Eye Care Could
r Prevent School
Failure — Jewell
Thousands of dollars in tax
1 exenditures to pay for grade
? repetition could be saved if par
-1 ents took their children for an
nual visual check-ups, Dr. Rich
-1 ard E. Jewell, Cedartown, presi
i dent. Seventh District Optom
c etric Society, said this week.
His estimate came on the eve
3 of the return to Georgia class
t rooms of a million children for
( the 1960-61 school term, includ
ing Chattooga County’s school
• population totaling more than
' 4600 pupils, many attending
• school for the first time.
' Visual defects, in individual
cases. Dr. Jewell explained, se
riously handicap reading. Yet,
75 to 85 per cent of all study
activities in elementary and
; high school require reading
ability, and children of today
’ read at least three times as much
as did the children of a few
' years ago.
I The importance of regular eye
care can be seen, he said, when
. it is realized that authoritative
। national statistics prove that
। reading is responsible for 60 per
cent of failures in the first
, grade. Moreover, 25 to 35 per
( cent of first-grade students fail
to be promoted.
A careful evaluation of visual
functioning at the time of be
ginning reading will, in many
cases, insure success in the en
■ tire school career, Dr. Jewell I
■ added.
I Not only will adequate eye
’ care mean a saving in tax ex-1
■ penditures for extra teaching |
■ personnel and facilities required
. by grade repetition, but it will '
■ also enable the child to adjust
to the tasks in school as well as
his playmates, Dr. Jewell said.

JOB INSURANCE FRAUD DETECTION
HELP NEEDED, SAYS BEN T. HUIET
“Job insurance rights have.
been denied for one full year in
5554 cases during the past four
years," Georgia Commissioner of
Labor Ben T. Huiet reported here
today. “The job insurance claim
ants involved had failed to re
port wages they earned while
filing for job insurance or they
otherwise made false statements
concerning their claims.
“In addition, during this pe
riod, the courts have given sen
tences ranging from time in jail
to fines in addition to or in
place of probated sentences.”
Commissioner Huiet praised
judges and solicitors for their
help in deterring fraud and in
seeing to it that job insurance
is paid only to those who are
unemployed, able to work and
are genuinely looking for em
ployment. Most job insurance
claimants in Georgia are honest,
hard-working people who by far
had rather have full-time work
than the stop-gap of job insur
ance.
“People working less than full
time on account of lack of work
who make less than their job in
surance amounts report their
earnings and their job insurance
is adjusted accordingly.
“Last week we discovered sev
eral persons in Spalding County
not properly reporting their
earnings; they are being prose
cuted in the city courts here.
“The job insurance program
is big. It insures 750,000 Georgia
workers and involves a trust
fund of over $144 millions,
“We watch these funds as
closely as men and machines in
the Department can. But we
need the help of every person
