Fee System Said ‘Root 9 of
Speed Trap Problem in Ga.
Elimination of the fee system
is one of the four ways listed re
cently for eliminating the speed
trap image some tourists have
of Georgia.
Bill T. Hardman, manager
of the Georgia Department of
Commerce's Tourist Division,
addressing a businessmen’s
breakfast, said that tourism is
truly big business in Georgia.
And he noted that it isn’t
really enforcement of the law
that’s giving Georgia the name
of a speed trap state. “It’s the
manner in which the law is en
forced.”
He said Georgia loses millions
of dollars in tourist trade an
nually because of the action of
a few local officers and because
of their action all Georgia gets
a black eye and all Georgia
must suffer.
“As long as enforcement of
traffic laws can be used as a
way to fill up officers’ wallets
then we’re going to have trouble
with speed traps . . . What,
then, is the answer? ... I be
lieve that the solution is multi
fold. There are several things
we can and must do.
“First, we need to train law
enforcement officers of every
level of government. In this re
gard. I am pleased to see that
a police academy is nearing
reality.
“Second, we must eliminate
the fee system, because this has
been the root of the trouble. We
should change our court pro
cedure, if necessary, so that
tourists might be allowed to pay
fines without the excessive
bonds they sometimes have to
post.
“Third, we must get behind a
mighty state-wide effort to
eliminate the blight of dis
courtesy wherever it might ap
pear.
“And fourth, we must have
direction ‘from the top’ to wipe
out the speed trap image once
and for all.”

District Manager.
He urged that “full precau
। tions” be taken to fly kites
■ sateiy.
The Georgia Power official
suggested the following rules for
s safety in kite flying:
1 1. Don’t fly kites in rainy
■ weather or thunderstorms.
2. Don’t fly kites near power
lines.
3. If a kite becomes entangled
in power lines, leave it
alone. Do not attempt to
get it down.
4. Don’t use metal on kites,
kite strings or kite tails.
> 5. Instead, use dry cotton
string and dry cloth in the
tails.
। 6. Don’t dash across streets or
highways while kite flying.
