Your Congressman Reports

WIN WITH VICTORY
In Congress recently the children of America won a great vic
tory. It brought happiness, even elation, to those of us fighting to
get enough mony from the leadership of the party in power to
• sontinue the hot lunch program until June 1, this year. We Demo
crats who put human wellare above tax reductions, were joined by
a sufficient number of Republicans to out-vote their leadership
and st aside six million dollars for the school lunch program. Mr.
Taber, of New York, the chairman of the Committee on Appropria
tions, fought desperately against the children, even applying the
• gag rule” to cut off debate and keep many of us from speaking,
who were anxious to plead the childrens’ cause.
Mr. Dirksen, of Illinois, another Republican stalwart, and prob
ably the greatest orator in the House, spoke against the money
for the children. He called us emotional and sentimental who
thought that every child in every school in America was entitled
to a balanced and adequate diet. If it be emotional or sentimental
to believe that it is a function of our National Government to see
that every child has a chance to grow up into strong manhood or
womanhood on a balanced nourishing diet where parents are un
able to supply it, then I thank God that I am emotional and sen
tomental. If we must make a large loan to Greece and Turkey,
surely we should spent $6,000,000 on our own children.
If possible, the state had better- make plans to take over the
school lunch program next school year, for I do not know whether
| we will be able to get the 75 million dollars necessary for the pro
| gram for next year, from the unwilling hands of the party in power.

Public-Spirited Womne Made Program Success
In every community in America, almost without exception, pub
lic spirited and patriotic women have worked unselfishly to make
! the school lunch program a success. My hat is off to them, and I
I am happy that we have gotten them the money necessary to keep
! going until this school year is over. I feel fairly sure the Senate
: will accept this appropriation, for our Georgia Senators are work
ing hard for it, and there is a much more progressive attitude to-
I ward thse matters in the Senate than in the House.

Vocational Education Provided For
A few days ago we passed an appropriation bill that did not
contain sufficient funds to provide for our state program of vo
ational education. We forced the House leadership, however, to
promise that a deficiency appropriation would be enacted to meet
the needs of any state that saw fit to supply state tunas to match
the Federal money. This they will try to show as a saving to the
taxpayers, but in fact it is no saving at all. It just means they
have hidden the figures to try to fool the people into believing
their party has made a big saving, to justify the big tax saving
hey propose to pass \on to the very wealthy.

Army and Navy Merger Hill
On tomorrow, the committee on expenditures in the Executive
Departments, of which I am a member, will take up the consid
eration of the bill proposing to merge all our armed services under
one cabinet member, the secretary of National Defense. This bill
, promises a more efficient defense of America and at th same time,
! a more economical one. Th savings may run into the billions. If
. we can find away to save a large sum in this way, without hurting
I the efficiency of our armed services, then we could justify a large
cut and substantial tax reduction. I think our committee is
going to find away to do this. I will keep you informed as we go
• along with the public hearings on this bill.

Jane wouldn’t nag if Dee spent his
evenings “with the boys”—but
actually Dee likes nothing better
than to stay home by the fire,
sharing a glass of beer with Jane,
playing erfbbage, or just talking.
