[Talmadge Replies
To Vole Reaction
ATLANTA — (GPS) Georgia's
ounty Unit System is still very
iuch in the news, and U. S. Sen.
erman E. Talmadge has just
ad his second say about the
resent and possible future
atus of the traditional method
sed in the state’s primary elec
ons.
It was the junior senator (a
ormer governor) who actually
riggered the current furor over
-hat to do, if anything, about
he unique system in the years
hat lie ahead. He did it on an
inrehearsed Atlanta television
irogram the evening of April 1.
Talmadge was asked: "Do you
ee any need in the future at
my time in the next few years
n view of the shift in population
or making any alterations to
he County Unit System?”
His replys was: “I think it is
mtirely possible that the Legis
ature might study that ques
:ion. It’s not only possible but
wen probable that some read
ustment would perhaps be
vise.”
Reaction to this'was sponta
neous all over Georgia. So em
phatic were the arguments, both
pro and con, that Sen. Talmadge
has now issued a second state
ment elaborating on the first.

His second statement, released
simultaneously in Washington
and Georgia, said in part:
“There have been headlines, i
articles, editorials and cartoons!
purporting to interpret the sig- j
nificance of my brief comment ■
about the County Unit System
... My views on the County Unit I
System are so well known that
they hardly need reiteration. I
am for it absolutely and unre- I
servedly. Without it Georgia’s
small counties would have no -
voice in our state government j
and bloc voters and metropoli
tan political machines would
dominate state affairs.
-“Because the U.S. Supreme
Court has ceased interpreting
the law and has sought to es
tablish itself as a super legisla
ture, it should behoove all |
friends of the County Unit Sys
tem to do some serious thinking
about how to preserve it.”
Talmadge pointed out that i
the liberal complexion of the
Supreme Court has become even
more liberal since 1958 when the
system was upheld by a scant
5-to-4 decision. He made it clear
that he was not attempting to
make suggestions to Gov. Ernest
Vandiver or the General Assem
-1 bly, who have the responsibility
for the laws which regulate ।
voting in Georgia.
"However,” he added, “since I
the question has been raised and
now has become a matter of
general concern, it is my con
sidered opinion that it would be
wise for an appropriate commit
tee of the State Legislature to
(1) study such action as may be
necessary to best protect the
County Unit System from de
| struction at the hands of the
-Supreme Court, and (2) study
I whether, in light of the present
j serious threats to the system, a
few of the populous counties
should be granted a reasonable
increase in unit votes to more
nearly reflect current popula-
I tion trends.

RESTORATION PIECE
Quonset Point, R. I.—Officers
love every dent in an ancient
punch bowl in the wardroom of
40,000 — ton aircraft carrier
U.S.S. Wasp, and will tolerate no
face lifting.
Back in 1898, while aboard the
j battleship Indiana when she
took a mortar shell hit in the
Spanish - American war, the
| punch bowl was damaged.
Recently, officers sent it to a
New York jeweler for cleaning.
In their zeal, the jewelers re
moved the dents. So the officers
rushed it back to the jewelers
with orders —restore the dents,
at the officers’ expense. The
jewelers did, and the officers
picked up the chit.
The story was disclosed re
cently on the occasion of a visit
ing day for families of the crew.
