WASHINGTON, April 15.—That
the advertising sign at the side of
the road may prove a detriment to
the thing advertised instead of pro
moting sales, is being more and
more recognized by large users of
bill-board ipace. It is being brought
home to advertisers that road users
hotly resent the blatant sign cover
ing up a beautiful vista or profan
ing a lovely landscape.
Co-operaion in sign removal has
had unexpected impetus from the
Standard Oil Co., on the Pacific
Coast, which has decided to elimin
ate certain objectionable sign from
the highways.
“Convinced that nigh way adver
tising signs detract from the natural
beauty of the great routes of travel
of the Pacific Coast,” says an offi
cial of Standard Oil, “this company
has decided that it will erect no
more such signs and that it will
immediately remove all of its signs
of this nature now sta ding. Here
after the company will continue the
use of signs to commercial locations.
This company was among the first
of the oil concerns to engage in this
form of advertising and is now
glad to be the first to discontinue it.
Nearly 1,200 large, round perma
nent signs in California, Oregon,
Washington, Nevada, and Arizona
are co. signed to the ax by a gen
eral order.
Ute Pass, near Colorado Springs,
has for long been defaced with a
large number of signs. Recently
the Colorado Automobile club, which
is deeply interested in the work of
beautifying highways, removed more
than one thousand signs from the
pass. At the same time the club or
dered ten thousand trees to be plant
ed in nurseries and later used to
embellish the roads leading to Colo
rado Springs.
Among the many large bill-board
users in the east who have declared
their intention to aid in the beautify
ing of highways by the elimination
of signs, are such well-known per
sons as Kelly Springfield Tire Co.,
Pillsbury Flour Mills Co., Washburn-
Crosby Co., Champion Spark Plug
Co., B. F. Goodrich Rubber Co., Sun
Oil Co., Hood Rubber Co., Ajax

We need a new classification in
the criminal code. If a man steals
five dollars it is petit larceny. If
h« steals one hundred dollars it is
grand larceny. Seemingly, however,
I if he steals one or two hundred mil
) lion dollars it is glorious larceny and
' we have no classification for that
The government goes to enormous
expense and clutters up the issue for
years upon years before anyone faces
i the bar of justice, when a gigantic
theft is alleged. Steal a loaf of
bread and you are up the river in
two days. Steal hundreds of millions
and you can travel the ocean of easy
life for the rest of your days with
out disturbance.
The present operations in Wash
ington in relation to the oil situation
present a spectacle calculated to pro
duce more bolshevism than any in
sideous propaganda that could possi
bly be conducted by the reds either
in the open or secretly. Grave
charges, and graver disclosures are
twisted into political issues, each
Jnan scrambling for position, each
man trying to capitalize the situa
tion for himself or for his party
until the performance has become
disgusting. The issue has been lost
to sight. Everyone is beating the
tom tom to lead the public mind
down a dozen side lanes.
The country has been told that the
I United States government has been
robbed of property worth $200,000,-
1)00, and that the robbery was made
possible by the connivance of some
public officials and the bribery of
others. If these be facts, then there
Is a-plain, straightforward American
course that can be pursued. Under
the present system of probe and side
probe, charge and counter-charge,
the issues will drag along for years;
so long, in fact, that the public
with its short memory will have for
gotten all about the matter.
If the gover. ment in Washington
does not know how to approach the ■
problem, let the people generally
write to the pre ident and ask h.m j
to call a special federal grand jury. '
Ask him to have the evidence placed 1
before that grand jury and indict
ments obtained. Then the issue can '
be tried in a prompt and orderly I
manner and the atmosphere cleared
at once. Doheny, Sinclair, Fall and
anyone else charged so openly with I
looting the American domain surely
will welcome such a course if as in
nocent as they insist, and if they are
not, then the- sooner they are brought
to book the better.

$1,900,000 Paid Cot
ton Co-op. Members
ATLANTA, Ga., April 15—By the
end of this week, the Georgia Cot
ton Growers Co-operative associa
tion will have completed an ad
vance of $1,900,000, which is the third
payment on all cotton delivered by
members of the association.
Previous to this, advances have
been made amounting to 20c per
pound and the present advance will
r.ring the total advance up to date,
to 25c per pound, basis middling
cotton.
In announcing the distribution,
President J. E. Conwell of the as
ociation said that the credit and
. inancial condition of the organiza
tion was excellent and that the dis
tribution was bei .g made after a
(areful discussion of marketing con
ditions by the board of directors.
Continuing, Mr. Conwell said: “It
gives us much hope too, to know
that our cotton growers, as evidenc
ed by the new co .tracts we are daily
receiving, that o ur bankers and bu i
aess men, are coming to accept co
operative marketing as established
and sound business in the south.
“The directors of the association
have carried out the member, hip
contract that all our members have
signed and the recent experiences
of all cotton growers demonstrates
to my mind more than ever the
soundness and more so the necessity
of the cotton producers a> d those
depending on cotton, adopting the
co-operative plan for marketing all
our cotton.
“The management appreciates the
splendid support and co-operation
that is being given by the entire
membership of the organization and
their fighting spirit for co-operative
marketing that will sooner or later
give all of us fair prices for our
cotton that we produce.
“We appreciate no less the splen
did support of those scores and
scores of unselfish business men in
ill sections of the state enough to
ncourage the discouraged and give
hope to the hopele s,” declared Mr.
Conwell.
He said further, “All of our mem
bers are almost unanimously of o e
mind that a concerted effort has
been made recently to break up the
cotton co-operatives and this has
served to arouse among the members
and even amongst many ron-mem
bers, the feeling that cotton specu
lators realize the growth and suc
■ess of co-operative marketing and
further, that the cotton growers can
look to it as a hope cf a marketing
system that will give them fair
prices for their cotton.”
Citizens Urged to
Join in Gas Fight
ATLANTA, Ga„ April 15.—Seek
ing the co-operation of citizens and
officials in an effort to bring about
t solution of the “gasoline situa
tion,” Attorney General George M.
Napier has requested citizens of
Georgia and other states to write
their representatives in congress
and ask them to aid in furthering
the work that has been started for
control and regulation of traffic in
petroleum and its products.
Mr. Napier, as secretary of the
executive committee of the National
association of attorneys general,
which met tome time ago to d.scuss
he increasing prices of gasoline, has
written every member of the Geor
gia delegation in congress request
ing their co-operation in bringing
about measures for regulation of the
petroleum industry.
He has also sent copies of re olu
tions adopted by the association of
attorneys general, and a statement
covering the situation drawn up at
the executive committee’s recent
conference, to President Coolidge,
the speaker of the house the presi
dent of the senate, officials of the
department of justice, and the chair
man of the federal trade commission.
The statement, drawn up by the
attorneys general, pointed out the
price of gasoline is about 6 cents a
gallon greater than the low point in
the closing months of 1923, and bas
ed on an estimated consumption of
7,500,000,000 gallons during 1924,
the increased price will raise the I
cost of gasoline to the American i
public by $450,000,000, or four dol- ;
lars per capita.
It was stated “that petroleum a’ d ’

of life, and are essential to the wel- |
fare of our people and they are en- :
titled to its use at a reasonable
price. Exorbitant and extortionate
pr'ees should not be tolerated.”

land was first used by Sir Robert Wal
pole, who was iu office from 1721 to
1742. By this time ministers were be
ing chosen from one political party,
and they had begun to act together,
so that they obtained the name of the
ministry. Their leader was then
called the premier or prime minister.
This title was not recognized by law
until 1905.
