ASYLUM IS ARRAIGNED.
I oveztigating Committee Makes Scath
ing Report.
Atlanta, Ga. —Following a thorough
investigation of the charges of cruel
ty and mismanagement lodged against
the authorities of the state asylum at
Milledgeville, the commission appoint
co for that, purpose has submitted
to Governor Brown a scathing report
of conditions at the asylum which the
investigation revealed.
After asserting that inmates are dy
ing of tuberculosis, whose deaths are
chargeable- to the neglect of the au
thorities; that the attendants are in
competent; that conditions generally
are insanitary, that cruel treatment of
inmates has been proved in several
instances, arid that the sanitarium, if
not improved,/gdll degenerate into a
death trap, tM report closes with the
significant declaration that “this
Sleepy Hollow needs waking p, and
should be forced to keep up with mod
<rn progress.”
The investigating commission was
composed of Dr. Willis G. Westmore
land of Atlanta, Seaton Grantland of
Griffin, and Judge W. F. Jenkins, of
Eatonton. Judge Jenkins does not
concur fully in the report, but sub
serbies to its principal features.
The report states that Ihe super
visor of the institution is a man 80
years old and is incapable, on account
of his age, to discharge his duties,
it is charged that the staff of physi
i cians is woefully inadequate and that
as long as present conditions remain
unchanged the institution will serve
as a place of detention, but not of
(lire.
The removal of the high wall around
the building is suggested in order
that more light and air may be per
mlttcd, and larger and more commod
ious quarters, especially for those
affictcd with consumption and other
diseases is set forth as impearative.
The commission investigated the
charges that certain attendants had
aided in tile escape of several fe
males and had detained them in the
basement of a building one or two
weeks lor immoral purposes. ‘ These
men were tried and alt ho there seem
ed to be no question of their guilt,
they were acquitted by the jury.” say
the re|»ort.
Regarding the menace of tuberculo
sis in the asylum, the report says:
‘•’Tuberculosis is the greatest dan
ger to the health of this institution.
In looking over the reports, we find
that this condition - was recognized
by the authorities and that in 1906
they requested an appropriation of
$15,000. We also find that they had
on hand a balance of $9,917.55 *( with
which to guard against any emergen
cy which may arise) In the words of
the report. It appears to us that
no greater emergency can or will ever,
arise than the care for these people.
There were 12) deaths from tubercu
losis that yeai. These are deaths
from an infectious, preventable dis
case. These deaths should be charg
ed. to the authorities of this institu
tion. for with proper care they could
prevent 'hem."
"Another pernicious evil is the im
proper classification or rather assign
ment of patients. It is obvious that
nothing is more likely to prevent
and retard the convalescence of these
inmates than their association and
frequent contact in which there is
neither affinity nor community of
tastes.
’"There are now 325 epileptics. 154>
idiots and 52 feeble-minded children,
scattered thru the wards of this insti
tution -531 patients that have no
business in an Insane asylum and that
are certain to arouse the resentment
<4 any class of Insane.
"These mischief-making, trouble
brewing epileptics are simply 325 unit!
of discord, and we are sure that a
greater portion of the trouble in
wards where they are located is due
to them. They tease patients, are
i'-ritable. start rows and fights, and
in every way prove a nuisance to the
others.
"There is hut one agreed plan of
■ handling these epileptics, that of seg
regating and colonizing them. There
>s ample ground at the state sanita
rium to start a colony for these un
fortunates. and it could be made prac
tically self-supporting. They would
be benefittod and some cured where
all is now hopeless. They now cost
the state $41,275 per year. The au
thorities liavebeenrequesting an ap
propriation for this purpose since
1905.
"The basic wrong at the ayslutu is
due to the small appropriation they
receive from the state. Experience
has proven that with so small an
amount competent care can not be
given this class of patients and
an institution with only 34 to 35 cents
per capita a day can be considered
as a place of detention and net of cure
“This question has been tHed out

capita, per diem, has been found to

like propr- care of this class of pa
tteats can be had for."

Mr. Scott Cleckler was the guest
of James McCamy Saturday and Sun

The sociable given by Mrs. Har
per was enjoyed very much by all
present.
Mr. James McCamy and daughter,
Miss Annie, are visiting relatives and
friends in Dalton this week.
Miss Mollie Sitton was the pleas
ant guest of her cousin, Miss Beulah
Cherry last week.
.There will be Chidren’s Day at
Macedonia Sunday, the 28th, let all
come and enjoy the exercises.
Mr. and Mrs. J. P. Christopher
were visiting in our burg Sunday
and Monday.
Mr. and Mrs. J. W. Sitton, who
have been visiting relatives and
friends at this place for several days
returned to their home in Chattanoo
ga Friday.
Miss Pearl McCamy is visiting rel
atives and friends at Chesterfield, Alt
Mrs. Edna Hammond was visiting
her mother, Mrs. J. S. Sitton, Friday.
Mr. Tom Rich spent Saturday and
Sunday with relatives near Menlo.
B. F. McCamy and sister, were vis
iting at A. J. Ford’s Sunday.

PERENNIAL SPRINGS
The protracted meeting closed Sun
day with five additions to the church.
We had a week of good meeting and
the church was wonderfully revived.
Hrs. Pledger and Green did some fine
preaching. May God’s richest bles
sings abide with these faithful ser
vants.
Prof. T. M. Tribble’s singing school
closed Thursday, after ten days’ hard
labor with his school. Every one,
both children and parents, are won
fully pleased with Prof. Tribble’s
mode of teaching. He was a great
help to the community. Children,
keep on practicing and don’t forger
what you learned about singing.
We are having some hot, dry weath
er and cotton and corn are badly dam
aged on account of the drouth.
Say, boys, ask Mr. Will Neal how
late a fellow can plant corn.
Perennial Springs church called
their pastor Saturday for another
year, Rev. T. J. Tribble of Republic,
Ala.
Miss Bat tie Tarvin of Rome has
been spending sometime with Miss
Guy and Miss Sarah Echols.
Miss Bessie Chastain of Rome has
been spending some time with her
grandparents, Mr. and Mrs. H. P. Par
ham.
Miss Kate Parham left this week
for Rome on a visit to relatives.
Several of the Perennial singers
went to Oak Hill Sunday p. m. and
did some fine singing.
Hurrah for Perennial, hope she will
come to the front.
Every third Sunday afternoon is
singing day at Perennial. Let every
body come out and all bring books
and have a good singing. There is
nothing more enjoyable than a good
smging.

in my native town and The Summer
ville News I concluded to let you
hoar fronj, this part of western North
Car.elifia. the land of the sky.
yi’his village is growing very fast in
the last year. Especially since the
Whitney Mfg. Co., established their
large lumber plant here. They have
large planning mills, dry kilns and
lumber sheds and turn out about 50,-
900 feet flooring, ceiling, etc. every 24
hours. They run day and night and
employ about 300 hands. They also
have a large force of carpenters at
work on the outside building houses,
etc. Mr. A. M. Edwards, formerly of
Trion, Ga., has charge of the carpen
ter gang and is now engaged in erec'-
ing a depot on the company’s land
for the Whitney Mfg. Co., which will
ido credit to the Southern railway on
j the Murphy Branch. Mr. Edwards
: knows his business when it comes to
! his profession.
The Whitney company also operate
a large band saw mill on Panther
1 creek, in Graham county, N. C and'
I gives employment to a number of
' hands up there. They also have a
dummy railroad from this place to
j their mill and have three engines on
I the line hauling lumber daily. We
also have six stores all doing a good
business. This is also a good health
resort, good freestone water and pure
mountain air, a good farming coun
j try and a fine place for fruits and
vegetables, especially apples.
