizens ,0 tvaut any man
retained in office against the best in
terests ot the republic.
But Mr. Tanner’s fall was greatly
feantoavd by hi vanity and importin
enso. After his selection as oomtnia
sioner of pension hr triad to avenge
himself in petty ways apoa tho Eiem
bere of congress, who had opposed his
appointment. To use bis own expres
sion he “tamed them all down.” Es
sentially a vulgar man, h3 became an
abusive one, and in becoming abusive,
be nnfortunately selected the wrong
victims. He failed to recognize any
power higher than himself. When be
found out that the secvetaiy of the Ia
terior had socao authority in ranters
pertaining to the pension olTioa it only
served to raie hie haired. Ho did net
know enough to band *o the inevitable,
ne chose to break. The appointment
ot a successor to Commissioner Tanner
is agitatin' the public mind. To thy
it seems most probably that ex Con
gressman Warner ot Missouri, wi.l be
asked to take the place, iu fact he now
has the oiler under final consideration
ne it a man of ability, a lawyer loam
ed iu the law, and a man of executive
ability. Beat of all, from a political
stsedpoin', ho in an ex commander of
the Grand Army, and hia appointment
wsnid heal imy wounds in that quar
ter. The araui Army could hardly
question tha removal of one of their
commanders on account of manifest in
capacity when ono still better like-i
was selected to succeed hitn. Mr. War
ner’s t ositanoy to accept the position ie
dno to two cauße3. Id the first place
his income from his bar practice i< ov
er 30,000 dollars per annum and the
major part of that would be lost if he
accepted the commissioaerabip. Ik
the second place ho is now the acksiowl
edged loader of the republican party
in Missouri, If te chould aeoept a po
sition under Seetetary Noble he would
thereby elevate that gentleman to the
position he now occupies aud become
merely one cf his political followers.
That would be a calamity to aea. War
ner, and Pres, uarrison may bavo to
look further for a commissioner.
