C.—Emphasizing that not a dollar o fthe public money had been paid to any one of the members for his work, Pres ident Roosevelt submitted to con gress the report of the commission on country life. Mr. Roosevelt declares that “our civilization rests at the bottom on the wholesomeness, the attract . iveness and the completeness, as well as the prosperity of life in ' the country. ’ j Defining the object of the com mission as being “not to help the the farmer raise better crops, but to call his attention to the oppor- ’ tunities for better business and i better living on H e farm,” the I president outlined the agencies . instrumental in that direction. : Stressing the value of organiza tion, Mr. Roosevelt refers to the desirability of “improving rural environments” so as to so equal ize city and country as to make the latter a more attractive place to live in. The president recommends that $25,000 be appropriated to ena ble the commission to digest its recently acquired material. The report of the commission de scribes with some fullness the existing conditions of farm life and points out the causes that may have led to its present lack of organization. It suggests meth ods for the redirection of rural society, for arresting the drift to .ie city, for maintaining the nat ural rights of the farmer and for the development of an organized rural life that will promote the prosperity of the whole nation. Broadly speaking, agriculture in the United States is prosper ous, and 'he conditions in many of the great farming regions are I improving. Country homes gen erally are improving in comfort, attractiveness and healthfulness. Alamy institutions, organizations and movements are actively con tributing to the increasing wel fare of the open country. There has never been a time when the American farmer was as well off 'is he is today, when not only his earnings power, but the comforts and advantages he may secure are considered. There lias been a complete and funda mental change in our whole eco nomic system within the past ecu tury. Yet it is true, notwithstanding all this progress, as measured by > historical standards, that agricul ture is not as profitable as it is i entitled to be for the labor and i energy that the farmers expends ' and the risks he assumes, and that the social conditions in the open country are far short of their possibilities. Rural society is lacking chiefly in knowledge on the part of the farmers of the exact agricultural conditions ami possibilities of their regions, resulting in the widespread depletion of soils with the injurious effect on rural life; in proper training for country lift in the schools; in good highway facilities, and in organization for buying and selling. There is an absence of any ad equate system of agricultural credit, a shortage of labor, often complicated by intemperance among workmen; a lack of in stitutions and incentives that tie the laboring man to the soil; the life of the farm woman is bur densome and narrow; there is need of adequate supervision of public health. The farmer is handicapped by the speculative holding of lands, ' monopolistic control of streams and forests, waste of natural re sources and by restraint of trade. Some of the remedies for the conditions set forth lie with the | national government, some of I them with the states and commu nities in their corporate capaci ties, some with voluntary organi zations and some with individuals acting alone. All organized forces both in ' town and country should under stand that there are country ph. ses as well as city phases of our civilization. and that on ; phase needs help as ranch as the other. All these agencies should l realize their responsibility to I society. Many existing organiza aions and institutions might be leome practically co-operative or mutual in spirit, as for example all agricultural societies, libraries Young Mens’ Christian Associa tions and churches. There are several great forces, or principles, which must be util ized in the endeavor to solve the country life question. There must be a vast enlarge ment of voluntary organized ef fort among farmers themselves. ■ It is indispensable that farmers shall work together for their com mon interests and for the nation-1 al welfare. If they do not do i this, no governmental activity, no 1 legislation not even better schools will greatly avail. The forces and institutions that make for mo ali'y and spiritual ideals among rural people must be tnergized. There must be not only a ful , ler scheme of public education, I but a new kind of education I adapted to the real needs of the farming people. The country schools are to be so redirected that they shall educate their pu pils in terms of the daily life. Op portunities for training toward the agricultural callings are to be multiplied and made broadly effective. This means redoubled efforts for better country schools and a vastly increased interest in the welfare of the country boy and girl on the part of those who pay the school taxes. Education by means of agriculture is to be a part of our regular public school work. Special agricultur al schools are to be organized. The country people everywhere are asking for good roads. Ev erywhere, too, they want a par cel post and the extension of the rural free delivery. It will be well for us as a peo ple, if we recognize the oppor tunity for usefulness in the open country and consider that there is a call for service. The suggestion of the commis sion only outline a general plan whereby the strong resident for ces in the open country may themselves build up a new and better social structure. To accomplish this, the entire people must be aroused. The time for this is at hand.
