to the issue and sale of said bonds.”
“And except, that the City of Sa
vannah in addition to the bonded in
iebtedness heretofore authorized by
the Constitution and laws of Geor
, gia, may issue serial bonds not in ex
; cess of the sum of six hundred fifty
, five thouand ($655,000.00) dollars for
; the payment and retirement of the
: deficit and current indebtedness of
! the City of Savannah, the same being
represented by judgments, notes,
□pen accounts and other liquidated
or unliquidated demands for which
said City of Savannah may be liable
! as principal, guarantor or otherwise,
; outstanding and unpaid as of Jan
uary 1, 1939; and shall provide for
the assessment and collection of an
; annual tax sufficient in amount to
I pay the principal and interest of said
i bonds as they become due. Said ser
i ial bonds so issued shall mature in
twenty-five (25) annual equal
amounts beginning five (5) years
from the date of issuance and matur
; ing each year thereafter for a period
j of twenty-five (25) years. The pro
i needs of such bonds shall be used ex
; elusively for the purpose of paying
! and retiring said outstanding and un
paid notes, judgments, open accounts
and other liquidated or unliquidated
| demands as of January 1, 1939, for
1 which said City of Savannah may be
liable as principal, guarantor or oth
i erwise. Said bonds shall be issued
and validated when authorized by a
majority vote if the Mayor and the
I Board of Aldermen of the' City of Sa
annah, who are hereby authorized
and empowered to fix the rate of in
terest, the date of issuance and all
other details incident to the issue
and sale of said bonds.”
Section 2
Be it further enacted by the auth
ority aforesaid that, when said
amendment shall be agreed to by a
two thirds vote of the members elect
'ed to each of the two Houses, said
amendment shall be entered on their
! journals, with the “ayes” and “nays”
! thereon, and shall be published in one
or more newspapers in each Congres
sional District in the State of Georgia
for two (2) months previous to the
time of holding the next general elec
tion, and said amendment shall, at the
next general election, be submitted
to the people for ratification. All per
sons voting at said election in favor
>f adopting the said proposed amend
ment to the Constitution shall have
written or printed on their ballots the
words, “For ratification of amendment
to article 7, section 7, paragraph 1, of
the City of Savannah to issue refund
; ing bonds, to issue bonds for the re
l iremcnt of indebtedness due and un-
I paid as of January 1, 1939,” and all
I persons opposed to the adoption of
said amendment shall have written or
! printed on their ballots the words,
! "Against ratification of amendment
: to article 7, section 7, paragraph 1,
f the Constitution, authorizing the
I City of Savannah to issue refunding
I bonds, to issue bonds for the retire
ment of indebtedness due and un
' paid as of January 1, 1939;” and if a
la.ority of the electors, qualify to
; vote- for members of the General As
sembly, voting thereon, shall vote for
ratification thereof, when the result
shall be consolidated as now required
I by law in election of mehbers of the
i General Assembly, the amendment
and. its provisions shall become a part
•f article 7, section 7, paragraph 1,
i' the Contitution of the State of
Georgia, and the Governor of the
: State of Georgia shall make a proc
! lamation thereof, as provided by law.
