IN THE SPANISH
AMERICAN WAR
During the Spanish American
War, many of our soldiers suffer
ed severely from cramp in the

cases to the change of climate

lief of some of the men in his

I will write a few lines giving
my views of the past and the
possibilities of the future.
It was the discovery of Amer
ica that gave an outlet to the
cramped old world and the dawn
of a better day came from the wes
The opening of this vast territory
was the opening of prison doors
to the oppressed and broke up
the stagnation and brutality of
the feudal system. For several
centuries America remained the
hope and refuge of the poor. It
was the new frontier that brought
better things and a hope for the
world. But now the frontier is
closed. It is possible for Ameri
ca, however, to again be the sun
rising of a better age. If we will
perfect the work of democracy
which we began, if we will contin
ue to revolutionize all things, if
we shall assimilate the world in
to a real organized brotherhood
it can be done. Socialism is the
completion of this work. It is
industrial democracy, an enlarge
ment of the American ideal. It
is a completion of the revolution
in in dustry which was effected
by the machine, it is a complete
organization of society in the in
terest of all. .Shall the new day
dawn in the United States and
shall it eminate from the light of
your brain and the fire of your
hearts.

NOTICE TO CONTRACTORS
Bids will be received by the
Board of Road and Revenues
Monday, March 15th, for build
ing three concrete piers, near Ly
erly.
Said piers are to be built for
a two span steel bridge at loca
tion designated by the Board of
County Commissioners. There
will be three concrete piers, one
in the stream and one on each
bank.
The center pier will be 3 feet
by 16 feet at the top and 5 feet
by 18 feet at the base, and each
end or bank pier will be 2Vo feet
by 16 feet at the top and by
18 feet at the base. The top of
the piers are to be not less than
8 feet above medium low water
level, which is to be determined
by the County Commissioners of
Chattooga county. The piers are
to be set on a rock foundation
now in the bed of the stream
and believed to be about three
feet below medium low water
level, and the contractor is to go
to that depth unless rock is
struck at a higher elevation. The
piers are to be built of concrete
made of a mixture of one part
Portland cement, 3 parts clean,
sharp sand and 5 parts clean grav
el; all to be thoroughly mixed,
(the sand and cement first being
mixed dry) and placed inside of
wooden forms, whieh are to be
made of dressed lumber. After
the concrete has set hard, th?
forms shall be removed. The
piers shall have a smooth face,
and the work shall be performed
in such a workmanlike manner
that no imperfections shall show
anywhere, and the concrete work
shall be first-lass and to the en
tire satisfaction of the commission
ers of Chattooga county, Ga., be
fore acceptance will be given.
The contractor is to furnish all
materials of every character nec
essary to construct and complete
the piers in accordance with these
specifications. He is also to set
the piers as shown on the blue
print plan attached, and his par
ticular attention is called to the
distance the piers are to be
apart and their reltative location
to each other, as shown on said
blue print attached, which is
made a part of these specifi
cations and is to be followed by
the Contractor. The Board re
serves the right to reject any
and all bids.

Alfred Burnet, colored, of Dirt
town, was adjudged insane by a
jury before Ordinary Johnston
Saturday night. There are sev
eral cases of small pox in the
neighborhood where Burnet lives,
and on this account he will not I
be sent to the state sanitarium at |
present.
