THE TWENTY-SIX PROPOSED AMENDMENTS TO THE
CONSTITUTION OF THE STATE OF GEORGIA
DO YOU KNOW--
THAT the Constitution of Georgia should be amended to permit the Leg
islature to appropriate funds for old-age assistance, aid to the needy
blind, aid to dependent children, and for other welfare purposes?
DO YOU KNOW™
THAT 42 states in the Union, (Georgia not included), with the assistance
of the Federal Government, provides for the aged needy? By your vote
and influence on June 8, 1937, let us add Georgia to the honor roll of the
states who are aiding the unfortunate poor.
DO YOU KNOW -
THAT 40 states in the Union, (Georgia not included), with the assistance
of the Federal Government, provides for those who are deprived of life’s
greatest gift, the eyesight. There are about 1,500 in the State of Georgia
who are blind, while you are enjoying seeing the many beauties of this
world, won’t you be willing on June 8, 1937, to cast your vote in order to
help those who do not know when it is either light or dark?
DO YOU KNOW ■
THAT 46 states in the Union, (Georgia not included), are providing for
dependent children. One of our great statesmen has said: “To me the
child is the hand of God recording on the universal pages of time the his
tory of the human race.” You appreciate your own children and are do
ing everything in your power to provide them with the necessities of life.
Won’t you help those who had nothing to do with choosing their parents,
but unfortunately are denied the comforts and pleasures which your
children enjoy?
DO YOU KNOW—
THAT when a pernicious law FORCES sheriffs to SELL the WIDOW’S
mite for taxes, justice and equity are flaunted. Officers have no choice
under present laws, but on June 8 the people have an opportunity to
SPEAK for the first time on the HOMESTEAD exmption law. A VOTE
for that amendment means a vote to SAVE the POTS and PANS—and
other modest possessions of Georgia HOMES. Passage will PRESERVE
HOMES in this state. Vote on June 8, FOR the HOMESTEAD AMEND
MENT and make scenes like this IMPOSSSIBLE in Georgia.
DO YOU KNOW —
THAT if these amendments are enacted into law, (with the assistance of
your vote), that it will cost our county only $4,141.00. The State of Geor
gia will send into our county $14,906.00 and our “Dear Old Uncle Sam”
will send into our county $20,703.00, thereby giving our county $39,750
with which to care for our aged, our blind and our dependent children. In
other words, for every dollar which our county spends, we receive' more
than eight dollars from our State and from our Federal Government with
which to take care of our own.
e wholeheartedly endorse each and every one of the above amendments and
respectfully ask your vote and support of them on June 8, 1937.

This is a condensed and simplified outline of
the Constitutional Amendments to be voted
on by the people Tuesday, June 8:
1. Extension of taxing powers of state to include levies
for old-age pensions, aid to the needy blind, assistance
ito dependent children and other forms of public wel
fare benefits.
2. Extension of county taxing powers to include same
/
purposes.
3. Exemption of owner-occupied homes up to $2,000 in
value from state, county and school taxes.
4. Exemption of personal property (exclusive of automo
’biles) up to value of S3OO from municipal, state, coun
ty and school taxes.
5. Permission for the general assembly to classify prop
erty for taxing purposes, and levy different rates for
different types of property.
6. Extension of state taxing powers to include levies for
widows of Confederate Veterans who were married
prior to Jan. 1, 1920. (Present constitutional provis
ion limits to those married prior to 1881.)
7. Allowing the general assembly to convene itself in
extraordinary session on petition of three-fifths of the
members of each house.
8. Permitting justices of supreme court to select substi
tute for any member disqualified from sitting on any
case.
9. Permitting ordinaries, judges of municipal courts, and
city recorders to accept guilty pleas in misdemeanor
cases. Especially designed to speed up court disposi
tion of cases docketed by state highway patrolmen.
10. Extension of county taxing powers to includes levies
for support of agricultural and home Dem. agents.
11. Permission for the city of Swainsboro to issue refund
ing bonds.
12. Permission for Richmond county to make temporary
loans to obtain finances for current expenses.
13. Allowing DeKalb county to set up fire prevention,
sewerage and sanitary districts and levy taxes to
maintain them.
14. Creation of a new (52nd) Senatorial district compos
ed of Fulton county only.
15. Allowing Chatham county to set up pension system
for county employes (enabling act already passed.)
16. Giving the general assembly power to grant any city
or county with a population of 1,000 or more the right
to establish zoning commissions, enforce zoning laws.
17. Allowing Glynn county to have a zoning law.
18. Allowing Dalton to have a zoning law.
19. Allowing Quitman to have a zoning law.
20. Allowing Forsyth, Milledgeville, Cordele, Carrollton,
Eastman, Fort Valley and Mcßae to have zoning laws.
21. Permitting county authorities in any county of over
200,000 population to levy a one-half mill county-wide
educational tax.
22. Allowing Atlanta to issue refunding bonds and to
make temporary loans to retire current debts.
23. Allowing the city of Albany to exceed its bonded in
debtedness by $400,000 for waterworks improvements
and extensions.
23. Allowing Dublin to issue refunding bonds.
25. Allowing Ware county to levy a one-mill tax to create
a fund for attracting new industries to the county.
26. Allowing Waycross to leavy a similar tax to attract
new industries to the city.
The local option repeal referendum questions follow
the constitutional amendments on the ballot.
