GRACE
(Fourth Installment.)

Now since the Jews, to whom the
law of Moses was given, and to no
body else, utterly and signally fail
ed, to keep it there was of necessity
some other way must be found by
which the Jewish nation as well as
all other nations of human beings
must be saved: for all mankind are
guilty of sin and condemned before
God, by reason of sin, coming on all
men through one man—Adam—as the
federal head of the entire human
race, from Adam down to and includ
ing the last human being that shall
be born into this world.
Blessed be the name of God that
way was found: Really had been
found before man was created. Back
in the councils of eternity, before the
Morning Stars sang together for joy,
back there the tribune God, knowing
what man to yet be created, in His
own image and likeness, would do,
entered into a compact or covenant
for the second person in the Godhead,
to do what the law could not do, in
that it was weak through the flesh.
Rom. viii:3.
When the appointed time came for
that new-found way, for the salva
tion of all men of all time, which
was at the conclusion (end) of the
law dispensation, Christ, having been
born in Bethlehem of Judea, in the
likeness of sinful flesh (Matthew
ii:l) at the age of 33 years began
introducing that new way to the Jew
who rejected it in toto, and not only
rejected Christ as the only way for
the eternal salvation of the human
race (Acts iv:l2) neither is there
salvation in any other: for there is
none other name under heaven, given
among men whereby we must be
saved. But they, his own national
people, crucified him and thereby un
wittingly entered into and promoted
the very plan that was ordained from
the foundation of the world, for
their’s, and our, salvation. During
Christ’s earthly ministry and before
His resurrection from the grave, He
nor His disciples preached a gospel
message to any people, save the Jews.
But rather charged His disciples in
sending them for the two and two to
“go not in the way of the Gentiles,”
“nor- into any city of the Samaritans
enter ye not: but go rather to the
lost sheep of the house of Israel. Ac
tually forbidding them" preach to
Gentiles and Samaritans and all oth
er people but Jews only. (Matthew
x:5,6 and xv:24.)
The gospel of salvation by grace
through faith was never preached by
Christ in person while He was here
on earth, nor by His disciples until
after the resurrection of Chyist.
GOOD TIDINGS
The world is in a state of bewild
erment!
Some say they don’t know which
way to go! Every preacher says he
is going to Heaven, yet they fail to
teach the Bible as it is.
. There is something wrong with a
preacher that cannot understand the
Bible, he isn’t doing the will of God
or else he is dishonest and self-willed
and don’t want to understand, but
have his own ideas about God’s word.
Jesus answered them, and said, My
doctrine is not mine, but his that sent
me. If any man do his will, he shall
know of the doctrine, whether it be
of God, or whether I speak of my
’self, St. John vii; 16,17.
Why do ye not understand my
speech ? Even because ye cannot hear
my word, John viii:43. And in them
is fulfilled the prophecy of Esaias,
(Isaiah vi;9,10). Which saith, By
hearing ye shall hear, and shall not
understand; and seeing ye shall see,
and shall not perceive: For this peo
ple’s heart is waxed gross, and their
ears are dull of hearing, and their
eyes they have closed; but at any
time they should see with their eyes,
and hear with their ears, and should
understand with their heart, and
should be converted, and I should heal
them, Matt. xiii:l4,ls,
The above Scriptures tell us pre
cisely why people won’t hear the
truth.
Jesus saith unto him (Thomas), I
am the way, the truth, and the life:
No man cometh unto the Father, but
by me, St. John xiv:6. Since Christ
is the word (St. John i:l-14) we are
bound to say that no man cometh
unto the Father but by the word of
God.
There are some things that are be
ing taught by preachers that don’t
correspond with the word of God.
These preachers say that when Christ
comes, He will take the good people
-■and leave the wicked to be destroyed.
But the Bible doesn’t read that way!

The surplus in the state treasury
of Mississippi at the beginning of
the current fiscal biennium, July 1,
1938, was $5,335,750.
That was not a great surprise to
the legislature or the people of the
state, but the report of the governor
and the assistant director of the bud
get contained three minor surprises
and evoked debate in the legislature.
The assistant director of the bud
get, objecting mildly to . abolishing
the ad valorem tax altogether, sug
gested that a two mill rate—4o per
cent, of the Georgia levy, and Mis
sissippi valuations are on a relative
ly low return basis although uniform
as compared to Georgia—would be
preferable. He also reported that de
spite the reduction to half of the ad
valorem levy and the establishment
of a broad homestead exemption act
that took $102,000,000 in realty off
the digests, there was an increased
surplus sufficient to justify his sug
gestion of a cut of the tax rate to two
mills. Finally, pointing out that his
duties as tax commissioner of the
state might make it seem improper
for him to serve as assistant budget
director, he urged that the governor
be given authority to name full-time
assistant budget diector.
Back of the report on the budget,
which called for general fund appro
priations of $35,566,124.7C< for the
two years beginning July 1, 1938,
there is the story of the simplest tax
system yet evolved in the south.
Mississippi receipts and disburse
ments are accounted for on a basis
of two years, so the annual expendi
ture for each department and the an
nual return from each tax is approx
imately half of the amount shown.
The general property tax brought
in $5,014,0(0 in 1936-38 and was ex
pected, with the reduced rate, to
bring in $3,362,000 in 1938-40. The
privilege taxes, which roughly are
the equivalent of Georgia licenses,
brought in $1,570,000 in 1936-38 and
were expected to supplicate that
amount. Insurance premium taxes,
also stationary, yielded $1,470,(00.
The penitentiary farms brought in
over SBOO,OOO in 1936-38, but the
budget commission estimated only a
$700,000 return for the next two
years. The minor taxes, on kerosene,
sea food and the like, have been re
duced repeatedly, so the commission
estimated returns of only $1,740,0(0
for 1938-40, although the yield for
the two years preceding had been
$2,368,000. Tobacco and malt bever
age taxes were expected to yield $4,-

the kingdom of their Father,

They teach that the righteous dead
will rise a thousand years before the
wicked, but the Bible teaches no
such thing!
The Scripture found in I Thess iv:-
15-17 doesn’t teach that the dead in
Christ shall rise a thousand years be
fore the wicked: The phrase, (and the
dead in Christ shall rise first signi
fies that those who are living at His
appearing will not be changed until
the dead are raised). Read Cor.
xv:sl-52 in connection with I Thess;
iv:ls-17.
There will not be any raised until
the last day and then both the right
eous and the wicked will be raised.

of Arcadian Nitrate, the American
soda, and officially approved by the
New York World’s Fair 1939. The
Motorcade, consisting of a large
scale diorama of the Fair, animated
with light, color and movement,
will show the famous theme sym
bols, the Trylon and the Perisphere,
together with state, national and
international buildings. It will give
a dramatic and vivid impression of
how the Fair will appear to those
who visit it. *

$3,900,000 as before. Estate taxes
and other items, including the amuse
ment tax were put down for $2,000,-
000 as in 1938-40. Finally, the sales
tax was expected to yield $12,500,000
for the two-year period.
There are no loopholes for evasion
in the Mississippi sales tax, as in
those in Alabama and Louisiana. It
covers everything, except malt bev
erages, tobacco products and motor
fuels. It is collected directly from the
retail purchaser at the time a sale is
made. And, in a state with a popula
tion considerably smaller than that
of Georgia, it brings in $550/,000 ev
ery month to finance the Mississippi
equivalent of “The Program.”
It enabled the governor of Missis
sippi to recommend an increase of 9
per cent, in common school grants,
raised 35 per cent, the preceding ses
sion, and an increase of 96 per cent,
in the grant for old-age assistance
and to recommend the spending o
,12,000,000 out of current receipts for
repairs and replacements,’ chiefb
new buildings, at the various institu
tions of the state. It enabled Missis
sippi to spend on its health program
almost three million dollars in the
two years, so that the death rate in
that state is now the lowest in the
south. Finally, it is enabling Missis
sippi to retire its bonded debt, which
had become $45,000,000 under previ
ous tax systems, by payments annu
ally of more than eight million dol
lars in interest and principal, so that
the state will be debt-free, it is es
timated, in less than ten years.
The present tax system was cre
ated in 1932, shortly after the evolu
tion of the budget system. Since that
time, expenditures for public health
and for education have more than
doubled, home steam exemption has
been introduced and expanded, local
finances have been readjusted to the
shock of changed conditions and the
old-age assistance program has been
adequately financed.
Georgia, however, can not borrow
a “ready-made” fiscal program, but
must evolve one of its own, suited to
its own peculiar traditions, constitu
tional structure and immediate prob
lems. But from consideration of the
problems that other states have met
and solved, Georgians can obtain in
formation that may make the solu
tion of the current financial crisis,
state and local, somewhat easier.
The difference in our position, fi
nancial, social and legal, deserves the
attention of Georgians.
There is only one more resurrection
to come and even if people do teach
otherwise, they cannot change the
word of God. Matt. 27:52,53 shows
plainly that there has been a resur
rection and the Bible only teaches
two. Some may regard the raising of
Lazarus and the daughter Jairus as
resurrections but the Bible doesn’t
teach them as resurrections; they are
taught only as being raised from the
dead.
There are other Scriptures that
are taught by the people, contrary
to the way the Book reads, but space
will not permit them at this writing.
Let no man deceive you with vain
words. .Read the Scriptures I give in
this column. Open your ears and heart
up to the truth and may God bless

Principal Chemist, Principal Chem

course leading to a bachelor’s degree
in a recognized college or university,
with major study in chemistry or
chemical engineering, is required. Ex
cept for the partial substitution of
post-graduate work in an appropriate
specialized branci of chemistry or
chemical engineering, applicants muct
have had recent, progressive and re
sponsible experienced in chemistry
or chemical engineering, partly in
research in which marked attain
ments were shown by inventions, dis
coveries, or writings, or in certain
outstanding work demonstrating the
ability to plan, organize, direct and
co-ordinate research of difficult and
important character. Applicants must
not have passed their fifty-third
birthday. The closing dates for this
