INFORMATION ON THE
COMING CENSUS
With the time for taking the gov-I
ernment census near at hand some;
general information relative to Hie
work of the census department in
securing the desired information of j
the states and territories of the >
United States proper, the District of j
Columbia, Alaska, Hawaii and Perto
Rico will be of no kittle Interest to
the people. From the census office'
in Washington have been sent the!
Instructions to the census Supervis-'
ors in the different congressional dis-1
tricts of the country.
The bill enacted by the last con-1
gross provides that the census for !
1109 shall embrace the following ■
subjects: Population, Agriculture,!
Manufacture, Mines and Quarries, i
The statistics relative to population 1
and agriculture will be collected ;
wholly by enumerators under the su-1
pervision of Supervisors of each con- 1
gressional district. Statistics rela-1
tive to manufactories and mines will I
be collected by special agents and I
employes of the bureau at Washing
ton detailed for that purpose.
The act provides that the enumera-,
lion of population and agriculture I
shall begin on April 15, 1910, and I
shall be completed within 30 days
!in case of rural districts and small
1 towns. Incorporated cities which
had 5,000 or more inhabitants under
j the census of 1900 must be com
i pleted in two weeks.
Each congressional district is di
-1 vlded into thevided ninto enumera
! vlded into enumeration districts and
leach enumerator is given a clearly
defined district, in order to facilitate
and to simplify the conduct of the
: work. The law provides that the
; population of incorporated towns,
j villages or cities shall be returned
separately; and the population of
each shall be clearly and plainly dis
tinguished from that of the rural ter
ritory within the civil districts.
The act authorizes the employment
of special enumerators for Institu
tions, such as prisons, hospitals, asy
lums, benevolent Institutions, reset-
I vations, military posts and naval sta
| tions.
When such congressional district
I has been divided into enumeration
districts it will be the duty of the
Supervisor to designate suitable per-
| sons In each district to perform the
| work of enumeration. This will re
quire the greatest possible care, as
II he success and value of the census
! absolutely depends upon the thor
loughness and accuracy with which
enumerators perform their duty.
Applicants for positions as enum
erators should apply to the Super-
I visor of the congressional district in
I which they reside, and will be re
quired to stand an examination of a
practical character, such as filling
out of sample schedules. These ap
plications will finally be passed on bj
the Bureau of the Census at Wash
f'.eton, and tile applicant appointed
or rejected according to his ability
and fitness ns indicated by this ex
uml i:>tloii. The enumerator shall or
iil:tinrlly live in the district to be
I canvassed by him. and must be fa
|mll>ar with the territory and char
actir of the peotWe. The law pro
vides that all appointments shall be
made solely with reference to fitness
of the appointee and without refer
ence to party affiliations. No enumer
ator will be appointed unless he
or sin- shall be of good address,
trustworthy, honest and of good hab
its. The requirement of at least an
ordinaly education and ability to
write plainly and rapidly will lie re
quired.

will be requirt>d during the period of
enumeration, and they will not be

lor business at the same time. Un
der the law enumerators cannot re
j sign after they have been accepted
| (except for justifiable cause) with
out incurring penalty prescribed by
the census act.

will vary according to the peculiar

The schedules relating to popula
tion will include for each inhabitant
the name, relationship to head of
family, color, sex, age, conjugal con
ditions, place of birth, place of birth
of parents, number of years in the
United States, citizenship, occupa
tion, whether or not employed at
date of ennmeratiorf, and the num
ber of months unemployed during the
preceding calendar year; whether or
not engaged In agriculture, school
attendance, literacy, and tenure of
home, and whether or not a survivor
of the union or confederate army or
navy and the name and address of
each blind, or deaf and dumb per
son; and for the enumeration of in
stitutions shall include paupers, pris
oners, juvenile delinquents, insane,
feeble-minded, blind, deaf and dumb
and inmates of benevolent institu
tions.
The schedule relating to agricul
ture will include name, color, coun
try of birth of occupant of each farm,
tenure, acreage of farm, acreage of
woodland and character of timber
thereon, value of farm and improve
ments, value of farm implements,
number and value of live stock and
domestic animals on farm and ranges,
the acreage of crops planted and to
be planted during the year or enumer
ation, and the acreage of crops and
the quantity and value of crops and
other farm products for the year end
ing December 31, 1909.

PENSION REPORT SHOWS
INTERESTING FACTS.
Atlanta, Ga. —Commissioner ot
Pensions John W, Lindsay is prepar
ing his annual statement to submit
to the governor, showing the number
ot pensioners on the state’s pension
roll, the cost of the pensions and the
probable number on the roll for
1910.
The report will exhibit a number •
ot interesting facts in regard to the (
soldiers. The total number of pen
sioners for 1909 was 15,789. The
number of applications that have
meen approved and will be placed on
the roll for 1910 is 914. This would
make a total of 16,703.
However, the commissioner esti
mates a loss from death of 6 3-4 per
cent, from this years’ roll. This
would take 1,124 names from the roll
aund would leave a balance of 15,579 ;
pensioners to be paid next year, a
loss of 210 from the 1909 list.
To pay these old soldiers and wid-'
ows of soldiers the legislature has
appropriated $940,000. Commission
er Lindsay thinks it will be a pret
ty close squeeze to get enough to go
around with that sum.

55 DEATHS FROM PELLAGRA
DURING NINE MONTHS.
Montgomery, Ala., —Dread pellagra
in Alabama between January 1 and Oc
tober 1 of this year claimed as its
toll 55 residents of this state. Ac -
cording to a complication in the of
fice of * / . H. Sanders, state health
officer 34 of these deaths were among
negroes and the remaining 21 were
whites. Thirty-eight eases of the dis
ease, it is learned are now under ob-1
servation in Alabama, the majority of (
the cases being in Clarke, Choctaw j
and Washington counties. A few of j
these pellagra patients are In hospi
tals under direct medical attention.
